Camarillo City Council
Camarillo Sanitary District
AGENDA REPORT
Date: August 12, 2026
To: Honorable Mayor and City Councilmembers
Chairman of the Board of Directors
From: Greg Ramirez, City Manager/District Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Annual Fleet and Equipment Purchase Authorization
BACKGROUND
Staff annually reviews and updates the City’s vehicle and equipment replacement schedule, considering factors such as vehicle life expectancy, age, mileage, maintenance costs, operational reliability, and evolving regulatory requirements. Vehicles and equipment may be retained beyond their scheduled replacement year if they remain in good working condition and continue to meet operational needs. Replacement purchases are selected based on operational functionality, fuel efficiency, total cost of ownership, manufacturer availability, and delivery timelines.
The City continues to advance fleet electrification goals established in the adopted Sustainability Master Plan (SMP) while maintaining compliance with California’s Advanced Clean Fleets (ACF) regulations. Staff remains committed to balancing operational requirements, infrastructure readiness, funding opportunities, and long-term sustainability objectives as part of the City’s fleet replacement strategy.
Over the past several fiscal years, the City strategically accelerated fleet and equipment purchases to address procurement delays and replacement backlogs caused by supply chain disruptions, extended lead times, and vehicle shortages. Staff has substantially completed this catch-up effort and anticipates transitioning to a more stable and predictable replacement cycle moving forward. The City has improved the average vehicle age from
14.64 years in 2023 to 10.66 years today.
The City has also successfully secured external funding to support fleet electrification efforts, including $250,000 through Clean Power Alliance’s Energized Communities: Pathways to Electrification Program and $118,500.89 through the Internal Revenue Service Commercial Clean Vehicle Credit Program. Staff also received an additional approximately $45,000 in federal clean vehicle rebates for FY 2025/26 vehicle purchases made before the program’s expiration on September 30, 2025.

Based on recent procurement outcomes, staff recommends continuing the City’s flexible purchasing strategy, which allows the City to pursue purchases through local dealerships, regional vendors, cooperative purchasing agreements, and other competitive procurement methods as appropriate. Staff will use the procurement pathway that provides the best overall value to the City, including confirming that competitively obtained pricing meets or beats available cooperative purchasing pricing. This approach has improved pricing competitiveness, reduced delivery delays, and enhanced the City’s ability to respond to rapidly changing vehicle availability and manufacturer production schedules while maintaining continuity of operations.
DISCUSSION
With the adoption of the Fiscal Year 2026/27 Budget, the City Council approved funds for the purchase of new and/or replacement vehicles and equipment. Included in the budget are 3 pieces of equipment and 8 vehicles, 3 of which are zero-emission. The average age of the vehicles being replaced is 11 years.
Staff will negotiate with local, regional, or national dealerships to purchase this fiscal year’s budgeted replacement vehicles listed below for $1,226,800 and a 10% contingency in the amount of $122,680 based on manufacturers price increases experienced with other vehicle purchases in the past several months for a total expenditure of $1,349,480.
The requested authorization also includes the ability to complete operational outfitting, upfitting, and equipment installation necessary to place vehicles and equipment into service.
This may include lighting packages, radios, communication equipment, utility bodies, storage systems, safety equipment, emergency response accessories, decals, technology components, and other operational modifications necessary to meet departmental needs.

Currently, the City has electrified 34% of its fleet, with that percent expected to increase to 38% by the end of FY 2026/27. Staff continues to monitor changes in the electric vehicle marketplace as part of the City’s long-term fleet electrification strategy. Ford has announced production changes impacting the availability of the F-150 Lightning platform, which has Authorize Vehicle and Equipment Purchasing Plan

served as a primary zero-emission replacement option for several City operational use cases. As manufacturers continue adjusting production schedules and vehicle offerings, staff may need to evaluate alternative zero-emission vehicle models and manufacturers to ensure continued compliance with CARB Advanced Clean Fleets regulations, while also meeting operational, payload, towing, and reliability requirements.
Maintaining a flexible purchasing strategy allows the City to adapt to evolving vehicle availability, emerging technologies, manufacturer changes, and funding opportunities while continuing progress toward Sustainability Master Plan goals and operational fleet modernization objectives.
FISCAL IMPACT
Funds for the vehicle and equipment purchasing plan are included in the FY 2026/27 Vehicle & Equipment Fund budget in Account No. 540-5540-455.91-31 and 540-5540-455.91-33.
CITY COUNCIL STRATEGIC PLAN FY 2026/27
This recommendation supports the City Council’s Strategic Plan Goal and Objective 7.5 Implement the transition of public transit and general use City vehicles and the infrastructure necessary to reduce greenhouse gases by electric, hybrid, or by other environmentally friendly options.
CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061 (b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that the vehicle and equipment purchasing plan is not subject to CEQA review because it can be seen with certainty that there is no possibility that vehicle and equipment purchases may have a significant effect on the environment.
RECOMMENDATION
1. Find purchasing vehicles exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3); and
2. Approve the purchasing plan for vehicles and equipment in the amount of $1,226,800 and authorize contingency in the amount of $122,680 for a total not to exceed amount of $1,349,480; and
3. Authorize the City Manager or his designee, to execute future amendments or documents up to the not to exceed amount.
