Subject: Approval of Agreement No. 2026-71 with County of Ventura for the Homeless Housing, Assistance and Prevention (HHAP-6)
Subrecipient Grant Award
BACKGROUND
On September 28, 2022, the City of Camarillo signed onto the County of Ventura Continuum of Care (VC CoC) Memorandum of Understanding, agreeing to cooperate in the strategizing of solutions to address homelessness across the region.
On December 6, 2019, the California Homeless Coordinating and Financing Council announced the availability of Homeless Housing, Assistance and Prevention Program (HHAP) grant funding, a $65 million block grant program designed to support regional coordination and expand or develop local capacity to address immediate homelessness challenges throughout the state. Eligible entities included large cities and all California Counties and Continuums of Care. Following the original round of funding, HHAP-2 was released with a budget of $300 million, followed by HHAP-3 with a budget of $1 billion, HHAP-4 in 2023 with a total budget of $1 billion, HHAP-5 in 2024 with a budget of $993 million, and HHAP-6 in 2025 with a total budget of $1 billion. The City was previously awarded a HHAP-4 grant in the amount of $735,982.94 to support the Camarillo Hotel Voucher (CHV) program.
On November 6, 2025, the County of Ventura’s County Executive Office released a Notice of Funding Availability (NOFA), accepting HHAP Round 6 applications. A total of $5,139,394.36 in funding was made available to fund projects serving individuals and families experiencing homelessness or at-risk of homelessness. In response to the NOFA, City staff submitted an application on December 5, 2025 requesting HHAP-6 funds to hire one full-time Community Health Worker to deliver intensive case management and targeted housing retention services to formerly homeless individuals in Camarillo.

On March 17, 2026, the VC CoC approved a recommendation for HHAP Round 6 grant funding. The recommendation included an award of $339,790 to the City of Camarillo.
On June 29, 2026, City staff received the HHHAP-6 Subrecipient Agreement from the County, outlining the responsibilities of the City in accomplishing the objectives of the HHAP-6 grant program.
DISCUSSION
The HHAP-6 grant in the amount of $339,790 ($136,804 in year one) funds one full-time Community Health Worker (CHW) over a period of 2 years who will deliver intensive case management and targeted housing retention services for 45 residents already placed in permanent housing. These are individuals who exited homelessness but remain at high risk of losing stability due to fixed or irregular income, aging-related challenges, or a history of living in vehicles. The CHW will work directly with each household through routine check-ins, home visits, budgeting help, landlord mediation, linkage to benefits, and early intervention when problems emerge. The funding creates new capacity by supporting a full-time position dedicated solely to permanent housing retention. The City does not currently have a staff member whose workload focuses entirely on ensuring that previously homeless residents maintain stable housing. This grant-funded role fills that gap and strengthens stability for clients who have already reached a key milestone in their housing journey.
This addition is also consistent with recommendations in the City's Homelessness Strategic Plan, adopted in January 2026 under Goal 3: Expand Local Capacity, which calls for building dedicated local staffing capacity to support residents throughout the full continuum of care, from outreach and placement through long-term housing retention.
The CHW position directly advances this goal by ensuring that residents who have already achieved permanent housing receive the sustained, hands-on support needed to maintain that stability, rather than risking a return to homelessness after housing has been secured.
The CHW position will be contracted through the Ventura County Health Care Agency (HCA), consistent with Agreement No. 2026-51 between the City and County of Ventura HCA approved by City Council on June 24, 2026. This Agreement consolidated all three Project H.O.P.E. staffing positions, the ERF-funded full-time Community Services Coordinator, the General Fund-funded part-time Community Services Coordinator, and the HHAP-6 funded full-time CHW, under a single, unified contract with the County.
Consistent with the terms of that Agreement, the CHW position will not commence, and the City will not incur any associated cost, until the HHAP-6 grant contract between the City and the Ventura County Continuum of Care has been fully executed.
The City’s total in-kind commitment of $193,153 will be leveraged through dedicated City staff time assigned to the program, including Senior Management Analyst oversight (program implementation, coordination of service providers, budget management, and grant reporting), and Intern II support (data analytics and grant reporting services).

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that this Agreement is not subject to CEQA review because it can be seen with certainty that there is no possibility that the grant award may have a significant effect on the environment.
