Camarillo City Council

AGENDA REPORT
Date: August 12, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Concrete Sidewalk and Building Pressure Washing Services – Amendment No. 2026-12A with American Made Clean, Inc.

BACKGROUND
On February 25, 2026, awarded CC Agreement No. 2026-12 to American Made Clean, Inc. (AMC) for Concrete Sidewalk and Building Pressure Washing Services. The agreement was awarded for a three-year term, with an option to extend services for up to two additional years, in the amount of $83,400 plus a 10 percent contingency, for a total authorized expenditure of $91,740. Covered facilities include City Hall, Constitution Park, Camarillo Public Library, Camarillo Ranch House, and the Corporation Yard.

Dizdar Park reopened in March 2026 following a significant renovation. The park was closed for construction at the time the Notice Inviting Bids for Agreement No. 2026-12 was issued and was therefore not included in the original scope of services.

Staff recommends amending the agreement to add Dizdar Park as a covered City facility.

Routine professional pressure washing will maintain safe walking surfaces, remove debris and buildup that may create slip hazards, and preserve the condition and appearance of the newly renovated improvements for residents and visitors.

DISCUSSION
The proposed amendment adds Dizdar Park to the list of City facilities covered under the existing pressure washing services agreement. AMC will provide quarterly pressure washing services at the park, consistent with the service levels, standards, and terms applicable to other City facilities included in the agreement. Adding the park to the existing agreement allows services to be coordinated under a single contract and provides consistent service levels across facilities.

The proposed amendment ends at the same time as Agreement No. 2026-12 and will not extend the original agreement. If approved, quarterly service at Dizdar Park will begin in the second quarter of FY 2026/27, resulting in a partial first year. The amendment adds up to $18,425 for Dizdar Park. Annual costs, including the original 10% contingency for unforeseen service needs, are shown below.

Term Year Annual Cost
Year 1 (partial year) $5,025
Year 2 $6,700
Year 3 $6,700
Amendment Subtotal $18,425
Previously Authorized $91,740
Revised Total Authorized
Expenditure
$110,165

FISCAL IMPACT
Funds for pressure washing services are included in the FY 2026/27 budget in the General Fund, Dizdar Park Account No. 101-4509-443.36-03. Future year costs will be included in the respective fiscal year’s annual budget.

CITY COUNCIL STRATEGIC PLAN FY 2026/27
This recommendation supports the City Council’s Strategic Plan Goal and Objective 5.6, Develop and implement a Facilities Asset Management and Maintenance Strategy to ensure long-term operational efficiency and cost effectiveness.

CEQA DETERMINATIONS
City staff have determined that the proposed Maintenance Contract for Pressure Washing Services is not subject to review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15061(b)(3) (Common Sense Exemption). It can be seen with certainty that the activity will not have a significant effect on the environment.

The scope of work is limited to routine pressure washing of existing hardscape, walkways, Authorize Amendment No. 2026-12A with American Made Clean Services August 12, 2026
