Comments Dear Mayor and Members of the Camarillo City Council, I am submitting this comment to formally place on the public record that today, August 10, 2026, I submitted a California Public Records Act request to the Camarillo Police Department regarding the daily audits of the Flock Safety camera system that were announced to this Council and the public on March 11, 2026.
During the March 11 Council meeting, Commander Tennessen provided an update regarding the City’s use of Flock Safety cameras and disclosed that a proactive audit conducted in February 2026 had revealed that images captured by the
department’s license plate readers had been available for search by out-of-state law enforcement agencies for
approximately one month in Spring 2025.
1 Following that discovery, Commander Tennessen stated that backend safeguards had been implemented to prevent this from happening again. He also stated that the Ventura County Sheriff’s Office had instituted daily audits of the entire system to ensure that no out-of-state or federal searches occur.
Most importantly, Commander Tennessen stated that Sheriff Fryhoff was committed to immediately suspending the use of Flock Safety if such a search were discovered.
My public records request is a direct follow-up to those representations made to this Council and to the public.
I want to be clear that I am not submitting this public comment as a substitute for the records request, nor am I asking the City Council to respond to or process my CPRA request. I submitted the records request directly to the Camarillo Police Department, as the appropriate records custodian.
I am simply making this Council and the public aware that I have submitted the request and will be following up on the commitments that were made publicly on March 11.
I look forward to reviewing the records and verifying that Commander Tennessen and the Ventura County Sheriff’s Office remain committed—as stated on March 11, 2026—to
“transparency, accountability, and maintaining the public’s trust.”
Thank you.
