Comments Respected Council,
I should like to commend the City government, and other parties concerned, for authorizing the replacement of turf along the foot-path with drought-tolerant plants; but at the same time, to draw attention to certain oversights, which I believe it is not too late to correct.

First and least, the use of wood chips as mulch around said plants, seems to me far from the wisest choice, inasmuch as wood chips of this kind are splintery and easily scattered, and may thus present an inhospitable aspect to pedestrians.

Secondly, and more importantly, the choice of plants, though undoubtedly governed by sound principles in the necessity for conservation of water, is monotonous, and so, no better than turf for decorative purposes.
1 Third, and perhaps most importantly of all: none of the plants chosen, though native, or adaptable to the local environment, are calculated to be attractive to birds and butterflies. I do recognize it was not the Council's intention to attract such; but must nonetheless regard it as a lost opportunity, in view of the immense usefulness of such wildlife to agriculture in Southern California, and the additional aesthetic appeal. As mentioned above, it is not yet too late to correct this mischance. I hope the Council finds time and opportunity to do so.
