Subject: Sewer Improvements per Sewer System Management Plan (Project No. SS-5043) – Adopt a Resolution Approving Final Pay Estimate and Accepting Improvements
BACKGROUND
The City’s 5-year Capital Improvement Program includes a bi-annual rehabilitation project for a portion of Camarillo Sanitary District’s (CSD) sewer collection system infrastructure in accordance with the Sewer System Management Plan (SSMP) for compliance with regulatory requirements as identified in the adopted Wastewater Master Plan. The current rehabilitation project Sewer Improvements per SSMP – Project No. SS-5043 (Project) includes the cleaning and rehabilitation of numerous sewer manholes and all related work.
On August 28, 2024, the Board of Directors found the Project exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15301 Class 1, and adopted a resolution approving the Project plans and specifications, and authorizing staff to invite bids for construction.
On November 13, 2024, the Board of Directors awarded a Public Works Contract to Sancon Technologies, Inc. for the Project in the amount of $2,545,220 and authorized a contingency in the amount of $381,800 for a total authorization of $2,927,020. On March 1, 2025, the contract was amended, assigning the contract from Sancon Technologies, Inc. to Vortex Services LLC dba Sancon Technologies (Sancon).
DISCUSSION
The Project included the cleaning and rehabilitation of 251 sewer manholes, and other work as necessary for maintenance of the sewer collection system at various locations throughout the City. The Project construction work was completed on March 17, 2026, and staff coordinated with Sancon on final closeout paperwork. All necessary paperwork has been received and Final Pay Estimate No. 12 (Attachment 1) to Sancon in the amount of $971.09 is recommended for this Project. The final total cost of this construction contract is $2,672,196.64.

Staff recommends adopting a Resolution approving the Final Pay Estimate and accepting the improvements. The Resolution (Attachment 2) authorizes the Chair to sign the Notice of Completion (Attachment 3) and directs the Acting City Clerk to record the Notice with the Ventura County Recorder.
FISCAL IMPACT
Funds for the Sewer Improvements per SSMP Project contract are included in the Camarillo Sanitary District Capital Projects Fund Account No. 873-8810-488.92-41 for Project No. SS-5043.
RECOMMENDATION
Adopt a Resolution accepting improvements, approving Final Pay Estimate No. 12 to Vortex Services, LLC dba Sancon Technologies, and authorizing the Chair to sign the Notice of Completion.
