Camarillo City Council
AGENDA REPORT
Date: August 26, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Eric Tennessen, Police Department Commander Subject: Flock – Automated License Plate Reader Update
BACKGROUND
The Ventura County Sheriff’s Office has used Automated License Plater Reader (ALPR) technology for over a decade, initially deploying ALPRs on patrol vehicles and trailers. The ALPR cameras were used to assist in identifying suspects engaged in criminal behavior, locate stolen vehicles, and assist in locating missing persons.
For the past four years, the Sheriff’s office and most of its contract cities, including Camarillo, added ALPR cameras at fixed locations from Flock Group, Inc., with great success.
DISCUSSION
The City of Camarillo currently leases 25 ALPR cameras from Flock Group, Inc., at a total cost of $87,250 each year. The use of the ALPRs in Camarillo has resulted in investigative leads being generated on a near daily basis. These leads assist in identifying suspects, solving crimes, and closing criminal investigations very quickly.
The use of Flock ALPRs has generated concern within the community about privacy rights of those who live, work and visit our city.
The purpose of this item is to provide City Council with an update on the use of Flock ALPRs, including the legal authority for deploying ALPRs, a description of what is captured with an ALPR, and a description of policies in place that ensure proper use by authorized personnel.
