AGENDA REPORT
Date: August 26, 2026
To: Honorable Mayor and City Councilmembers
Chairman of the Board of Directors
From: Greg Ramirez, City Manager/District Manager
Submitted by: Silvia Jaquez, Acting City Clerk
Subject: Conflict-of-Interest Code Update
BACKGROUND
This report provides the required biennial review of the Conflict-of-Interest Code for both the Camarillo City Council and the Camarillo Sanitary District. The Political Reform Act (Government Code Section 87302) requires every local government agency to review its Conflict-of-Interest Code biennially. Every elected official and public employee who makes or influences governmental decisions is required to submit a Statement of Economic Interest, also known as the Form 700. The Form 700 provides transparency and ensures accountability in two ways:
It provides necessary information to the public about an official’s personal financial interests to ensure that officials are making decisions in the best interest of the public. It serves as a reminder to the public official of potential conflicts of interest so that the official can abstain from making or participating in governmental decisions that are deemed conflicts of interest.
Government Code Section 87306 requires every agency to amend its Conflict of Interest Code when changes occur which could include the creation of new classifications which are designated filers, the deletion of old positions, and relevant changes to titles or duties assigned to existing classifications. The code should be reviewed periodically to ensure it is up-to-date and consistent with the Government Code.
Additionally, the designation in the Conflict-of-Interest Code tells public officials, governmental employees, and consultants what financial interests they must disclose on their Statement of Economic Interests (Form 700), which are filed annually by all designated filers.
