AGENDA REPORT
Date: August 26, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Wendy Levy, Director of Human Resources
Subject: Award of Professional Services Agreement to Baker Tilly Advisory Group, LP for City-Wide Organizational Assessment and
Performance Measurement Framework

BACKGROUND
On September 5, 2025, the City issued a Request for Proposals (RFP) seeking qualified firms to conduct a comprehensive organizational assessment and develop a citywide performance measurement framework.

This initiative supports the City’s commitment to becoming a high-performing, data- informed, and outcome-driven organization. The RFP outlined a -phased scope of work including:
• Organizational assessment and current state analysis
• Stakeholder engagement and performance insight gathering • Framework development and performance measure design
• Implementation planning, training, and capacity building • Evaluation and refinement
The city received 21 proposals by the October 10, 2025, deadline. A staff evaluation panel reviewed and scored the proposals based on the criteria identified in the RFP, including firm qualifications, relevant experience, project understanding, methodology, team composition, and cost- effectiveness.

Following internal staff review and comprehensive evaluation, including interviews with vendors, Baker Tilly Advisory Group, LP, was determined to be the most qualified firm to provide the services requested. Following the selection process, contract negotiations and additional legal review of the contract language was required to reconcile provisions

of the professional services agreement, which led to an extension of the original timeline for award of contract.

An organizational assessment provides an opportunity to take a comprehensive, organization-wide look at how the City is structured and how its people, processes, resources, and systems work together to deliver services to the community. The assessment will help identify organizational strengths, opportunities to improve coordination and service delivery, and areas where roles, responsibilities, workflows, staffing, or resources may be better aligned with the City’s current and future needs.

The information developed through the assessment will provide City leadership with a foundation for making informed decisions about organizational priorities, resource allocation, operational improvements, and future service delivery. Recommendations resulting from the assessment are intended to help the City build upon what is working well while identifying practical opportunities to improve efficiency, organizational effectiveness, accountability, and customer experience.

This work is also an important component of the City’s continued development as a High Performing Organization (HPO). The HPO model establishes clear priorities, aligns its resources and operations with those priorities, uses meaningful performance information to evaluate results, and supports a culture of accountability and continuous improvement.

By pairing the organizational assessment with a citywide performance measurement framework, the City will be better positioned to connect day-to-day operations with strategic objectives, measure progress over time, and make data-informed decisions that support high-quality services to the community.

DISCUSSION
Baker Tilly will complete the engagement through six coordinated phases that combine the organizational assessment with the development, implementation, and evaluation of the City's performance measurement framework.

Phase 1 - Start-Up and Ongoing Project Management
This phase will establish the project structure, confirm priorities and expectations, and provide ongoing coordination and oversight throughout the engagement.

Phase 2 - Fact-Finding
Baker Tilly will gather information from City staff, stakeholders, documents, data, and existing processes to develop a comprehensive understanding of current operations and performance practices.

Phase 3 - Analysis
The information collected will be evaluated to identify organizational strengths, service and operational improvement opportunities, and potential performance measures aligned with the City's priorities.

The organizational assessment and initial performance framework development are expected to take approximately seven to eight months.
