Position Oppose
Comments As a Ventura County resident, I oppose the use of networked automated surveillance cameras to spy on us. Every day there are news reports about abuse, mistakes, and hacking attacks involving the AI/surveillance/intelligence industry. Law enforcement officers have been caught stalking their personal enemies, mistakes in assigning license plate numbers have caused innocent people to be arrested, and local data has been "unintentionally" shared with federal agencies. Companies such as Flock and Axon do not have the required level of internal controls or the ethical foundations to be trusted with collection and analysis of our personal data and whereabouts.
Private companies, such as Home Depot, are already spending their own money on Flock cameras. Let them carry the expense and the liability for misuse, rather than cities and counties spending their taxpayers' money on this over-hyped, but dangerous technology.

A recent news article shows that Flock's executives don't think that all police officers can be trusted with sensitive data:
Mother Jones August 21, 2026
Flock Execs Are Taking Credit For Catching Bad Cops Now The surveillance firm says police aren’t prone to abuse its tech— they’re just more prone to get caught.
"You’re going to see more stories about Flock catching bad cops misuse the database. We’re the only company in the industry with this level of auditing at scale. If the others had this level of auditing, you’d see a lot more stories about cops abusing DMV data, etc." https://t.co/O2bHuXLjJ1

Rahul Sidhu, the company’s chief strategy officer, called Flock “the only company in the industry with this level of auditing at scale.”
