DISCUSSION ITEMS - CITY COUNCIL
Flock - Automated License Plate Reader Update (City)
Commander Tennessen provided a PowerPoint update on the Ventura County Sheriff's Office's (VCSO) use of Automatic License Plate Readers (ALPRs) leased from Flock Safety and addressed public concerns. He reviewed the capabilities and limitations of Flock ALPRs, the policies governing their use, camera placement, accountability measures, and accuracy. He also discussed data sharing, noting that ALPR data is not shared with agencies outside California, and reviewed the City's current ALPR deployment. Commander Tennessen provided examples of ALPR reads and presented statistics showing how the cameras are helping to improve safety in Camarillo.

Commander Tennessen responded to questions by the City Council including data-retention periods, status of the Flock Safety contract, whether the Flock system may be searched for individuals, how system audits are conducted, whether other vendors are available, and whether the City Council could adopt a policy limiting future ALPR systems.

City Council also discussed the Memorandum of Understanding governing access by other agencies, existing ALPR systems, vendor safeguards, and examples of reported ALPR-related incidents.

Vice Mayor Martinez-Bravo supported Councilmember Santangelo's requests and recommended posting the presentation in the "Hot Topics" section of the City's website. She also encouraged continued community dialogue through an accessible town hall meeting for a broader cross-section of residents. In addition, she recommended outreach to parents and families through local schools and exploring potential collaboration with schools and a city committee.
