Camarillo City Council

AGENDA REPORT
Date: September 9, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Bradley Calvert, Director of Community Development Subject: Municipal Code Update Amending and Adding to Chapter 10.50 of the Camarillo Municipal Code Concerning Landlord-Tenant Mediation

BACKGROUND
On May 13, 2026, the Camarillo City Council adopted the Mobile Home Land Rent Stabilization Ordinance (No. 2038), establishing Chapter 10.55 of the Camarillo Municipal Code (CMC). In addition, CMC Chapter 10.50 provides for a voluntary mediation program to address landlord and tenant rent disputes. On August 26, 2026, the City Council introduced an ordinance amending Chapter 10.50 of the Camarillo Municipal Code titled Landlord-Tenant Mediation. This Agenda Report summarizes the relevant changes recommended to Chapter 10.50 of the CMC related to the existing Landlord-Tenant Mediation Ordinance resulting from the adoption of Ordinance No. 2038.

DISCUSSION
Due to the adoption of Ordinance No. 2038, certain provisions currently contained in Chapter 10.50 of the CMC, particularly those referencing mobile home parks, are now duplicative or contradictory and therefore require amendment. Rent disputes, including arbitration procedures for mobile home parks, are now regulated in Chapter 10.55.

In addition, Chapter 10.50 currently assigns administration of the Landlord-Tenant Mediation and related processes to the City Clerk. Because the Mobile Home Land Rent Stabilization Ordinance and related processes are administered by the Department of Community Development, staff is also proposing that administration of the Landlord- Tenant Mediation be transferred to the Director of Community Development, or designee, allowing both related ordinances to be administered by the same department for greater consistency and efficiency.
