Camarillo City Council
AGENDA REPORT
Date: September 9, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Bradley Calvert, Community Development Director Subject: CDBG Fiscal Year 2025/26 CAPER
BACKGROUND
Each year the City receives an allocation of Community Block Grant (CDBG) Entitlement funds. Receipt of these funds requires several documents to be submitted to the Federal Department of Housing and Urban Development (HUD); a five-year Regional Consolidated Plan, and each year a one-year Annual Action Plan which is submitted prior to the start of each program year, and a Consolidated Annual Progress and Evaluation Report (CAPER) which is submitted each September for the prior year.
The CAPER is an annual end-of-year financial and accomplishments report. It provides the status and accomplishments of each program included in the adopted FY 2025/26 Action Plan, and a general assessment of activities undertaken during the year to address priorities, goals, and objectives identified in the FY 2020/24 Regional Consolidated Plan.
Under the Federal Register Notice (FR-6218-N-1), the City must submit the CAPER within 90 days after the close of the program year on June 30, 2026. The draft CAPER has been prepared and is ready for submittal.
DISCUSSION
In FY 2025/26 the City received a $345,293 CDBG Entitlement allocation from HUD and $159,497.88 was available in program income. In addition to the annual CDBG Entitlement funds the City was allocated a total of $576,453 in CARES Act (CDBG-CV funds) to address the community impact of the Coronavirus Pandemic. These funds were made part of the FY 2020/21 Annual Action Plan. Because the CDBG-CV funds have different timelines than the Entitlement funds, some of the CDBG-CV programs remain on-going. Therefore, the FY 2025/26 CAPER narrative addresses accomplishments and funds expended to-date for the CDBG-CV funds as well as the accomplishments and funds expended to-date for the FY 2025/26 CDBG Entitlement funds.
