Subject: Wash Water Recovery Unit Cover Addition (Project No. MC-2024- 3) – Adopt a Resolution Approving Final Pay Estimate and Accepting Improvements
BACKGROUND
On October 9, 2024, the City Council found Wash Water Recovery Unit Cover Addition – Project No. MC-2024-3 (Project) exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines 15301 Class 1 and adopted a resolution approving the Project plans and specifications, and authorizing staff to invite bids for construction.
On January 22, 2025, the City Council awarded a Public Works Contract to Estate Design and Construction (Estate) for the Project in the amount of $318,000 and authorized a contingency in the amount of $47,700 for a total authorization of $365,700.
DISCUSSION
In early 2023, the City’s North Pleasant Valley Groundwater Desalter facility received a conditional approval from California Division of Drinking Water (DDW) to deliver treated water to City customers. The Wash Water Recovery Unit Cover Addition Project was required by DDW to prevent storm water intrusion into the wash water recovery treatment tank and consisted of a walkable aluminum cover for the unit with vents and access hatches, guardrail modifications, and new equipment enclosures, and related work.
The Project construction work was completed on August 7, 2026, and Final Pay Estimate No. 4 (Attachment 1) to Estate in the amount of $3,836.96 is recommended for this Project. The final total cost of this construction contract is $321,710.
Staff recommends adopting a Resolution approving the Final Pay Estimate and accepting the improvements. The Resolution (Attachment 2) authorizes the Mayor to sign the Notice of Completion (Attachment 3) and directs the Acting City Clerk to record the Notice with the Ventura County Recorder.

FISCAL IMPACT
Funds for the Wash Water Recovery Unit Cover Addition contract are included in the Water Capital Improvement Projects Fund Account No. 863-8716-487.92-41 and Project WT-11-01.
RECOMMENDATION
Adopt a Resolution accepting improvements, approving Final Pay Estimate No. 4 to Estate Design and Construction, and authorizing the Mayor to sign the Notice of Completion.
