Camarillo City Council
AGENDA REPORT
Date: September 9, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Silvia Jaquez, Acting City Clerk
Subject: Enhanced Infrastructure Financing District (EIFD) Ad Hoc Committee
BACKGROUND
Policy 1.01 authorizes the Mayor to appoint up to two Councilmembers to an ad hoc committee with Council concurrence. Ad hoc committees are established for a single project or purpose and terminate upon completion. Staff recommends formation of an Enhanced Infrastructure Financing District (EIFD) Ad Hoc Committee, whose jurisdiction will be limited to evaluating proposals and selecting a qualified firm. The members proposed for this Ad Hoc are David Tennessen and Tony Trembley.
DISCUSSION
Enhanced Infrastructure Financing Districts (EIFDs) are a tax increment financing tool that cities and counties may use to help fund public infrastructure, economic development, housing, transportation, sewage treatment, climate adaptation, and related projects. Under this model, property tax revenues from a designated project area are generally frozen at a base-year amount, and future growth in property tax revenue, or “tax increment,” may be directed to eligible projects or used to repay bonds issued for those improvements. EIFDs do not increase property tax rates and do not divert property tax revenues allocated to school districts.
EIFDs were established following the dissolution of California redevelopment agencies in 2012 and were expanded through subsequent legislation to allow broader project eligibility and financing flexibility. An EIFD is governed by a Public Financing Authority, which includes elected officials and community members who live or work within the district area. The Public Financing Authority is responsible for overseeing preparation of an Infrastructure Financing Plan that identifies the projects and funding structure for the district. Establishing an EIFD Ad Hoc committee would allow the City Council to further

evaluate the potential use, structure, benefits, and considerations of an EIFD before any formal action to create a district is brought forward.
FISCAL IMPACT
There is no budget impact as a result of this action.
CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that establishing ad hoc committees is not subject to CEQA review because it can be seen with certainty that there is no possibility that this action may have a significant effect on the environment.
RECOMMENDATION
Establish the Enhanced Infrastructure Financing District (EIFD) Ad Hoc Committee and confirm the appointments of David Tennessen and Tony Trembley.
