AGREEMENT NO. 2023-36B
SECOND AMENDMENT TO MAINTENANCE CONTRACT
This Second Amendment to Agreement No. 2023-36 (“Amendment”) is entered into between the City of Camarillo, a California general law city and municipal corporation (“City”), and Wonderful Things, Inc. dba The Holly Workshop, a California Corporation (“Contractor”), collectively referred to as the “Parties.” The effective date of this Amendment is October 1, 2026.
RECITALS
A. On May 24, 2023, the City Council approved Maintenance Agreement No. 2023- 36 with the Contractor for holiday decoration maintenance services in the amount of $146,000, with estimated annual CPI increases totaling $4,900, and authorized contingency of $14,600, for a total authorized expenditure of $165,500 for a three-year period, effective July 1, 2023 (“Agreement”).
B. On June 10, 2026, the City Council approved Agreement No. 2023-36A, which extended the term of the Agreement through June 30, 2027, and authorized an increase of $77,470 for the seasonal rotation and the purchase of new garlands and bows for a total authorized expenditure of $238,070, effective July 1, 2027.
C. All capitalized terms not defined in this Amendment have the meaning set forth in the Agreement.
D. The parties desire to modify the Agreement in accordance with Sections 4.1 and
16.5 of the Agreement.
Section 1. Amendment. The Agreement is hereby amended as follows:
A. The Proposal dated August 6,2026, for Dizdar Park, attached hereto as Exhibit A, is hereby incorporated and made a part of Exhibit A, Scope of Services.
B. Increase the contingency amount by $25,000 from $14,600 to $39,600 for unforeseen decoration additions and replacements.
Section 2. Compensation and Payment. This Second Amendment authorizes an increase of $17,000 and adds $25,000 to the previously authorized contingency amount of $14,600, for a total amended Agreement amount of $280,070.
Section 3. Continuation of Terms of Agreement. Except as expressly modified by the terms and provisions of this document, the remaining terms and provisions of the Agreement remain in full force and effect.
THE AUTHORIZED REPRESENTATIVES of the Parties have caused this First Amendment No. 2023-36B to be executed as of the Effective Date above.

Our reputation has been built upon quality workmanship, durable commercial-grade materials, reliable scheduling, and responsive service. Every installation is designed for visual impact, public safety, and long-term seasonal reuse, ensuring a high-quality appearance.
A.) STAGE HOLIDAY DÉCOR
The Holly Workshop shall furnish and install premium holiday décor designed to complement the architectural features of the Dizdar Park stage while maintaining consistency with other City of Camarillo holiday installations. • Install illuminated garland swagged across the front elevation of the stage structure. • Install one illuminated wreath centered above the upper front window. • Garland and wreath décor shall consist of LED miniature lights mixed with soft white LED C-7 lamps for enhanced visibility, depth, and nighttime presentation. • Garland shall be securely fastened to the stage roof lip and anchored using stainless steel aircraft cable and galvanized eye lag hardware.
• Final garland lengths and attachment details shall be confirmed following a site visit and field measurements.
A1.) Stage Garland Package
• Four (4) premium 9-foot thick garlands matching those utilized by The Holly Workshop at City Hall and other City-wide pergola installations.
• Installed to span the approximately 33-foot stage front beam. • Commercial-grade materials selected for durability, appearance retention, and dependable seasonal performance.
A1.) + $8,400.00
2026 Season: Includes materials, taxes, installation, removal, cleaning, repairs, maintenance, and annual storage for reinstallation the following season.
C.) PERGOLA DECORATIONS – FOUR (4) LOCATIONS
C1.) Two Pergolas Approximately 40' x 9'
For each pergola:
• Install illuminated garland approximately 9 feet by 40 feet. • Garland swagged along front and side elevations.
• One (1) 3-foot illuminated wreath installed at each end. • Decor package designed to match other City holiday installations supplied by The Holly Workshop.
C1.) + $8,600.00 (Both Large Pergolas – Complete Decoration Package) 2026 Season: Includes all new lighting materials, installation, removal, cleaning, repairs, maintenance, and insured indoor storage.
