NOTICE OF PUBLIC HEARING AND NOTICE OF AVAILABILITY
OF FISCAL YEAR (FY) 2025-2026 CONSOLIDATED ANNUAL
PERFORMANCE EVALUATION REPORT (CAPER)
FOR COMMUNITY DEVELOPMENT BLOCK GRANT ACTIVITIES
Notice is hereby given to all interested parties that the City of Camarillo will make available its FY 2025- 2026 CAPER for a mandatory minimum 15-day public review period from August 24 to September 9, 2026, in accordance with the U.S. Department of Housing and Urban Development (HUD) regulations. This report details the expenditures and accomplishments in the City’s Community Development Block Grant (CDBG) program during the fiscal year ending June 30, 2026. The purpose of the CDBG program is to create viable communities, and to provide affordable housing, public services, and economic opportunities to low- and moderate-income households.
Persons wishing to review the CAPER during the public comment period may do so during regular City Hall business hours at Camarillo City Hall, 601 Carmen Drive, Camarillo CA, 93010, or on the City’s website at www.cityofcamarillo.org/CDBG.
The Camarillo City Council will conduct a public hearing, receive public comments, and review the CAPER at its September 9, 2026, regular meeting, at 5:00 p.m. or soon thereafter in the Camarillo City Council Chambers, 601 Carmen Drive, Camarillo, CA 93010. Any person interested in this matter is invited to attend and provide oral or written comments at the September 9 public hearing. Written comments may also be provided prior to the public hearing via email or U.S. Mail no later than 3:00 p.m. on September 9, 2026 to:

www.youtube.com/user/thecityofcamarillo/live. The meeting will be broadcast on Local Government Channels, Spectrum Channel 10 and Frontier Channel 29 following the meeting.
If authorized after City Council review, the CAPER will be submitted to HUD no later than September 28, 2026. If you challenge the proposed action in court, you may be limited to raising only those issues raised at the meeting verbally or in writing.
