Camarillo City Council

AGENDA REPORT
Date: September 23, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Silvia Jaquez, Acting City Clerk
Subject: Camarillo Council on Aging Bylaws Amendment

BACKGROUND
The Camarillo Council on Aging (CCOA) was created by the City Council in 1978 to help identify the needs of senior citizens in Camarillo. The CCOA Board is comprised of citizen appointees who are reviewed by the Citizen Appointment Committee and approved by the City Council. The CCOA Board recently approved amendments to update their Bylaws, which also require the approval of the City Council.

DISCUSSION
The CCOA Board reviewed its Bylaws to ensure they reflect current practices. The bylaw amendments were approved and adopted at the CCOA Board meeting on August 18, 2026.

The substantive changes to the Bylaws are as follows:

1. Article I, Section 1 — Organization status
Removes the description of CCOA as a “voluntary charitable advisory organization” and retains “voluntary advisory organization.” This clarifies CCOA’s advisory role and eliminates the charitable characterization.

2. Article I, Section 3 — Ralph M. Brown Act
The Camarillo Council on Aging is subject to the provisions of the Ralph M. Brown Act (California Government Code section 54950 et seq.) and shall conduct all meetings in accordance with their requirements.

3. Article II, Section 3 — Purpose statement
Revises and streamlines the purpose provisions: clarifies that CCOA serves as an intermediary between senior citizens and the City Council and/or other agencies; changes references from “older people” or “aged” to “senior citizens”; removes

language describing participation as making lives “more meaningful and pleasant”; and refines the advisory role to matters “of particular concern” to senior citizens.

4. Article IV, Section 3 — Annual report deadline
Establishes January 31 as the deadline for submitting the annual report to the City Council through the City Clerk.

5. Article V, Section 4 — Check/voucher approvals
Removes the requirement that checks or vouchers over $500 require two bank- account-signature approvals. The adopted Bylaws retain the requirement for signature by the Chair or Treasurer, supporting documentation, and reporting/review by CCOA.

FISCAL IMPACT
There is no budget impact as a result of this action.
