From: Greg Ramirez, City Manager

Subject: North Pleasant Valley Groundwater Desalter Projects (Project No.

WT-11-01) – Adopt Resolutions Exonerating Warranty Securities

BACKGROUND
The City’s North Pleasant Valley Groundwater Desalter (Desalter) facility located in the northeastern portion of the City near the intersection of Las Posas Road and Lewis Road continues to treat and deliver approximately 4 million gallons per day of high-quality potable water to City customers. The overall Desalter effort was accomplished through multiple contracts for separate improvement projects, each secured by warranty securities to ensure completion and performance of the required improvements. The warranty securities for three of the Desalter projects described below have been held for the required maintenance period and may be exonerated.

North Pleasant Valley Groundwater Desalter Basin Monitoring Wells – Project No. WT- 11-01
On July 22, 2020, the City Council accepted the public improvements and warranty securities for the Basin Monitoring Wells. Work performed by the contractor, Cascade Drilling LLP, consisted of drilling three wells to varying depths at each of three locations, for a total of nine wells, to sample and measure groundwater basin conditions in specific regions of the groundwater aquifers. The monitoring wells are used to regularly measure and report groundwater levels, conductivity and other water quality parameters to The Fox Canyon Groundwater Management Agency during the life of the North Pleasant Valley Desalter Project, ensuring there is no adverse impacts to the groundwater basin from pumping the City wells that supply brackish water for treatment by the Desalter.

North Pleasant Valley Groundwater Desalter Conveyance Package – Project No. WT-11- 01 On July 27, 2022, the City Council accepted the public improvements and warranty securities for the Conveyance Package. Work performed by the contractor, Blois Construction, Inc., consisted of constructing pipelines to convey source groundwater from Wells A and B to the Desalter facility, and a pipeline to convey treated water from the

Desalter to the City's existing potable water distribution pipeline on Las Posas Road. A reinforced concrete storm drainpipe was also installed to convey stormwater from the Desalter to existing stormwater facilities.

North Pleasant Valley Groundwater Desalter Wells A and B Rehabilitation – Project No.

WT-11-01
On July 27, 2022, the City Council accepted the public improvements and warranty securities for the Wells A and B Rehabilitation. Work performed by the contractor, Best Drilling and Pump, Inc., consisted of rehabilitating Wells A and B and modifying the pumping equipment to supply the Desalter with 4,500 acre-feet per year of raw water at a much lower pressure since the initial component of the treatment process is a non- pressurized holding basin. The modified well equipment maintains the ability to pump into the higher-pressure distribution system if necessary.
