Camarillo City Council

AGENDA REPORT
Date: October 14, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Director of Public Works
Subject: Resolution Authorizing the Filing of a Claim with the Ventura County Transportation Commission for Allocation of Transportation Development Act Funds for Fiscal Year 2026/27

BACKGROUND
Annually, the City must submit a claim to the Ventura County Transportation Commission (VCTC) to receive the City’s allocation of funds for the Transportation Development Act (TDA) Article 8a local streets and roads and 8c transit funds, the State of Good Repair (SGR) funds and the State Transit Assistance (STA) funds. This item is for the City Council to consider authorizing staff to submit a claim for Fiscal Year (FY) 2026/27.

DISCUSSION
The TDA was established by the State Legislature in 1971 to provide one of the major funding sources for public transportation (Article 8c) and road improvements for cities and counties (Article 8a). The STA funds are generated by a sales tax on fuel and diesel fuel to fund transit capital projects and transit operations. The VCTC administers these funds in accordance with the State’s TDA statutes and administrative code, supplemented by VCTC’s own rules and policies. VCTC also has the authority to review and evaluate claims and allocate TDA Articles 8a & 8c, SGR and STA funds.

The TDA Article 8c funds have become the primary funding mechanism for the City’s public transit programs. They can also be spent on train station maintenance costs. The STA funds are also available for local transit purposes, including bus procurements, transit operations and train station maintenance costs. The SGR funds can be spent on transit capital expenditures, such as transit vehicles. After fully funding transit, the remaining TDA 8a funds can be spent on streets and roads. The FY 2026/27 Articles 8a & 8c apportionments are estimated to be $3,289,226, and represent a funding increase of $73,904, or approximately 2.3% more than the prior year’s final apportionment of $3,215,322. The FY 2026/27 SGR claim estimate is $1,792 and represents a decrease of $9,530 or approximately 84.2% less than prior year’s actual allocation of $11,322. The VCTC Transportation Development Act Articles 8a & 8c, SGR an October 14, 2026

FY 2026/27 STA claim estimate is $12,402 and represents a funding decrease of $14,865 or approximately 76.1% from the prior fiscal year’s actual allocation of $62,191.

FISCAL IMPACT
It is estimated that the City will receive $1,874,226 in TDA Article 8a revenue in account No. 208-0000-337.43-11, $1,415,000 in Article 8c in account No. 207-0000-337.43-14, $1,792 or 100% of available SGR funds in account No. 810-0000-336.36-16, and $12,402 or 100% of available STA funds in account No. 810-0000-336.36-17 for Fiscal Year 2026/27.
