AGENDA REPORT
Date: October 14, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager/District Manager
Submitted by: Dave Klotzle, Public Works Director/Assistant District Manager Subject: Inspection-Related Services and Materials Testing Services for Capital Projects – Award Agreements
BACKGROUND
On June 24, 2026, the Camarillo City Council (Council) and the Camarillo Sanitary District (CSD) Board adopted the Capital Improvement Program (CIP) for Fiscal Years 2026- 2031, a five-year comprehensive capital expenditure program setting forth projects for transportation, water, sanitary, storm drainage, buildings and grounds, housing, and information technology. These projects require oversight and project management to successfully initiate and complete various phases of work including design, environmental compliance, and construction.
DISCUSSION
The City and CSD do not have in-house City construction inspectors or material testing staff, therefore contract construction inspection-related and materials testing services are required for CIP projects. On April 25, 2026, staff advertised a Request for Proposals (RFP) to provide construction inspection-related services and materials testing for various upcoming capital projects related to water, wastewater, stormwater, and various other capital projects. Proposals were received from twelve (12) firms. A consultant selection team composed of City staff reviewed and ranked all proposals received then interviewed the top four (4) most qualified, highest-ranking consultant firms. After the interviews staff determined that selecting the top two firms would best support the anticipated project timelines and leverage each firm’s specific strengths. The RFP scope of work consisted of staffing equivalent to a full-time inspector and various additional construction services, including constructability review, pre-construction services, construction management services, office support during construction, construction management software, and materials testing services for a term of three years. Since two firms were selected, staff Inspection-Related and Materials Testing Services

negotiated a final scope of work with each firm to provide a half-time inspector and various additional construction services each year for a three-year term.
Filippin Engineering, Inc. (Filippin) and MWH Constructors, Inc. (MWH) were selected as the most qualified firms to provide the necessary construction inspection-related services and materials testing services for the upcoming capital projects related to water, wastewater, stormwater, and various other capital projects. Filippin has successfully performed work for the City in the past and has significant construction management, inspection, and materials testing experience working on similar types of capital projects.
MWH is a California-based construction management and inspection firm that has specialized in water, wastewater, and stormwater infrastructure projects since 1946. They are currently providing construction management and inspection services for the City of Ventura’s VenturaWaterPure program to support the construction of the Advance Water Purification Facility and upgrades at the Ventura Water Reclamation Facility.
Staff negotiated a final scope of services and reviewed the fee with Filippin and recommends approving a standard Professional Services Agreement with Filippin in an amount not-to-exceed $1,225,447 for inspection-related services and materials testing services (Attachment 1) and authorizing a contingency in the amount of $184,000 (approximately 15%) for unforeseen additional services if required, for a total agreement authorization of $1,409,447. The proposed agreement has a term of three years with the option for the City/CSD to extend the agreement for two additional one-year terms.
Staff negotiated a final scope of services and reviewed the fee with MWH and recommends approving a standard professional services agreement with MWH in an amount not-to-exceed $1,299,520.80 for inspection-related services and materials testing services (Attachment 2) and authorizing a contingency in the amount of $195,000 (approximately 15%) for unforeseen additional services if required, for a total agreement authorization of $1,494,520.80. The proposed agreement has a term of three years with the option for the City/CSD to extend the agreement for two additional one-year terms.
Staff is proposing that the City Manager/District Manager be given authorization to execute the one-year extensions at their discretion with any remaining balance from the respective agreement’s not-to-exceed amount. Additional expenditures beyond the notto-exceed amount would require approval of the City/CSD.
The actual inspection-related and material testing services and costs will be charged directly to the associated capital improvement projects and will not exceed the adopted budget for each project.
FISCAL IMPACT
Funds for Professional Services Agreements and contingencies with Filippin and MWH for inspection-related services and materials testing services associated with capital improvement projects are included in the respective capital improvement project budgets.
The costs for professional services for capital improvement projects will not exceed the adopted budget for each project. CIP projects are budgeted in the following funds: the Inspection-Related and Materials Testing Services
