Subject: Water Reclamation Plant Generator Improvements (Project No.
SS-5120-2) - Award Construction Contract
BACKGROUND
The Wastewater System Generator Replacement – Project No. SS-5120 was initiated to replace various wastewater system generators that are reaching the end of their useful life. Based on initial analysis and design, the scope has since been divided into two separate projects: Project No. SS-5120-1, Wastewater System Generator Replacement at Pump Stations 3 (PS3) and 5 (PS5), and Project No. SS-5120-2, Water Reclamation Plant (WRP) Generator Improvements.
On October 25, 2023, Professional Services Agreement No. 2023-11 with Kennedy/Jenks Consultants, Inc. (Kennedy/Jenks) was authorized by the CSD Board of Directors for design services for the project.
On November 12, 2025, the Board of Directors awarded a Public Works Construction Contract for the Project No. SS-5120-1, Wastewater System Generator Replacement at PS3 and PS5. The project involves replacing the two existing generators and transfer switches at both sites, which reached the end of their useful life. Construction is currently underway. At the same meeting, the Board also awarded a professional services agreement to MNS Engineers, Inc. for inspection services and materials testing for Projects SS-5120-1 and SS-5120-2.
The WRP Generator Improvements – Project No. SS-5120-2 (Project) will relocate an existing portable generator and replace the associated automatic transfer switch that has reached the end of its useful life at the WRP as shown in the attached Project Location Map (Attachment 1).

DISCUSSION
Construction Bids
Staff, in coordination with the design consultant, Kennedy/Jenks, finalized the Project design and prepared the bid documents, including the project plans, specifications, and all addendums (Attachment 2).
Staff issued a Notice Inviting Bids for the Project on July 18, 2026. On August 25, 2026, the District received three (3) bids for construction as shown in the following table:
Name of Bidder Bid Amount $
Waisman Construction, Inc.
Canoga Park, CA $ 424,000
Venco Electric, Inc.
Oxnard, CA $ 431,550
R2BUILD dba R2B Engineering, Inc.
Laguna Hills, CA $ 436,800
Staff reviewed the low bid submitted by Waisman Construction, Inc. (Waisman) and all associated forms, investigated the contractor, and determined Waisman to be responsive to the bid solicitation. The bids aligned with the engineer’s estimate of $450,000.
Therefore, staff recommends awarding a construction contract (Attachment 3) to Waisman in the amount of $424,000 and authorize a contingency in the amount of $63,600 (approximately 15%) for unforeseen additional work if required, for a total contract authorization of $487,600. Staff also recommends the Board of Directors adopt a resolution approving the plans and specifications for the Project (Attachment 4).
Design Services During Construction
On October 25, 2023, CSD Board of Directors awarded a professional services agreement to Kennedy/Jenks Consultants, Inc. (Kennedy/Jenks) Agreement No. 2023- 11 (Attachment 6), for preliminary design services for the Wastewater System Generator Replacement – Project No. SS-5120 in the amount of $278,425 with an authorized contingency in the amount of $42,000 for unforeseen additional services for a total agreement authorization not to exceed $320,425. Staff processed a First Amendment (Attachment 6) in the amount of $7,780 and a Second Amendment (Attachment 6) in the amount of $22,788.60 for additional design services for PS3 and PS5 for a total agreement amount of $308,993.60 (utilizing $30,568.60 of the original $42,000 contingency). On September 25, 2024, CSD Board of Directors awarded a Third Amendment (Attachment 6) to the agreement with Kennedy/Jenks for additional design services to develop design bid documents for the Project in the amount of $94,195 for a total agreement amount of $403,188.60. On November 12, 2025, CSD Board of Directors Project No. SS-5120-2 - Award Construction Contract
October 14, 2026
awarded a Fourth Amendment (Attachment 6) to the agreement with Kennedy/Jenks for design services during construction for Project No. SS-5120-1, Wastewater System Generator Replacement at PS3 and PS5 Project in the amount of $136,265 for a total agreement amount of $539,453.60 and re-established contingency in the amount of $20,500 for a total agreement authorization of $559,953.60.
Now that construction is ready to begin for the WRP Generator Improvements – Project No. SS-5120-2, an amendment to the Kennedy/Jenks Agreement is required for additional services to provide design support during construction. Staff recommends a fifth amendment to Agreement 2023-11 with Kennedy/Jenks in an amount not to exceed $55,845 for design services during construction (Attachment 5) for a total agreement amount of $595,298.60 and adding a contingency in the amount of $8,400 (approximately 15% of the fifth amendment amount) to the current $20,500 contingency for a total agreement authorization of $624,198.60.
FISCAL IMPACT
Funds for the construction contract, professional services agreement, and contingencies are included in the CSD Capital Projects Fund, Account No. 873-8810-488.92-41 and Project SS-5120.
