Camarillo City Council
AGENDA REPORT
Date: October 14, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Award of Contract CC 2026-89 to Leonida Builders, Inc. for the City Hall Courtyard Improvement Project CH-5177
BACKGROUND
The City Hall Courtyard Improvement project provides for the renovation of the courtyard area north of the City Hall public entrance, removing outdated and deteriorated site features to create a safer, more efficient, and welcoming approach to City Council Chambers and the City Hall lobby.
The project scope includes demolition of the existing wood-framed wall, concrete retaining wall and footing, and fountain, along with removal of abandoned electrical infrastructure (lighting, conduit, wiring, and the irrigation controller) to clear the way for a reconfigured layout. Site work includes clearing and grubbing, tree and shrub removals, sidewalk demolition and reconstruction, and grading to improve pedestrian circulation and layout efficiency.
Improvements include new underground conduit and bollard lighting, updated irrigation, and relocated benches, which will enhance the safety, accessibility, and overall appearance of the courtyard entrance.
This project represents the first phase of planned improvements to City Hall and is intended to be completed in advance of the broader City Hall Renovation Project included in the Capital Improvement Program under Project No. CH-5082
