Subject: T-5561-1, Elacora Springville, LLC – Resolution Exonerating Security for Traffic Signal
BACKGROUND
T-5561-1, Elacora Springville, LLC is the development located north of the U.S./Ventura Freeway, south of Ponderosa Drive, east of Earl Joseph Drive and west of Spring Oak Road as shown on the location map (Attachment 1).
On December 10, 2014, the City Council adopted Resolution No. 2014-125, approving improvement plans and acknowledging receipt of agreements, securities, and other necessary documents for T-5561-1, which included securities for future design and installation of a traffic signal at Ponderosa Drive and Spring Oak Road.
DISCUSSION
T-5561-1 was conditioned to submit securities for a possible future traffic signal at the intersection of Ponderosa Drive and Spring Oak Road. Upon completion of the total development project, the developer may request the city to re-evaluate the developer’s financial responsibility of a future traffic signal. A Traffic Signal Warrant Analysis (Attachment 3) was performed by Stantec indicating that the intersection at Ponderosa Drive and Spring Oak Road operates with acceptable delays during the peak hours and sight distance requirements are satisfied without the need to install a traffic signal.
The City Transportation Engineer reviewed and confirmed the findings in the report and staff recommends City Council adopt a resolution (Attachment 2) to exonerate Westchester Fire Insurance Company Faithful Performance/Labor & Materials Bonds No.
K09115766 in the amount of $100,000 for future design and installation of a traffic signal at the intersection of Ponderosa Drive and Spring Oak Road.

RECOMMENDATION
Adopt a Resolution exonerating the security for the design and installation of a future traffic signal at the intersection of Ponderosa Drive and Spring Oak Road for T-5561-1, Elacora Springville, LLC.
