Stantec has prepared the following analysis to evaluate if a traffic signal is warranted at the intersection of Ponderosa Road with Spring Oak Road. The following memorandum summarizes the CAMUTCD1 traffic signal warrants an operational analysis.

Poderosa Road is an east-west secondary arterial roadway that contains two travel lanes in each direction and a westbound left-turn lane at the three-way intersection with Spring Oak Road. The posted speed limit in the study area is 45 mph. The average daily traffic (ADT) volume is 7,500 ADT. Spring Oak Road is a residential street that contains one travel lane in each direction, with separate left-turn and right-turn lanes at the intersction. The speed limit is 25 mph. The average daily traffic volume is 2,450 ADT. The intersection is controlled by a stop sign on Spring Oak Road.

Traffic Data
AM and PM peak hour intersection counts and 24-hour traffic counts were collected on Tuesday March 31, 2026. The counts are attached for reference. Collision data was obtained from the California Crash Reporting System (CCRS) database.

Traffic Signal Warrants
Table 1 summarizes the traffic signal warrant analysis for the intersections. The traffic signal warrant worksheets from the CAMUTCD are attached for reference. Warrant 5 – School Crossing and Warrant 9 – Intersection Near a Grade Crossing does not apply. As shown in Table 1, none of the traffic signal warrants are satisfied. 1 California Manual on Uniform Traffic Control Devices (CAMUTCD), 2014 Edition, Revision 8, January, 2024.

Intersection Operations
Levels of service. The intersection is controlled by a stop control on Spring Oak Road. Delays and levels of service were calculated using the methodologies outlined in the Highway Capacity Manual2 with Synchro software. The vehicle delays for the AM and PM peak hours are summarized in Table 2. As shown, the intersection operates in the LOS B range during both peak hours. The northbound left-turns experience 14.8 sec/veh delay in the AM peak hour and 23.2 sec/veh delay in the PM peak hour), which are within the acceptable delay range and affects 24 vehicles in the AM peak hour and 9 vehicles in the PM peak hour only.

Corner Sight Distance. Sight distance requirements in both directions were evaluated based on the criteria outlined in the Highway Design Manual3. The evaluation applies the corner sight distance requirements for 45 MPH (495 feet to the right and 430 feet to the left from the minor street, from a setback of 15 feet from the traveled way) The evaluation indicated that sight distance requirements for 45 MPH are satisfied. 2 Highway Capacity Manual, 7th Edition, Transportation Research Board, 2022. 3 Highway Design Manual, 7th Edition, Chapter 200, Caltrans, 2022.

Summary and Recommendations
The traffic signal warrant analysis indicated that none of the applicable CAMUTCD warrants are satisfied. The intersection operates with acceptable delays during the peak hours and sight distance requirements are satisfied. The installation of a traffic signal is not recommended under existing conditions.
