Subject: Amendment Proposal
Water Reclamation Plant Generator Improvements – Engineering Services During Construction
Project No. SS-5120-2
KJ 2344245*00
Dear Ryan:
As requested, we are pleased to provide this amendment proposal for additional services related to the Generator Improvements project at the Water Reclamation Plant (WRP). This amendment proposal includes effort associated with performing engineering services during construction (ESDC) for Project No SS-5120-2.
SCOPE OF WORK
Task 1: Project Administration
Subtask 1.1 – Project Management: The purpose of this task is to oversee the project scope, budget, and schedule. Management activities will consist of project planning, organizing staff and resources, budget tracking, invoicing, and on-going communications with Camarillo Sanitary District (CSD) and the project team. The effort for this task assumes that we will be providing these services for the assumed duration of the project (4 months).
Subtask 1.2 – QA/QC: The Project Manager will oversee Kennedy Jenks’ internal QA/QC procedures throughout the course of this project. Deliverables will be reviewed by a senior staff member to confirm they meet Kennedy Jenks’ standards for quality.
Task 2: Project Meetings and Site Visits
Subtask 2.1 – Pre-Construction Meeting
Kennedy Jenks will attend a pre-construction meeting. It is assumed that CSD’s construction management team will prepare an agenda and facilitate the meeting, and that one (1) Kennedy Jenks team member will attend the meeting in person. It is assumed that the meeting duration will be 2 hours.
Subtask 2.2 - Progress Meetings
Kennedy Jenks will attend periodic progress meetings virtually. Our scope of work is based on one (1) Kennedy Jenks team member attending four (4) virtual progress meetings (1 hour in length each). It is CSD Agreement 2023-11E

Subtask 2.3 - Site Visits
Kennedy Jenks will perform site visits only as requested by CSD’s Project Manager to answer job-site questions. Our scope of work is based on performing one (1) site visit by one (1) Kennedy Jenks staff member. It is assumed that the duration of each site visit will not be more than 2 hours.
Task 3: Office Administration
Subtask 3.1 – Design and Construction Coordination
Kennedy Jenks will respond to requests and/or questions from CSD regarding the design documents throughout the construction duration. This scope task assumes that this coordination will require an average of 2 hours per week for the duration of construction (approximately 3 months).
Subtask 3.2 – Submittal Reviews
Kennedy Jenks will review and respond up to 18 submittals and re-submittals (12 initial submittals and 6 re-submittals) at an average of 4 hours per submittal review. Review and responses will take a maximum of 10 Working Days from the date the submittal is sent to Kennedy Jenks. Kennedy Jenks will provide review comments to CSD in electronic format. It is assumed that hard copies are not required.
Review will be for substantial conformity with the intent of the Contract Drawings and Specifications.
Such review shall be only for conformance with the design concepts and general compliance with the project’s Contract Documents. It shall not include review of quantities, fabrication processes, construction methods, coordination with the work of other trades, or construction safety precautions, all of which are the sole responsibility of the Contractor.
Subtask 3.3 – RFI Reviews
Kennedy Jenks will review and respond to RFIs as needed. 16 hours of effort have been assumed for this task. Review and responses will generally take a maximum of 5 Working Days from the date the RFI is sent to Kennedy Jenks. Complex RFI responses that require drawing modifications or figure preparation may take longer than 5 Working Days. It is assumed that hard copies are not required.
Subtask 3.4 – Review of Change Orders
Kennedy Jenks will assist CSD with review of change order requests related to the Project. The level of effort for this task assumes up to one (1) change order, with up to eight (8) hours per change order review. It is assumed that reviews will be transmitted electronically and that hard copies are not required.
Subtask 3.5 – Startup and Punchlist Assistance

The goal is to assist the Contractor and the CSD in starting up and testing the facilities in accordance with the Contract Document. Startup assistance will be performed in coordination with CSD staff, including assistance provided by telephone and onsite services (up to 1 site visit by the electrical engineer). Following startup site visits, Kennedy Jenks staff will generate Punch List items based on limited observations for the Contractor to correct.
Task 4: Record Drawings
Subtask 4.1 – Record Drawings
Following the completion of construction, Kennedy Jenks will prepare record drawings based on markups (redlines) of field changes documented by CSD’s inspector and the Contractor, including changes resulting from RFIs, clarifications, and change orders. Our scope assumes that the as-built redlines from the Contractor/CSD will be provided as one consolidated set.
Changes to the drawings from red lines will be shown in red and will be clouded. For estimating purposes, it is assumed that 14 drawings will be updated, each requiring an average of 2 hours.
Kennedy Jenks will include the engineers signed stamp on the drawings pursuant to the completion of two site visits by the engineer at 8 hours each, which will help to identify apparent discrepancies in the contractor redlines. It is assumed that the first site visit would occur after demolition, while buried conduit is being installed, and the second site visit will occur towards the end of construction once equipment has been installed. It is assumed that the CSD will notify Kennedy Jenks at least one week in advance of when these tasks are in progress to allow for the engineer to be present on-site.
Kennedy Jenks will prepare Record Drawings based upon Contractor-furnished redlined documents maintained pursuant to the construction contract requirements. Kennedy Jenks will review the contractor's redlined documents for general consistency with observations made during construction phase services . Kennedy Jenks services do not include exhaustive field verification of installed conditions.
The electronic files will not be password protected or locked. Files will be compressed as much as possible to 500 kb or less; however, sheets with photographs or topography may have to be larger.
Images will be clear and legible when printed and viewed on screen.
Draft record drawings will be submitted electronically to CSD for review. Kennedy Jenks will incorporate CSD review comments and prepare final record drawings. Kennedy Jenks shall provide one electronic (PDF) copy of the Record Drawing set. AutoCAD files in the current software version will be uploaded to OneDrive for CSD to download. It is assumed that hard copies are not required.
Scope Assumptions
The following assumptions have been made in this proposal, based on Kennedy Jenks’ understanding of the project at this time.
1. Kennedy Jenks’s schedule and compensation are based on providing the above services for a period of 4 months. This schedule provides for 3 months of engineering services during construction, and 1 month for record drawings. In the event that the schedule for CSDs’ CSD Agreement 2023-11E

2. Kennedy Jenks will manage work hours between tasks and employee classifications, and/or utilize other employee classifications, provided that the project total fee is not exceeded without prior approval of CSD. Given the changing nature of the tasks involved, it is acknowledged individual task budgets may change as work requirements dictate, but the total project budget will not be exceeded without CSDs’ authorization.
3. Engineering Services During Construction budget is an estimate and effort will be expended on a time and materials basis not to exceed the total contract maximum fee. Effort for this task is limited to the costs identified in the Fee Estimate. Additional effort will only be provided as authorized through a contract modification.
4. CSD will be responsible for overall construction management for the project including the construction manager, inspectors, materials testing, third party suppliers, etc. that are required for completion of the construction.
SERVICES NOT INCLUDED IN THIS PROPOSAL
The following services are not included in this proposal, based on Kennedy Jenks’ understanding of the project at this time. If these services are required Kennedy Jenks will, upon request, provide a proposal for these services that can be amended to Kennedy Jenks’ contract. • Additional geotechnical investigation.
• Additional hazardous material surveying/testing.
• Storm Water Pollution Prevention Plan (SWPPP) document preparation. • California Environmental Quality Act (CEQA) document preparation. • Construction Management Services.
