Minutes of November 1, 2022 City Council Meeting Page 2 Community Development Director Eastwood introdu ced Associate Planner, Tracy Ta m; Senior Planner, Stephen Rose; Opticos Design te am members; Tony Pe rez and Ste fan Pellegri ni . A staff report was presented on Objective Standards ; the rationale fo r using a Bui lding Form Stan da rds Code Approach and how that works; and next steps. Opticos reviewed the core concepts emphasized in the staff report.
Commissioner Krey asked how popular the form based appr oach is an d if developers were in favor o f it. He want s to avoi d the cookie -cutter appr oach ; would like more of an understanding of tr ansit ; and was supportive of EV charging stations, bike parking on sites , and drought resist ant landscaping .
Commissi oner Fields expressed interest in how the initia l standard are set and what is the Planning Commission an d City C ouncil ’s role mo ving forward. He also asked for information on w hat the City does not support or enable for Standards in zones.
Commissioner Kamkar noted the importance of increasing housing and ensuring Campbell remains a place for families . He felt th at less regula tions from the start would be b etter.
Vice Chair Buchbinder stated concerns with being to o strict. He used adjacency as an example with small buildings next to large building s and then taking units off those bui lding s will lead to not meeting desired densities. Reg arding architectural styles he supported greater flexibility. Vice Chair Buchbind er favored larg e blocks with man y street interfaces and preferred pedestrian interiors and no through traffic . H e w ould like to focus on bike -a bility .
Councilmember Gibbons wanted fu rther clarification on reflecting the density bonu s and e nvelope ana lysi s including associated diagrams. She noted the MTC guideline s for transit or iented de velopment should be inclu ded. She asked what happens if someone wants to bu ild parking even though it is not required and how that will be included. She also sta ted th at it should be determined how op en space will be addressed .
Councilmember Lopez noted the chall enges that have come from the new legisl a tion coming into effe ct in the middle of the pro je ct. Additionally, he understands wanting to a void “super blocks ” a nd breaking that up into small er portions on the same parcel , and would like more information on what the trade-offs are in terms of c o s t and density as that is an important deci sion which could have implications down the line meeting other g o als that ha ve been set as part of other processes .
Cou ncilwom an Landry request ed further clarification on definitions in re gards to alleys , paseos and pedestrian/emergency access corridors . She also asked how the “super blocks ” relate to a pod iu m, multi -use, tiered sectional parameter instead of just a single floor and if the San T omas Ne ighborhood ar ea will be updated. She does not think we should be dict ating architectural styles a s Campbell is uniqu e a nd di fferent. She requested information addressing fronta ge types such as parkwa ys . She note d that there needs to be a firm transit nex us between bu s st ops and the in tervals that they remain there.
Minutes of November 1, 2022 City Council Meeting Page 3 Vice Mayor Bybee asked what other cities are using this and how successful are they and what is the final process in identi fying what the standards are going to be. She would like to see as many design options as possible to avoid cookie-cutter appearances.
Mayor Resniko ff asked about un intended consequences and is ther e an y discreti on that we have in dealing with that . He asked if there were any discussions in differentiat ing one type of transit fr om another , a nd inquired to bus stop s , their intervals and remov ing o r adding stops . He also requested ma ny design options to choose from.
Staff and Opti cos addressed some of the qu estions asked by council and commissione rs and next steps .
