8.2 700 W. Hamilton Avenue (PLN-2024-189)
Now is the time and place for a public hearing to consider adopting a Resolution approving a Major Housing Development project permit, a Vesting Tentative Subdivision Map, necessary easements and dedications for property located at 700 W. Hamilton Avenue.
Senior Planner Stephen Rose presented a staff report dated January 20, 2026.
Councilmembers asked about the affordable housing units being concentrated in one building. Additionally, what is the guarantee from the developers that the affordable housing units would be built.
Senior Planner Rose noted the project has a standard Condition of Approval that requires disbursement of the affordable housing units. The concession allows the developer to choose to allocate the affordable units into one building. If the developer does decide to use the concession, they would need to execute an Alternative Housing Plan agreement, the City would establish what the firm timeline would be, and when the ultimate delivery of affordable units would occur. This would need to happen prior to the recordation of the Vesting Subdivision Maps.
Pamela Selas, Vice President, Cit Ventures, LCC gave a brief presentation on the project. She addressed Councilmember inquiries on the challenges for financing an affordable housing project, stating this project was originally outside of HCD's designated area for HCD QCTDDA, a difficult development area. This area allows the developers to have a 30% basis boost for the low-income tax credit. Without this tax credit it became unfeasible for the original developer to fund the project. As an alternative, City Ventures provided the additional affordability to get a second concession to create an opportunity for that building to be partnered with an affordable housing developer.
Follow City Council questions, Mayor Furtado opened the public hearing and asked if anyone wished to speak.
Steve Saunders, Campbell resident, spoke of traffic concerns with entering and exiting the property on Hamilton Avenue. He also expressed concerns with the planned route for construction vehicles disrupting traffic.
Seeing no one else wishing to speak, Mayor Furtado closed the public hearing.
After discussion, the City Council motioned for approval. The item was passed unanimously by roll call vote.
