Dear Mayor, Vice Mayor, and City Councilmembers,
I have been a member of Campbell United Methodist Church on Winchester for 25 years. The Campbell United Methodist Church is committed to welcoming ALL people.Campbell is my community, and I care deeply about the safety of its residents and community members. I am writing to strongly encourage the City to adopt a policy that prohibits immigrant enforcement actions on city property.

I appreciate your ongoing leadership and commitment to serve all members of our diverse community. I urge you to develop and adopt a strong policy, as initiated by Councilmember Lopez, to protect the safety and well-being of community members and City employees. I am asking that Campbell act with urgency and approve a strong and comprehensive policy within the next two weeks to enable communication and adoption of the policy before the end of May when increased ICE attention may accompany the FIFA events in this county.

Please include the following to build on the policies adopted by Santa Clara County and San Jose with guidance from County Counsel and the San Jose City Attorney. Similar policies have been adopted by the Cities of Santa Clara and Sunnyvale.

1. All City owned and controlled property should be included with no exceptions - The City can simply inform contractors/vendors or other parties who use City property so that they will understand and comply with the new policy.

2. Signage & Barriers - In addition to signs, physical barriers such as locked gates should be placed and maintained on / around property that federal agents might seek to use such as parking lots, garages, and open space.

3. Safe Site Protocols & Training: In addition to instructing City employees to notify the City Manager’s Office, the City should establish safe site protocols on “What to do if law enforcement visits your site” and provide regular trainings for all staff, so they are fully informed and prepared to protect the Constitutional rights of employees and community members.

Just like at schools and in community organizations, safe site protocols and training are foundational for daily operations for staff and for community members to be safe while accessing City services, activities and resources.

4. Resources for businesses and community - Businesses, organizations and the community will benefit from the City’s leadership in providing signs and Know Your Rights resources that can be used throughout Campbell.

5. Timing - The policy should be adopted in time for implementation - including signage, barriers, staff training, and outreach to businesses and community organizations - to be completed before the end of May in order for everyone in the City to be fully prepared well before FIFA begins in June.

Please make sure this policy is strong and clear to assure community members and employees that the City of Campbell is committed to the safety and well-being of the community.

Thank you,

Dear Mayor, Vice Mayor, and City Councilmembers:

I am a member of SURJ Santa Clara County who regularly travels through the City of Campbell.

Thank you for your leadership and commitment to serve all members of our diverse community. I urge you to develop and adopt a strong policy, as initiated by Councilmember Lopez, to protect the safety and well-being of community members and City employees.

This is important to me because ICE, CBP, and other Federal agencies are acting outside the law to terrorize communities across the country. During previous administrations, they avoided arresting people in medical facilities, schools, churches, and government buildings.

Now they are specifically seeking out these facilities to ambush people (including legal residents and US citizens). They also use government property to stage these raids and transfer detainees for transportation to detention centers.

Santa Clara County and numerous cities have banned this activity. Campbell can either join the rest of the county to protect residents and employees or remain a haven for these brutal agencies.

Please include the following to build on the policies adopted by Santa Clara County and San Jose with guidance from County Counsel and the San Jose City Attorney. Similar policies have been adopted by the Cities of Santa Clara and Sunnyvale.

Dear Mayor, Vice Mayor, and City Councilmembers,
I am a Campbell resident that loves our city. I enjoy living here and going out to be in the community. I want Campbell to be a place where everyone can be welcome and feel safe.

Thank you for your leadership and commitment to serve all members of our diverse community. I urge you to develop and adopt a strong policy, as initiated by Councilmember Lopez, to protect the safety and well-being of community members and City employees.

This is important to me because the actions of the federal government and ICE continue to terrorize innocent people. We need to support our community members to the best of our ability.

Dear Mayor, Vice Mayor, and City Councilmembers,
I am a long-time member of Campbell United Methodist Church and a member of the Church in Action/Social Justice group. Thank you for your leadership and commitment to serve all members of our diverse community. I urge you to develop and adopt a strong policy, as initiated by Councilmember Lopez, to protect the safety and well-being of community members and City employees.

This is important to me because the safety and security of our church facility, of our very diverse church community, and of our neighbors who are immigrants, are critical.

Dear Mayor, Vice Mayor, and City Councilmembers,
I am a Campbell resident and concerned citizen. Having moved to Campbell about a year ago, I have greatly enjoyed getting to know the city and my neighbors.

Thank you for your leadership and commitment to serve all members of our diverse community. I urge you to develop and adopt a strong policy, as initiated by Councilmember Lopez, to protect the safety and well-being of community members and City employees.

This is important to me because I care deeply everyone in my community. I believe that everyone who lives and visits here should at least feel safe, if not actively welcomed with appreciation for the many gifts that a diverse community brings.

Subject: FOR PUBLIC COMMENT Agenda Item 3. Prohibiting use of City Facilities for Immigration Enforcement
Dear Mayor, Vice Mayor, and City Councilmembers,
Thank you for your leadership and commitment to serve all members of our diverse community. I urge you to develop and adopt a strong policy, as initiated by Councilmember Lopez, to protect the safety and well-being of community members and City employees.

Showing Up for Racial Justice (SURJ) Santa Clara County urges you to protect the safety and well-being of our immigrant communities by implementing a policy blocking ICE from utilizing city-owned property for immigration enforcement.

This matters deeply to SURJ Santa Clara County and to the communities we stand in solidarity with. Our immigrant friends and neighbors are already living under heightened fear and surveillance from federal immigration enforcement. ICE has proven itself to be lawless and unaccountable and in no way beneficial to the people of Campbell and neighboring cities.

With the FIFA World Cup coming to the Bay Area in June, we will see tens of thousands of visitors from all over the world filling our streets, dining in our restaurants, staying in our hotels, accessing all that the city has to offer. Campbell employees need to be prepared for the worst, however, and know how to respond to a situation where ICE may attempt to ignore the policies. Without clear protocols and training in place, visitors, residents, and city employees will all be left vulnerable. This is not a hypothetical, but a concrete, urgent, time-sensitive need.

Please include the following to build on the policies adopted by Santa Clara County and San Jose with guidance from County Counsel and the San Jose City Attorney. Similar policies have been adopted by the Cities of Santa Clara and Sunnyvale.

1. All City owned and controlled property should be included with no exceptions: The City can simply inform contractors/vendors or other parties who use City property so that they will understand and comply with the new policy.

Dear Mayor, Vice Mayor, and City Councilmembers,
My name is Drew Siegler, I’m a member of Showing Up for Racial Justice Santa Clara County, a former Campbell resident, and current frequent visitor.

Thank you for your leadership and commitment to serve all members of our diverse community. I urge you to develop and adopt a strong policy, as initiated by Councilmember Lopez, to protect the safety and wellbeing of community members and City employees.

This is important to me because it’s about keeping our community (and especially the most vulnerable in our community) safe. ICE is an out-of-control paramilitary force that is tearing families apart and killing people. They are in no way beneficial to our community. To add insult to injury, they are using our tax dollars to terrorize us. We should not give them any further resources to commit this ongoing harm, and that starts with policies that stop them from using city-owned property.

As this region prepares for FIFA in a couple of months, where we are expecting tens of thousands from all over the world to visit, we have a very short deadline to get such a policy put together and implemented.

Please include the following to build on the policies adopted by Santa Clara County and San Jose with guidance from County Counsel and the San Jose City Attorney. Similar policies have been adopted by the Cities of Santa Clara and Sunnyvale.

All City owned and controlled property should be included with no exceptions - The City can simply inform contractors/vendors or other parties who use City property so that they will understand and comply with the new policy.

Dear Councilmember Lopez and your Co-Councilmembers,
I am a one of the leaders with Silicon Valley Allied for the Common Good. I met you at a recent Campbell Ministers’ Association Meeting, which I attended as a representative of 1st Congregational Church of San Jose while we were between ministers.

Thank you for your leadership and commitment to serve all members of our diverse community through the strong proposal initiated by you to protect the safety and wellbeing of community members and City employees. I encourage all Councilmembers, copied here, to support this policy, and quickly pass and implement it.

This is important to me and our congregation as welcoming the stranger and the love of our neighbor are critical tenets of our faith. To do anything less is to fail our responsibilities to our community and our God.

Please include the following to build on the policies adopted by Santa Clara County and San Jose with guidance from County Counsel and the San Jose City Attorney.

Similar policies have been adopted by the Cities of Santa Clara and Sunnyvale. I am currently leading an effort within our congregation on policy, protocols and training in the event of an immigration enforcement action on our campus. The City should do no less.

Dear Mayor, Vice Mayor, and City Councilmembers,
On behalf of Services, Immigrant Rights and Education Network (SIREN), we respectfully urge the City of Campbell to develop and adopt a strong policy, as initiated by Councilmember Lopez, to protect the safety and well-being of community members and City employees.

Thank you for your leadership and commitment to serve all members of our diverse community.

For over twenty-five years, SIREN has provided civic education, community information, and legal assistance for our immigrant and refugee communities in the Bay Area across Santa Clara and San Mateo counties and in the Central Valley across Fresno and Madera counties. In recent months, we have observed across the country the commandeering of locally owned facilities for immigration enforcement, an activity that is solely the responsibility of the federal government.

That is why SIREN has worked with local partners to refuse to let our own taxpayer-funded infrastructure be used as staging grounds for immigration enforcement, which led to our policy victories in San Mateo County, Santa Clara County, Santa Clara City in time for the Superbowl, and San Jose. Our tax-funded public property belongs to the people who live here, not to the agents terrorizing them.

Subject: Keep ICE out of City of Campbell property
Dear councilmember Lopez,
There is no way ICE should be allowed to use City of Campbell property. I support your proposal to enact legislation to protect the people of Campbell from agents of this rogue agency which has committed so many unlawful acts to terrorize innocent people.

Sincerely,
Carl Babcock

Dear Mayor Furtado, Vice Mayor Bybee, and City Councilmembers, I am writing on my own behalf as a long time resident of the lovely city of Campbell.

First, thank you for your leadership and commitment to serve all members of our diverse community. I appreciate your efforts to protect our most vulnerable residents from the overreach of ICE.

I am grateful to Councilmember Lopez for initiating this effort to develop and adopt a strong policy to protect the safety and well-being of community members and City employees.

This is important to me personally as well as in my role as trustee for CUHSD because I value the presence and contributions of our immigrant population.

I'm also proudly involved with IPEN and I am asking for you to please consider their requests:
"Please include the following to build on the policies adopted by Santa Clara County and San Jose with guidance from County Counsel and the San Jose City Attorney. Similar policies have been adopted by the Cities of Santa Clara and Sunnyvale:

All City owned and controlled property should be included with no exceptions - The City can simply inform contractors/vendors or other parties who use City property so that they will understand and comply with the new policy.

Signage & Barriers - In addition to signs, physical barriers such as locked gates should be placed and maintained on / around property that federal agents might seek to use such as parking lots, garages, and open space.

Resources for businesses and community - Businesses, organizations and the community will benefit from the City’s leadership in providing signs and Know Your Rights resources that can be used throughout Campbell.

Timing - The policy should be adopted in time for implementation - including signage, barriers, staff training, and outreach to businesses and community organizations - to be completed before the end of May in order for everyone in the City to be fully prepared well before FIFA begins in June."
Please demonstrate your commitment to the safety and well-being of our community by making sure this policy is strong and clear.

Sincerely,
Elisabeth
