Dear Mayor, Vice Mayor, and City Councilmembers,
I am a member and immediate past moderator of the 1st Congregational Church of San Jose, which is within the Campbell City limits. We are active in the Campbell Ministers' Association and one of the main organizers of Silicon Valley Safe Parking.
Thank you for your leadership for a safe, vibrant community for all. I urge you to adopt a strong policy, as initiated by Councilmember Lopez, to protect the safety and wellbeing of community members and City employees. This is important to us as our faith demands we protect the vulnerable (Isaiah 1:17) and be welcoming to the stranger. (Deuteronomy 10:18-19).
Each aspect of the proposed policy is important and it is critical that the policy be implemented immediately prior to the start of FIFA.
All City-owned or controlled property should unambiguously include any existing contracts with the city, including all public buildings and parking lots.
Signage is critical for informing the community of the existence of the policy and building their understanding that they are SAFE here.
Businesses and other leadership will benefit by your position and support through your example and the Know Your Rights materials.
Our immigrant population are key and valued contributors and members of our community. This policy will send this message to our neighbors loud and clear.
Thank you,
Kristin Link

Dear Mayor, Vice Mayor, and City Councilmembers,
I am a Campbell resident and am deeply appreciative of the diversity that makes this area such a wonderful place to live. I am also a teacher, and am impressed daily by the resilience and thoughtfulness of our local students.
Thank you for your leadership for a safe, vibrant community for all. I urge you to adopt a strong policy, as initiated by Councilmember Lopez, to protect the safety and wellbeing of community members and City employees.
This is important to me because as an educator, I know that students are best able to learn in a safe and welcoming environment. I believe we can do our part to pass strong policy that shows how much we value our young people, and all community members, by making it clearly visible that we support the safety of Campbell residents and visitors.
Please seriously consider including the following to strengthen the proposed policy:
1. Signs - Signs are important for clearly setting boundaries and legal accountability. Signs also communicate the City's leadership and support to employees and community members.
2. All City owned and controlled property, including existing contracts - It is important to include the Campbell Community Center, Campbell Heritage Theater and surrounding parking lots in addition to the County Library and Fire Stations. Since City property-use contracts include the expectation to follow City policies, the City can simply inform current parties about this new policy.
3. Resources for businesses and community - Businesses, organizations and the community will benefit from the City’s leadership in providing Know Your Rights resources and pdf signs on the City website, as the City of Santa Clara has done: City of Santa Clara webpage: KYR and Enforcement-Free Zones
4. Timing - Please direct and support staff to implement the policy before the end of May in order for everyone in the City to be fully prepared well before FIFA begins in June.
Please make sure this policy is strong and clear to assure community members and employees that the City of Campbell is committed to the safety and well-being of the community.
I also look forward to supporting your future vote on an ordinance requiring law enforcement to identify themselves and not wear masks.
Thank you,
Abigail Brenneman-Azibuke

Dear Mayor, Vice Mayor, and City Councilmembers,
I am Karen Martin, a long time member of Campbell United Methodist Church and community member of Campbell, committed to supporting and welcoming ALL people. I believe that all community members have to work together during this time to protect our neighbors, especially in the face of federal agent actions and policies in the last year.
Thank you for your leadership and commitment to making Campbell a safe and welcoming city for all members of the community. Thank you also for taking the time to carefully consider the policy on the Prohibition on Use of City Property for Civil Immigration Enforcement Activities as initiated by Councilmember Lopez.
Please seriously consider including the following to strengthen the proposed policy:
1. Signs - Signs are important for clearly establishing legal boundaries and accountability. Signs also communicate the City's leadership and support to employees and community members. Signs do not need to be bold or ugly or instill fear. Instead, they create clarity in a tense moment and provide support, especially for city employees, that the policy exists and will be enforced and supported by the City Council.
2. All City owned and controlled property, including existing contracts - I am concerned about the language in the proposed policy excluding existing contracts - why would we leave critical properties like the Campbell Community Center, Campbell Heritage Theater and surrounding parking lots open to risk? Leaving some policy decisions up to what is buried in a contract will create confusion for city employees about where a policy is or is not being enforced. If the policy is not for ALL properties, then it is not possible to be an effective policy when needed in a tense moment. Since City property-use contracts include the expectation to follow City policies, the City can simply inform current parties about this new policy.
3. Resources for businesses and community - Businesses, organizations and the community will benefit from the City’s leadership in providing Know Your Rights resources and sign templates on the City website, as the City of Santa Clara has done: City of Santa Clara webpage: KYR and Enforcement-Free Zones . Without clear communication, the policy can not be effective. I urge you to go beyond a quiet policy buried in meeting minutes and to make this commitment a visible and foundational statement about the City of Campbell's commitment to ALL people.
4. Timing - Please direct and support staff to implement the policy before the end of May in order for everyone in the City to be fully prepared well before FIFA begins in June.
Please show your support for the community today by adding the above elements to the proposed policy.
I also look forward to supporting your future vote on an ordinance requiring law enforcement to identify themselves and not wear masks.
Thank you,
Karen Martin

Dear Mayor, Vice Mayor, and City Councilmembers,
Thank you for your leadership for a safe, vibrant community for all. On behalf of Services, Immigrant Rights and Education Network (SIREN), we respectfully urge the City of Campbell to adopt a strong policy, as initiated by Councilmember Lopez, to protect the safety and well-being of community members and City employees.
For over twenty-five years, SIREN has provided civic education, community information, and legal assistance for our immigrant and refugee communities in the Bay Area across Santa Clara and San Mateo counties and in the Central Valley across Fresno and Madera counties. In recent months, we have observed across the country the commandeering of locally owned facilities for immigration enforcement, an activity that is solely the responsibility of the federal government.
That is why SIREN has worked with local partners to refuse to let our own taxpayerfunded infrastructure be used as staging grounds for immigration enforcement, which led to our policy victories in San Mateo County, Santa Clara County, Santa Clara City in time for the Superbowl, and San Jose. Our tax-funded public property belongs to the people who live here, not to the agents terrorizing them.
Please include the following Similar policies have been adopted by the Cities of Santa Clara and Sunnyvale. Please seriously consider including the following to strengthen the proposed policy and build on the policies adopted by Santa Clara County and San Jose with guidance from County Counsel and the San Jose City Attorney:
1. Signs - Signs are important for clearly establishing legal boundaries and accountability. Signs also communicate the City's leadership and support to employees and community members.
3. Resources for businesses and community - Businesses, organizations and the community will benefit from the City’s leadership in providing Know Your Rights resources and sign templates on the City website, as the City of Santa Clara has done: City of Santa Clara webpage: KYR and Enforcement-Free Zones
