City Council Report
DATE: July 7, 2026
TITLE: Resolution Approving the New Classification Specification for City Attorney (Resolution/Roll Call Vote)
RECOMMENDED ACTION:
Adopt a resolution approving the new classification specification of City Attorney.
BACKGROUND
The City of Campbell’s longstanding City Attorney, William R. Seligmann, will be retiring at the end of the year. In preparation for his retirement, the City will be opening a recruitment as further described below.
Since his appointment as City Attorney on January 1, 1987, Mr. Seligmann's firm, the Law Offices of William R. Seligmann, has provided legal services to the City in an "Of Counsel" relationship with the Atchison, Barisone & Condotti law firm, that in turn provided supplemental legal support to Mr. Seligmann on an as-needed and contractual basis. Mr.
Seligmann's contract included a monthly retainer fee covering one hundred (100) billable hours per month, with additional hourly rates for services provided in excess of those covered by the monthly retainer.
On March 31, 2026, the City Council expressed an interest in transitioning the City Attorney role to a full-time, in-house attorney model and directed staff to develop an appropriate City Attorney job specification.
DISCUSSION
Since March 31, 2026, staff has worked on creating a new City Attorney classification specification that reflects the duties of the current City Attorney and adds additional coverage and breadth that would be expected for a full-time, in-house position. The position will also be appointed by and report directly to the City Council and will serve as the City’s executive leader in all legal matters pertaining to the City.
Attached to this report is the draft City Attorney classification specification for the City Council’s review and approval.
