City Council Report
DATE: July 9, 2026
TITLE: Executive Recruitment Firm Interviews and Selection RECOMMENDED ACTION:
Conduct interviews of executive recruitment firms proposing to perform the City of Campbell’s City Attorney recruitment and select a preferred firm.
BACKGROUND
At the end of this calendar year, after 30 plus years of service, the current City Attorney, William R. Seligmann, will be retiring from the City of Campbell (City). In preparation for his retirement, the City will be opening a recruitment for a full-time, in-house City Attorney, as further described below.
Since his appointment in January 1987, Mr. Seligmann's firm has provided legal services to the City on a contractual basis and in an "of Counsel" relationship with the law firm of Atchison, Barisone & Condotti. In turn, Atchison, Barisone & Condotti provided supplemental legal support to the City, through Mr. Seligmann, on an as-needed and contractual basis. Mr. Seligmann's contract with the City included a monthly retainer fee covering one hundred (100) billable hours per month, with additional hourly rates for services provided in excess of the hours covered by the monthly retainer.
On March 31, 2026, the City Council expressed an interest in transitioning the City Attorney role from a contract model to a full-time, in-house attorney model and on July 7, 2026, the City Council approved a new classification specification for a full-time, in-house City Attorney. The next step is for the City to retain the services of an executive search firm to help the City find a candidate to fill this position.
DISCUSSION
On April 22, 2026, the City invited executive search firms to submit proposals to the City for the recruitment of its next City Attorney. Specifically, the invite explained that the City was currently operating under a contract with the Law Offices of William Seligmann to provide these services, and the City Council recently directed staff to explore hiring an attorney that would fill this role as an in-house and full-time employee. The invitation further requested that firms interested in assisting the City with its recruitment efforts submit a response to the City by Friday, May 15, 2026, and provide the following information:
Item 3.1
Thursday, July 09, 2026 3 of 5
• The firm's experience with filling this specific position, and its potential candidate pool;
• The timeframe for the recruitment, from beginning to end, including start date; and • The cost estimate for recruitment and placement.
Today, staff is recommending that the City Council interview and select one of the following responsive and qualified firms to conduct its recruitment for a City Attorney: Bob Murray & Associates, Mosaic Public Partners, Peckham & McKenny Executive Search, and Ralph Andersen & Associates.
FISCAL IMPACT
If the City Council decides to retain one of the executive firms, the fiscal impact could be anywhere from $28,000 to $39,500 in Fiscal Year 2027 and a budget adjustment would need to be made to support the contract.
ALTERNATIVES
1. Not interview the four recruitment firms or select a preferred firm.
2. Interview the four recruitment firms but not select a preferred firm.
