WHEREAS, the development of the CAAP included extensive community engagement, City staff feedback, and multiple public meetings to gather and review community input; and
WHEREAS, updates on the progress of the CAAP were presented to the City Council throughout the planning process; and

WHEREAS, the final CAAP outlines strategies and actions to reach Statewide climate targets and build resiliency to the impacts of climate change; and WHEREAS, adoption of the CAAP does not itself appropriate funds or authorize any specific project, and future projects, programs, and policies undertaken pursuant to the CAAP shall remain subject to available funding and all applicable budgetary, legislative, administrative, environmental review, and public participation requirements; and WHEREAS, The CAAP is consistent with the goals, policies, and actions of the 2040 General Plan; and
City Council Resolution No._____ Page 2 of 7
Adoption of the City of Campbell Climate Action and Adaptation Plan WHEREAS, based on the whole of the administrative record, including the previously certified Envision Campbell General Plan and Housing Element Update Final Program Environmental Impact Report (SCH # 2022030566), the City Council has reviewed the Climate Action and Adaptation Plan in accordance with the California Environmental Quality Act (CEQA), as set forth in the findings below:

1. The California Environmental Quality Act (CEQA) excludes organizational or administrative activities of government that will not result in direct or indirect physical changes in the environment pursuant to CEQA Guidelines Section 15378.

Accordingly, adoption of the Climate Action and Adaptation Plan (CAAP) is not subject to CEQA because the CAAP is a policy, planning, and administrative document that does not approve, authorize, fund, or commit the City to any specific construction activity, capital improvement, physical development project, or other action that may result in a direct or reasonably foreseeable indirect physical change in the environment.

2. Notwithstanding the foregoing, if adoption of the CAAP is considered a project under CEQA, the adoption of the CAAP is categorically exempt under CEQA Guidelines Sections 15307 and 15308, which apply to actions by regulatory agencies for the protection of natural resources and the environment. The CAAP is intended to reduce greenhouse gas emissions, improve community resilience, support implementation of State and local climate goals, and guide future City actions to protect natural resources and the environment.

3. Further, adoption of the CAAP is exempt under CEQA Guidelines Section 15061(b)(3), the common sense exemption, because it can be seen with certainty that adoption of the CAAP itself will not have a significant effect on the environment. The CAAP does not authorize construction, approve physical improvements, change land use designations, amend development standards, or otherwise commit the City to a specific activity that would result in a significant environmental effect.

5. None of the exceptions in CEQA Guidelines section 15300.2 precludes use of the categorical exemptions. Adoption of the CAAP does not authorize any site-specific physical activity and therefore will not result in a cumulative impact, affect scenic resources within a designated state scenic highway, involve a site listed pursuant to Government Code section 65962.5, or cause a substantial adverse change in the significance of a historical resource. There are no unusual circumstances associated with adoption of the CAAP that create a reasonable possibility of a significant environmental effect.

6. Finally, adoption of the CAAP does not require subsequent or supplemental environmental review under CEQA Guidelines Sections 15162 and 15168 because the CAAP is consistent with and implements Action COS-10.c of the Envision Campbell General Plan, which requires preparation of a Climate Action Plan, and does not result in substantial changes, new significant environmental effects, or a substantial increase in the severity of previously identified effects analyzed in the Envision Campbell General Plan and Housing Element Update Final Program EIR (SCH # 2022030566).

Adoption of the City of Campbell Climate Action and Adaptation Plan NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby adopts the City of Campbell Climate Action and Adaptation Plan, as attached to the August 3, 2026, City Council staff report, and finds, based on the foregoing findings, that its adoption is not subject to CEQA or, alternatively, is exempt from CEQA, and that no further environmental review is required.
