1. Roll Call and Pledge of Allegiance – The meeting was called to order at 6:00 PM. In attendance: Council Members Morgan, Vice Mayor Brooks, and Mayor Brown. Absent: Council Members Clarke and Pedersen.

A. Mayor Brown presented a Proclamation Recognizing the 100th Anniversary of the Construction of the Venetian Court

6. Staff / City Council Comments
• Council Member Morgan reminded the public of the Annual Art and Wine Festival, hosted by the Chamber of Commerce on September 14th and 15th.
• Vice Mayor Brooks advised the public of the last Food Truck Friday Event at Monterey Park on September 13th.
• Mayor Brown shared remarks about the Recreation and Community Services Department After-School Programs, reminded youth that they can submit essays to the “Mayor for a Day” Contest, and advised the public of the Grand Reopening of the Capitola Wharf on September 25th.

Recommended Action: Approved minutes from the regular meeting on August 22, 2024.

Recommended Action: Approved check registers dated August 9, 2024, August 16, 2024, and August 23, 2024.
C. VDUBlicious Car Show
Recommended Action: Approved a new Major Special Event Permit request from the VDUBlicious Car Club to host a car show in Capitola Village on Saturday, May 17, 2025, from 7:00 am to 5:00 pm.
D. 41st Avenue Pavement Rehabilitation and Multimodal Improvements Recommended Action: Adopted Resolution No. 4395 to amend the FY 2024-25 budget to allocate $300,000 of Santa Cruz County Regional Transportation Commission grant funding to the Capital Improvements Budget for planning, specifications, and permits related to the 41st Avenue Pavement Rehabilitation and Multimodal Improvements Project.

8. General Government / Public Hearings
A. Capitola Wharf Long-Term Use and Development Plan
Recommended Action: Authorized the City Manager to execute an agreement with Fuse Architecture for outreach, planning, and design services for the Long-Term Use and Development Plan for the Capitola Wharf in an amount not to exceed $75,000, subject to City Attorney review and approval.
Community Development Director Herlihy presented the staff report.

The City Council discussed the importance of involving City advisory bodies and stakeholder groups (CVWBIA, Venetians HOA, business owners) in the public outreach process for this Project.
Motion to authorize the City Manager to execute an agreement with Fuse Architecture:

B. McGregor Asphalt Pump Track
Recommended Action: Authorized the City Manager to execute a Professional Services Agreement with American Ramp Company for the McGregor Asphalt Pump Track Project in an amount not to exceed $120,125; and adopted Resolution No. 4396 amending the FY 2024-25 Budget to accept a donation of $90,000 for this project.

C. Strategic Plan Project Update
Recommended Action: Review the Strategic Plan Project progress and projected timeline.

The City Council discussed the addition of an interactive budgeting element for members of the public to engage with and the importance of multi-modal approaches to public outreach.
9. Adjournment - The meeting was adjourned at 6:50 PM. The next regularly scheduled City Council meeting is on September 26, 2024 at 6:00 PM.
