1. Roll Call and Pledge of Allegiance – The meeting was called to order at 6:00 PM. In attendance: Council Members Clarke, Morgan, Pedersen, Vice Mayor Brooks, and Mayor Brown.

5. Staff / City Council Comments
City Manager Goldstein thanked the City Council and the community for their support of Capitola’s Measure Y.
Council Member Pedersen thanked the community for their support of Capitola’s Measure Y.
6. General Government / Public Hearings
A. 2024 Special Event Report
Recommended Action: Receive a report highlighting special events held in the City in 2024; provide feedback, specific changes, or direction for recurring Special Event Permits; and approve recurring minor and general special events for 2025.
Police Captain Ryan presented the staff report.
Public Comment: None
The City Council requested that staff work with VDublicious to inquire about incorporating future events into the Capitola Public Safety & Community Foundation’s Car Show to reduce major special events within the City. The City Council also discussed community concerns about the Monte Fireworks Show and requested that any future application come back to the City Council for further review.
Motion that the Monte Fireworks Extravaganza Special Event Permit Application return to the City Council for review: Vice Mayor Brooks

B. Comprehensive User Fee Study
Recommended Action: Receive a report on the Comprehensive User Fee Study conducted by Willdan Financial Services; provide direction to staff on the updates to the City of Capitola FY 2024-25 Fee Schedule, with adoption of the fee schedule scheduled for November 14, 2024.
Finance Director Malberg presented the staff report.
Public Comment: None
The City Council expressed concern about the addition of another Major Special Event with the approval of the Rapid Wedding Event. The City Council also expressed a desire to bolster Public Works and Public Safety staffing for events.
7. Adjournment – The meeting adjourned at 7:00 PM. The next regularly scheduled City Council meeting is on November 14, 2024, at 6:00 PM.
