The resolution not only formally opposes Oceanside's plan before the plan has been finalized but also does so without a customary review process. The Oceanside Sand Replenishment and Retention plan, while moving toward the design phases, is still not a final plan.

Carlsbad's actions disregard the customary process of public review in which Carlsbad and other cities are provided an opportunity to comment. Oceanside officials have repeatedly stated on the record that its Sand Replenishment and Retention Plan would not be approved if it has a deleterious impact on neighboring down drift cities. California coastal engineering experts and renowned coastal scientists have cited that a well-designed retention system with effectively incorporated down drift mitigation design features addresses these concerns. 1 In summary, the way it has been proposed abrogates the professional norms and common courtesies that should characterize relationships between neighboring cities. Sincerely, Oceanside resident Robert C Foster.

Subject: Carlsbad resolution
Dear Mayor Hall and City Councilmembers:

On behalf of the Oceanside tourism industry and the Visit Oceanside board of directors, I wanted to express our disappointment in your decision to bring forth a resolution that will oppose Oceanside's sand retention project.

We respectfully ask you to pull this item from the agenda.

This action abrogates the professional norms and common courtesies that should characterize relationships between neighboring communities. It perpetuates gross economic, social, environmental, and cultural inequity within our region along with negative community relations that impact the spirit of regional collaboration. The type of collaboration that Carlsbad enjoyed a decade ago on a regional sand project.

The decision to do this now is premature. Carlsbad's actions disregard the customary process of public review in which Carlsbad and other cities are provided an opportunity to comment. Oceanside officials have repeatedly stated on the record that its Sand Replenishment and Retention Plan would not be approved if it has a deleterious impact on neighboring downdrift cities. Subject: Comments on # 12- Oceanside Beach Sand Replenishment Honorable Mayor and City Council
We support the staff reccommendation to adopt a resolution to oppose this project in Oceanside.

The proposed project to add 4 "temporary" groins and a sand bypass system to portions of the coast along Oceanside clearly has regional impacts and will affect Carlsbad and other cities to the south.

At the October 2021 SANDAG Board meeting this concern was raised during member comments. Oceanside Council Member Rodriquez stated of course it was the city's intent to involve their neighbors in this project. However Oceanside had already voted in support of the alternative that would likely have the greatest impact to those neighbors-without consulting them.

Of course all of our local beaches have issues with sand retention. Unfortunately Oceanside exacerbated this problem by letting their opportunistic sand replenishment permit expire. The staff report considering options for sand replenishment noted the concern with sand retention on beaches to the south, and the known public safety issue of increased rip tides associated with such groins.

And of course short term fixes to sand on the beaches needs to also consider the long term impacts of sea level rise. Oceanside also has not updated their LCP to address this critical issue.

Of course we all want sand on our beaches. But such projects need to consider regional implications, public safety, sea level rise, mitigation for all impacts- and of course how such a massive project would be paid for. The regional Sand Management Plan needs to be updated, land use policies along the coast need to be addressed, and there needs to be real plans for addressing coastal infrastructure. Sand replenishment is just one part of a bigger, complex issue.

Piecemeal planning is clearly the wrong way to address this.

We support the staff recommendation to oppose this project as currently proposed by the city of Oceanside. Instead we urge Carlsbad, and all of our north county coastal cities to come up with a coordinated plan that will actually work.

The way forward is clear with a collaborative "sister city" dialogue on an acceptable Oceanside coastal solution that also retains sand with no downdrift impact and ties into a resilient and adaptive, regional solution.

I am writing to you asking that the Carlsbad City Council's agenda item for a proposed resolution opposing the Oceanside sand retention devices plan (item #12) from the city council meeting agenda be continued or not approved.

By way of background I was the point person and one of the 4 key property owners at St. Malo Beach as it related to the now certified EIR for the Buena Vista Lagoon restoration plan. It took over 12 years to finally come to an agreement with all the various agencies including Sandag.

During this process I worked with both your city and Oceanside in getting this successfully negotiated and eventually certified by Sandag.

I mention this because I see no reason why our two cities cannot work together again to come up with a sand restoration/retention plan that works for both cities and meets with your full approval.

Oceanside's current restoration plan is preliminary and has many revisions to go.

I ask that you please continue this council agenda item #12 and/or not approve the proposed resolution so we can get back to the table and come up with a solution that works for all.

Thank you for your consideration.

Sincerely,

To Carlsbad City Leaders,
To Preface;
1 Carlsbad has structures in the ocean that aid in sand retention in front of the plant south of Tamarack providing wide beaches for Carlsbad locals and deem those structures necessary and worthy. However Carlsbad is opposing Oceanside it's due course in exploring their own necessary and worthy solutions by planning to oppose at an early stage the sand retention program being explored for Oceanside. "Ok for me, not for thee" comes to mind Further detail below;

Oceanside officials have repeatedly stated on the record that its Sand Replenishment and Retention Plan would not be approved if it has a deleterious impact on neighboring downdrift cities. California coastal engineering experts and renowned coastal scientists have cited that a well-designed retention system with effectively incorporated downdrift mitigation design features addresses these concerns.

In summary, the way it has been proposed abrogates the professional norms and common courtesies that should characterize relationships between neighboring cities. The resolution is premature to say the least. The way forward is clear with a collaborative "sister city" dialogue on an acceptable Oceanside coastal solution that also retains sand with no downdrift impact and ties into a resilient and adaptive, regional solution.
1 Request you remove the item from the city agenda and/or not approve the proposed resolution.

Thank you for your consideration.

AND RETENTION DEVICE PROJECT AND PROPOSED STATEMENT OF OPPOSITION Dear Councilmembers,
Please vote in favor to adopt the resolution against Oceanside's plan to construct devices to interfere with the flow of the ocean.

I moved to Carlsbad primarily for the beauty of our beaches. Constructing devices to interfere with the flow of the ocean will ruin the beauty of our beach city. Please, keep our beaches in a natural state. We have beautiful beaches (some of the nicest on the southern coast); let's keep it that way.

There are other mechanisms to support sand replenishment other than building structures.

I've reviewed the public comments and the majority that oppose this are Oceanside residents.

Thank you.

California coastal engineering experts and renowned coastal scientists have cited that a well-designed retention system with effectively incorporated downdrift mitigation design features addresses these concerns. 9 In summary, the way it has been proposed abrogates the professional norms and common courtesies that should characterize relationships between neighboring cities. The resolution is premature to say the least. The way forward is clear with a collaborative "sister city" dialogue on an acceptable Oceanside coastal solution that also retains sand with no downdrift impact and ties into a resilient and adaptive, regional solution.

Request you remove the item from the city agenda and/or not approve the proposed resolution.

Subject: Carlsbad City Council Meeting January 11, 2022, Agenda item 12 Dear Carlsbad City Council Members-

We have been owners at North Coast Village on Oceanside beach since 1998. Sand erosion on our beach has been an ongoing problem for many years. Our beautiful beach is slowly disappearing.

The Carlsbad City Council's proposal to adopt a resolution opposing the Oceanside Replenishment and Retention should not be approved.

The resolution not only formally opposes Oceanside's plan before the plan has been finalized but does so without a customary review process. Moreover, the resolution is being adopted without any notice to Oceanside or discussion with City officials at any level.

Carlsbad's actions disregard the customary process of public review in which Carlsbad and other cities are provided an opportunity to comment. Oceanside officials have repeatedly stated on the record that its Sand Replenishment and Retention Plan would not be approved if it has a deleterious impact on neighboring cities.

In summary, the resolution appears premature to say the least. The way it has been proposed abrogates the professional norms and common courtesies that should characterize relationships between neighboring cities.

Thank you for your consideration.

Subject: Agenda Item #12 - Oceanside Beach Sand Replenishment Honorable Mayor and City Council and Carlsbad City Government:

The Citizens for the Preservation of Parks & Beaches (CPPB) supports your staff and commissions recommendation to adopt a resolution for the City of Carlsbad to oppose the Oceanside Beach Sand Retention project to block the transport of sand to our cities to the south. Even in our own city of Oceanside, residents to the south of these proposed groins do not want their beaches to be degraded any more than they already have been. All of our San Diego beaches are suffering from our past practices of armoring our coastline. We are all experiencing the unintended consequences of hard structures that have been placed on our beaches in the past. We do not need to continue this practice of Unintended Consequence. Just as is happening in other coastal cities, coastal armoring has caused the eradication of our sandy beaches. This is a regional issue not just an Oceanside issue. Unfortunately, the Oceanside Council 4-1 has voted to approve this project going forward without any input from our neighbors to the south. Our southerly neighbors will definitely experience the devastating results of this project in the future. It may take years, but it will happen just like we are now learning and experiencing what those unintended consequences are from our harbor jetties and coastal armoring. The CPPB respectfully and strongly request that you approve the proposed Resolution and work on a regional solution to a regional issue. Thank You for your consideration and your support of the Resolution.

Subject: Carlsbad City Council Meeting January 11, 2022, Agenda Item 12 - Please vote NO on Opposing Oceansides Sand Retention Study.

Honorable Mayor Hall, and Carlsbad City Council,
I am a retired USAF Colonel, 26 year resident of Oceanside, and 22-year member of the North Coast Village Homeowner Association Board. I am a beach lover, and for 20 years have been trying to get our City and the Army Corps of Engineers to get and retain sand on our Oceanside and North County beaches. The Army Corps, Marine Corps, and Navy all agree that their World War II harbor was one of the causes for Oceanside and Carlsbad's decreasing beaches. But non the less, the studies and efforts needed to resolve the problem have not been done. The City of Oceanside just completed a short FEASIBILITY study of our own to determine if a pilot demonstration project was feasible. That study came up with several options which did include one that included construction of some groins or jetties to retain sand. The proposed option with groins was presented as one option, and also with the idea that if they didn't work, or if they interfered with "downdriftn beaches (Carlsbad) losing sand, the groins could be removed. Note that every study that has been done since the 1970s has resulted in the recommendation of some sort of hard structure to retain sand as the most cost-effective solution. I believe this is a reasonable position, that should be studied further in cooperation with Carlsbad„ Camp Pendleton, and the Army Corps of Engineers.

I believe your vote to oppose Oceanside's effort is way premature. Please vote no on this item, or table it until the additional study is complete, and you have heard the results of the study. I believe we do ned a REGIONAL solution that may in fact include jetties and groins in several locations along the coast. If you look at our coastline now, you will see that where the structures are, we have sand in both cities..

I am writing to you asking that the Carlsbad City Council's agenda item for a proposed resolution opposing the Oceanside sand retention devices plan be removed from the city council meeting agenda or should not be approved.

1 In summary, the way it has been proposed abrogates the professional norms and common courtesies that should characterize relationships between neighboring cities.

Thank you for your consideration.

Honorable Mayor Hall and Council,
I am a long-term resident of Carlsbad, but I work in Oceanside. I ask you to vote NO on the proposal to oppose the City of Oceanside's sand retention efforts. So far, they have only completed a feasibility study, and the results suggested a pilot project that could be removed if it didn't work or if it affected "down drift" communities. Please give Oceanside a chance to complete the next phase of their study before opposing it.

Thank you.

For the Information of the:

CITY COUNCIL
Datejiiii fl CA vCC
CM --ACM ----DCM (3) -
The City gains up to 200,000 cubic yards of sand annually from sand traveling south from Oceanside. Oceanside's plan to put up groins will steal sand from Carlsbad. Blocking the movement of sand longshore in North San Diego would exacerbate north coastal sand issues and likely cause Carlsbad and other cities to start considering groins themselves in the future. This is not an effective, manageable, or affordable sand or sea level rise strategy for Carlsbad (or, frankly, Oceanside.) The pilot that Oceanside is looking at would need to be expanded more than four fold just to ensure Oceanside isn't starving its own southern beaches of sand, and yet it's estimated cost is more than $50 million. This does not include money for mitigating stolen sand from Carlsbad.

Surfrider supports the work done on this issue and urges you to move forward with the resolution. We would like to be a partner with your staff in this effort and efforts to continue to preserve the beach in light of sea level rise.

Subject: 11 January City Council Meeting Agenda Item #12 Honorable Mayor Hall and Carlsbad City Council,
A healthy, sandy shoreline is critical infrastructure and the life blood of any coastal city. As such, the Oceanside shoreline has suffered for decades from a chronic lack of sand. Developing a sound sand replenishment plan coupled with a well engineered/science backed retention system is critical for Oceanside to restore it's shoreline. Some of the dialogue missing in recent articles on the retention system is that a sand retention ystem can be designed to mitigate negative down-drift shoreline impact. Oceanside must work collaboratively with it's sister city Carlsbad in developing a solution to Oceanside shoreline condition that does not adversely affect the Carlsbad shoreline.

I would request you defer the decision on adopting the resolution which will provide time for Oceanside to reach out and team with Carlsbad to generate a robust dialogue on an acceptable Oceanside coastal solution to replenish and retain sand with no down-drift impact and ties into a resilient and adaptive, regional solution.

Thank you for your consideration of this request.

Carlsbad gains up to 200,000 cubic yards of sand annually from sand traveling south from Oceanside. Oceanside's plan to put up groins will steal sand from Carlsbad and will likely create a chain reaction wherein Carlsbad beachgoers demand their own groins a few years down the line, spurring Encinitas to do the same, and so and so forth until our entire county coastline is littered with more groins and add] hard structures that ultimately have a horrible effect on the long-term health of our beaches. Not to mention exorbitant costs for the Carlsbad taxpayer for additional sand replenishment and groins due to Oceanside. We need to stop this now.

Oceanside has several more sustainable options that they've refused to consider, including creating a sand bypass system around the Oceanside Harbor which is the real culprit to their lack of sand.

We would love to partner with you and city staff in any way we can to support you. Please move forward with the resolution to oppose Oceanside's groin project.

Dear Carlsbad City Leaders,
I am writing to you asking that the Carlsbad City Council's agenda item for a proposed resolution opposing the Oceanside sand retention devices plan be removed from the city council meeting agenda or should not be approved. The resolution not only formally opposes 15 Oceanside's plan before the plan has been finalized but also does so without a customary review process. The Oceanside Sand Replenishment and Retention plan, while moving toward the design phases, is still not a final plan. Carlsbad's actions disregard the customary process of public review in which Carlsbad and other cities are provided an opportunity to comment.

We kindly request you remove the item from the city agenda and/or not approve the proposed resolution. Thank you for your consideration.

Surfrider supports the resolution against groins with the weight of our organization.

The City gains up to 200,000 cubic yards of sand annually from sand traveling south from Oceanside. Oceanside's plan to put up groins will steal sand from Oceanside. Blocking the movement of sand longshore in North San Diego would exacerbate north coastal sand issues and likely cause Carlsbad and other cities to start considering groins themselves in the future. This is not a manageable or affordable sand or sea level rise strategy for Carlsbad (or, frankly, Oceanside.) The pilot that Oceanside is looking at would need to be expanded more than four fold just to ensure Oceanside isn't starving its own southern beaches of sand, and yet it's estimated cost is more than $50 million. This does not include money for mitigating stolen sand from Oceanside.

Surfrider supports the work done on this issue and urges you to move forward with the resolution. We would like to be a partner with your staff in this effort.

Subject: Comments on # 12- Oceanside Beach Sand Replenishment Honorable Mayor and City Council,
We at North County Advocates support the staff recommendation to adopt a resolution to oppose the Oceanside Beach Sand Replenishment project which adds four "temporary" groins and a sand bypass system to portions of the coast along Oceanside. This will clearly have regional impacts and will affect Carlsbad beaches and other cities to the south.

Oceanside exacerbated this problem by letting their opportunistic sand replenishment permit expire. Oceanside also has not updated their LCP to address this critical issue and is now making this our problem.

The staff report considering options for sand replenishment noted the concern with sand retention on beaches to the south, and the known public safety issue of increased rip tides associated with such groins.

Such projects with this large scope and impacts to Carlsbad coastline need to consider regional implications, public safety, sea level rise, mitigation for all impacts- and of course how such a massive project would be paid for.

The regional Sand Management Plan needs to be updated, land use policies along the coast need to be addressed, and there needs to be real plans for addressing coastal infrastructure. Sand replenishment is just one part of a bigger, complex issue. Bandaid planning is clearly the wrong way to address this.

We support the staff recommendation to oppose this project as currently proposed by the city of Oceanside. Instead we urge Carlsbad, and all of our north county coastal cities to come up with a coordinated plan which will actually be a solution for the long term.

Sincerely,
Rob Mayers

Dear Honorable Mayor and City Council,
We support the staff recommendation to adopt a resolution to oppose this project in Oceanside.

The proposed project to add 4 "temporary" groins and a sand bypass system to portions of the coast along Oceanside clearly has regional impacts and will affect Carlsbad and other cities to the south.

This concern was raised at the October 2021 SANDAG Board during member comments. Oceanside Council Member Rodriquez stated that it was the city's intent to involve their neighbors in this project. However Oceanside had already voted in support of the alternative that would likely have the greatest impact to those neighbors, without consulting them.

All of our local beaches have issues with sand retention. Unfortunately, Oceanside exacerbated this problem by letting their opportunistic sand replenishment permit expire. The staff report considering options for sand replenishment noted the concern with sand retention on beaches to the south, and the known public safety issue of increased rip tides associated with such groins.

Short term fixes to sand on the beaches need to consider the long term impacts of sea level rise. Oceanside has not updated their LCP to address this critical issue.

We all want sand on our beaches, but such projects need to consider regional implications, public safety, sea level rise, mitigation for all impacts- and how such a massive project would be financed. The regional Sand Management Plan needs to be updated, land use policies along the coast need to be addressed, and real plans for addressing coastal infrastructure must be drawn. Sand replenishment is one part of a bigger, complex issue. Piecemeal planning is clearly the wrong way to address this.

We support the staff recommendation to oppose this project as currently proposed by the city of Oceanside. We urge Carlsbad, and all of our north county coastal cities to produce a coordinated plan that will work for all beaches.

I live a quarter of a mile from Carlsbad and spend a lot of time there doing business and visiting friends. All my children and grandchildren have participated in your junior lifeguard program. I pay a lot of attention to news regarding Carlsbad and have a high regard for the way your city is run.

I was disappointed to read in a newspaper article a little over a week ago that you were about to consider a resolution opposing Oceanside's sand replenishment and retention plan.

The resolution appears premature, considering that the Oceanside plan you oppose has not been finalized. The design phase of the plan, which requires outreach to neighboring cities, is pending and a contract has not been signed.

At this stage, Carlsbad would be expected to conduct a careful review of the plan as it progresses toward finalization. It is likely that Oceanside's plan will develop aspects with beneficial application to Carlsbad's similar beach erosion problems.

Your opposition appears to be a "rush to judgement" that does not reflect the professional and collaborative relationships that ought to exist between neighbors. This precipitous opposition also wastes valuable time of both Carlsbad and Oceanside's staff. We should be focused on moving forward with a spirit of partnership and mutual support to solve an issue of primary concern to the residents of both cities.

I urge you to disapprove the resolution.

Subject: Proposed Statement of Opposition to Constructing Devices that could Interfere with the Natural Flow of Beach Sand into Carlsbad (January 11, 2022 City Council Agenda - Item No. 12) Honorable Mayor Hall and Councilmembers:

City of Oceanside staff, including myself, recently met with key members of the Carlsbad management team to share information regarding the City of Oceanside's sand nourishment and retention pilot program. During that conversation, Oceanside staff emphasized our commitment to engaging the City of Carlsbad as a key member of our stakeholder group as we embark on the next phase of the pilot program which includes design and permitting. While we certainly understand concerns regarding the effects that Oceanside's pilot program might have on down coast sand transport, detailed design and analysis of the project have yet to commence. The City of Oceanside has no intention of pursuing a pilot program that would negatively impact its coastal neighbors or coastal resources in general.

It's important to reiterate that Oceanside's pilot program involves both sand nourishment and retention. We believe that the nourishment component of the program, which has yet to be fully defined, could ultimately benefit the region's overall sand supply. Oceanside's beach sand nourishment and retention pilot program provides a unique opportunity to study the use of retention devices, coupled with on-going sand nourishment, as a means to address the significant loss of beach sand being experienced by several Southern California coastal communities. The technical information gleaned from this science led effort could certainly be of benefit to other coastal communities as they explore options to address coastal erosion and sand loss. It's also important to emphasize that the beach sand nourishment and retention pilot program will be designed to be reversible in the event that unanticipated impacts are realized.

As was discussed at the January 6, 2022 SANDAG Shoreline Preservation Working Group meeting, the City of Oceanside is committed to extensively engaging all regional partners, stakeholder groups and permitting agencies during the next phase of the program which will be focused on design and permitting. We intend to engage the City of Carlsbad throughout the next phase of the program and before any design work commences. We look forward to collaborating with the City of Carlsbad and other stakeholder partners as we deliver a program that has the potential to result in significant regional benefits.

Just a note to ask that you help tap the brakes on Oceanside's decision to move forward with constructing a sand bypass system designed to retain sand along their beaches, while starving beaches to the south.

Sand depletion is a much larger issue that involves the entire CA coast. Dams, mass development and paving of land has hugely reduced once plentiful sand deposition along the coast. None of this development can readily be reversed, so long term mitigation strategies need to be developed among the many coastal cities that depend on their beaches for local enjoyment and tourist economies.

Groins are a detriment to the natural migration of sand on our beaches. If one city implements groins as their solution, they cause increased problems for every other city down the Coast. The implications of protecting one beach exacerbates sand retention for all others. Oceanside is being selfish and irresponsible. The City of Oceanside must look to long term impacts and collaborative solutions.

The problems we face currently related to Climate Change and Sea Level Rise will not be solved if each city decides to "go it alone".

This is bad form for Oceanside. Your opposition to Oceanside's project as currently described would be a start and an example to all our North County Coastal Cities.

Sincerely,
Hope Nelson

I am writing to you asking that the Carlsbad City Council's agenda item for a proposed resolution opposing the Oceanside sand retention devices plan be removed from the city council meeting agenda or should not be approved.

Request you remove the item from the city agenda and/or not approve the proposed resolution.

Thank you for your consideration.

Sincerely,

We have owned a beachfront house at 36 Saint Malo Beach since 1993, and the beach sand has steadily eroded since then, with the exception of the two beach replenishment projects that provided short term benefits. Carlsbad benefits from a jetty that preserves your sand and maintains a wide, usable each even at high tide. Our beach is only walkable at low tide, and sometimes not even then. I am writing to you asking that the Carlsbad City Council's agenda item for a proposed resolution opposing the Oceanside sand retention devices plan be removed from the city council meeting agenda or should not be approved.

Friends of Aviara is writing in praise and support of staff recommendation Item 12, the resolution in opposition to Oceanside construction devices that would interfere with the natural flow of beach sand into Carlsbad.

Nothing occurs in isolation, particularly along our coastline. Oceanside's proposed groins would have serious regional implications for every community to the south. Unfortunately, Oceanside's representatives have given only lip service to the idea of consulting with its southerly neighbors about their concerns.

Carlsbad's beaches should not be damaged or become more dangerous because of increased rip tides due to Oceanside's new groins simply because Oceanside shortsightedly allowed its sand replenishment permit to expire.

We are confident that with Carlsbad's leadership, a solution reflective of all of the regional ramifications of this proposal can be found, whether the issues involve public safety, rising sea levels, or the equitable burden of costs -- both financial and environmental -- to the coastline communities.

Thank you for your time and consideration.

PROJECT FEASIBILITY ANALYSIS, SECTION 2
The wave climate within the City is characterized by seasonal long-period swells generated by distant storms in the North Pacific and Southern Oceans. Southern swell arrives at Oceanside from the southwest through the spring and summer months and transports sand to the north (Figure 2-1). Larger North Pacific swell[s] approaching from the northwest and west during the fall and winter months transports sand to the south (Figure 2-2). Locally generated short-period wind waves can occur any time during the year and typically come from the west.

ITEM 12: OCEANSIDE’S BEACH SAND PROJECT
{ City of
Carlsbad
PROJECT FEASIBILITY ANALYSIS, SECTION 2
Waves are the dominant driver of sediment transport along Oceanside beaches. The net longshore sediment transport patterns for Oceanside are accepted to be southern, although seasonal variations are common and depend on the swell direction. There are numerous estimates of the longshore sediment transport for Oceanside and within the Oceanside Littoral Cell, as shown in Table 2.1. These estimates are based on historic studies and have not been updated or field verified recently. However, amongst these studies there is general agreement that Oceanside experiences a net sediment transport to the south of 100,000 to 200,000 cubic yards (cy) per year.
