Re: Accidental Spill of Firefighting Foam at the Safety Training Center Update (District 2) This memorandum provides an update on the previous Council Memorandum dated Jan. 27, 2022, provided as Attachment A, relating to the events from an accidental spill of firefighting foam during firefighting training at the Safety Training Center, or STC, on Jan. 18, 2022.
Background
On Jan. 18, 2022, the Fire Department was conducting fire engineer training at the STC.
A mechanical malfunction on a fire engine caused a leak of approximately 15-20 gallons of Phos-Chek 1% fluorine-free synthetic firefighting foam to discharge onto the concrete training area, subsequently entering the underground storm drain system. The foam also left the STC site in a diluted form, discharging into the outfall located in the adjacent canyon southeast of the Police & Fire Headquarters facility.
Discussion
Upon completion of the initial response efforts described in Attachment A, staff began exploring several options to perform an on-site remediation to prevent any further release of the foam and wastewater from leaving the STC best management practices system, or BMP, infrastructure.
On Jan. 24, 2022, staff had several discussions with the foam manufacturer and the Encina Wastewater Authority, or EWA, on foam discharge options. On Jan. 26, 2022, staff submitted a Non-Significant Wastewater Discharge Form, or NSWDF, requesting to discharge approximately 25,000 gallons of wastewater containing diluted foam concentrate to the sanitary sewer system. On Jan. 27, 2022, EWA approved the NSWD,F Form #SU 2022-1, provided as Attachment B, for discharge into the sanitary sewer system to occur on Feb. 2, 2022 to Feb. 9, 2022.

Re: Accidental Spill of Firefighting Foam a e Safety Training Center (District 2) This memorandum provides information relating to the events from an accidental spill of firefighting foam during firefighting training at the Safety Training Center, or STC, that occurred recently.
Background
On Jan. 18, 2022, the Fire Department was conducting fire engineer training at the STC. At approximately 1 p.m., a mechanical malfunction on the fire engine caused a leak of approximately 15-20 gallons of Phos-Chek 1% fluorine-free synthetic firefighting foam. The concentrated liquid leaked onto the concrete training area around the commercial and residential training props. The liquid also leaked into slot drains that connect into a 20,000-gallon underground water reclamation tank.
Due to the high pressure of water from the fire hoses, the liquid concentrate was agitated and began to spread throughout the stormwater best management practice systems, or BMPs, at the STC. Due to the amount of liquid concentrate and large amount of water being discharged at the time of the mechanical malfunction, the foam also flowed underground through the stormwater system, discharging into the outfall located in the adjacent canyon southeast of the Police & Fire Headquarters facility.
Discussion
Actions/Response:
• Fire Engineers with support from Fleet Division personnel immediately assessed and repaired the leak on the fire engine
• The STC Facility Manager provided immediate notification to the city's Environmental Management Department and Risk Management Division
• Public Works staff assessed the STC site, BMP infrastructure and stormwater infrastructure to determine how far the foam traveled off-site • Fire Department staff notified the County of San Diego Hazardous Materials Division, or HM_D. Upon notification, HMD assigned an incident Record ID DEH2022-HHIRT-004945 and determined that no additional response was required, and no further action was needed

Council Memo -Accidental Spill of Firefighting Foam at the Safety Training Center (District 2) Jan. 27, 2022
• Fire Department staff also notified the California Governor 's Office of Emergency Services, or Cal OES, and Incident #22-0360 was issued
• Environmental Management Department staff verbally notified the San Diego Regional Water Quality Control Board, or Regional Board
• Public Works staff coordinated a site visit by US Ecology to determine potential mitigation and remediation procedures
Since the incident resulted from a mechanical malfunction of equipment that occurred during training, and it did not occur during emergency operations, a Cal OES spill/release notification was required and occurred. Since unauthorized discharge entered the stormwater BMP infrastructure, verbal notificatio -n to the Regional Board was required and occurred. Staff is in the process of determining what sanctioned regional remediation efforts may be required, if any, at the STC, to prevent any additional foam from leaving the STC BMP infrastructure.
Based on preliminary assessments, the incident had no negative impacts to public health and safety or the environment. If Cal OES and/or the Regional Board require additional actions or reporting, staff will ensure those requirements are met.
Next Steps
Staff will provide a follow-up memorandum notifying City Council of any further required actions relating to this incident.
