RESOLUTION NO. 2022-127
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING WINNING TEAMS GRANTS FOR THE CARLSBAD
HIGH SCHOOL SPEECH & DEBATE TEAM AND CARLSBAD POP WARNER, AND
AUTHORIZING THE DEPUTY CITY MANAGER, ADMINSTRATIVE SERVICES TO
TRANSFER AND DISTRIBUTE SAID FUNDS

WHEREAS, the City Council adopted City Council Policy No. 51 which establishes the criteria and process for funding community activities; and
WHEREAS, Section 7 of the City Council Policy No. 51 states that the City Council may approve a Winning Teams Grant for a youth team to offset the cost of travel expenses to a national championship competition;
WHEREAS, the Carlsbad High School Speech & Debate team, consisting of 20 participants and two coaches, has submitted a letter requesting reimbursement funding under the Winning Teams Grant for their upcoming participation at the 2022 National Speech and Debate Tournament in Louisville, Kentucky; and
WHEREAS, Carlsbad Pop Warner, consisting of 21 participants and five coaches, has submitted a letter requesting reimbursement funding under the Winning Teams Grant for their participation at the Pop Warner Championship Tournament in Orlando, Florida; and WHEREAS, awarding said grants will benefit Carlsbad by providing community exposure from a marketing perspective; positively reflects upon the character of the community and enhances its image, is a morale booster both from an individual as well as a community perspective, and demonstrates the principal of working to achieve more than each person working alone; and WHEREAS, staff recommends approval for the grant request of $9,420 to the Carlsbad High School Speech & Debate team and $10,848 to Carlsbad Pop Warner in direct reimbursement assistance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows:
1.That the above recitations are true and correct.
2.That the City Manager or designee is authorized to approve reimbursements up to, but not to exceed $20,268 for the cost of travel and related expenses for the Carlsbad High June 7, 2022 Item #6 Page 4 of 23
School Speech & Debate team and Carlsbad Pop Warner to compete in the national tournaments.
3.That the Deputy City Manager, Administrative Services is hereby authorized to transfer $20,268 from the City Council's General Fund contingency budget to the Housing & Homeless Services Department operating budget to distribute said funds on a reimbursement basis as approved by the City Manager or designee for the Carlsbad High School Speech & Debate and Carlsbad Pop Warner teams for the purposes set forth above.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 7th day of June, 2022, by the following vote, to wit:
