Recommended Action
Adopt a resolution approving the 2023 Regular City Council Meeting Calendar.
Executive Summary/ Discussion
Staff are asking the City Council to approve the 2023 schedule for regular City Council meetings.
The City Council establishes its regular meeting schedule annually by resolution. Adopting the calendar by resolution meets the requirements of the Brown Act, the state’s open meeting law (California Government Code Section 54954), and provides the City Council the opportunity to increase notification to the public of its scheduled regular meetings. Special meetings can still be called as needed by providing 24-hour notice before the time of the special meeting.
In past years, staff proposed about one workshop-style meeting each month which was intended for the City Council to receive informational presentations that would not require City Council action or seek specific feedback from the community on a certain topic. However, over time those meetings have transitioned into regular City Council meetings at which routine business has been conducted. Therefore, staff are proposing that all of the approved meetings be regular working meetings and that if the need arises for a workshop-style meeting, staff will schedule those special meetings on an as-needed basis.
All regular meetings will be scheduled to take place at 5 p.m. at the Council Chamber at City Hall at 1200 Carlsbad Village Drive.
Fiscal Analysis
There are no significant fiscal impacts that would result from adoption of the attached resolution.
Next Steps
The City Clerk Services Manager will distribute the approved calendar to the City Council, staff and local newspapers. In addition, the calendar will be posted on the City’s website.

Environmental Evaluation
This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
Public Notification
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public viewing and review at least 72 hours before the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE 2023 REGULAR CITY COUNCIL MEETING
CALENDAR
WHEREAS, the City Council has determined that it will establish its scheduled regular meetings annually by resolution; and
WHEREAS, the Ralph M. Brown Act, specifically California Government Code Section 54954, provides for the establishment of an annual regular meeting calendar procedure; and WHEREAS, all regular meetings will be scheduled to take place at 5 p.m. at the Council Chamber located at 1200 Carlsbad Village Drive; and
WHEREAS, special meetings of the City Council will be called as necessary following the requirements of the Brown Act, specifically California Government Code section 54956.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows:
1.That the above recitations are true and correct.
2.That the 2023 calendar establishing the dates and locations for regular City Council meetings {Attachment A) is approved.
3.That the 2023 calendar will be posted to the city's website.
4.That all regular meetings will be scheduled to take place at 5 p.m. at the Council Chamber located at 1200 Carlsbad Village Drive.
