Adopt a resolution approving a professional services agreement with GHD Inc. to provide engineering and construction support services for the Kelly Drive and Park Drive Complete Street Improvements, Capital Improvement Program Project No. 6075, and authorizing the City Manager to execute the agreement.

Executive Summary
The City of Carlsbad is working to design roads that will encourage drivers to slow down, improve pedestrian and cyclist safety and improve access and connectivity to trails, creating what are known as "complete streets."
To enhance safety and connectivity for all users, complete street improvements for Kelly Drive and Park Drive near Kelly Elementary School include:
• Traffic calming, or slowing down speeds, with roundabouts at Kelly and Hillside drives and Kelly and Park drives
• Wider sidewalks
• Realigned crosswalks
• Buffered bike lanes
• A biking and walking connection from El Camino Real to the Agua Hedionda Lagoon While this project was initiated in 2017, before the city’s current traffic safety emergency, the proposed improvements support the city’s focus on creating safer streets for all modes of transportation.

To continue design of the project, staff request that the City Council approve a professional services agreement with GHD Inc. (Attachment A to Exhibit 1) to prepare the plans, Aug. 22, 2023

specifications, technical studies and cost estimates for construction of the Kelly Drive and Park Drive Complete Street Improvements Project, for an amount not to exceed $475,803.

The agreement requires the City Council’s approval under Carlsbad Municipal Code Section

3.28.060(D)(5) because it will cost the city more than $100,000 per year.

Explanation & Analysis
Project goals
The project will make improvements to enhance safety along Kelly Drive from El Camino Real to Park Drive and along Park Drive from Kelly Drive to Neblina Drive. (A location map is provided as Exhibit 2.) The goal is to create a roadway on which people can easily and safely get where they want to go through their choice of travel, whether by driving, biking or walking.

This project is included in the Carlsbad Comprehensive Active Transportation Strategy, which was developed in coordination with the Trails Master Plan.

The project also aligns with the strategic objective identified in the Carlsbad Strategic Plan to “manage, maintain and enhance the city’s roadways to provide a safe, efficient and cost- effective multi-modal transportation system,” that is, one suited for all means of getting around.

Public input
Since the project planning began and through 2022, community feedback has helped shape the design of the proposed improvements. Based on that feedback, the project incorporated:
• Improved pedestrian safety with designated crosswalk areas and shortened crossing distances
• Maintained and enhancing street parking for residents and users of Laguna Riviera Park • Added a designated right turn only lane on Kelly Drive into the school parking lot from Hillside Drive separate from the lane for through traffic • Improved the design of the intersection control object markers that are currently in place
• Implemented buffered bike lanes and a separated multiuse path within the project area • Refined the design of the roundabout at Kelly and Hillside drives to ensure delivery trucks, trash trucks and emergency vehicles can navigate the roundabout Traffic & Mobility Commission review
The Traffic & Mobility Commission, on Dec. 5, 2022, supported staff’s recommendation to create buffered bike lanes along Kelly Drive, from Hillside Drive to Park Drive, and on Park Drive from Kelly Drive to Neblina Drive. It also supported installing what is known as an urban compact roundabout at the intersection of Kelly Drive and Hillside Drive. An urban compact roundabout, a smaller and less expensive type of roundabout, is an effective and low-cost way to make the intersection safer and easier to use for pedestrians and bicyclists by slowing vehicle traffic down.

Staff then outlined the next steps to finalize the construction plans and environmental documents for the project and to obtain the necessary permits.

Bidding process
• Staff posted a request for proposals soliciting professional design services for the project on March 3, 2023
• Three proposals were received on April 5, 2023
• A selection committee comprised of city staff evaluated and rated the proposals using the criteria specified in the request for proposals, in accordance with Carlsbad Municipal Code Section 3.28.060.
• Based on a review of the proposals, the selection committee selected GHD Inc. as the most qualified consultant for the project
• Staff then negotiated the project’s scope of work and fees with GHD Inc.

Fiscal Analysis
Sufficient funds are available to complete this phase of the project. A total of $5,890,000 in TransNet-Local,1 public facilities fee and gas tax funds have been appropriated, as detailed in the table below:

Next Steps
Upon receiving the City Council’s approval, the City Manager will execute a professional services agreement with GHD Inc. Staff then will work with the consultant to prepare plans, specifications, technical studies and cost estimates for construction.

Once the engineering design phase is complete, staff will return to the Traffic and Mobility Commission and the City Council in mid-2024 with a recommendation to approve the work and to authorize advertisement for construction bids.

Staff plan to request that the City Council award a construction contract to the lowest responsive and responsible bidder in late 2024. Construction is expected to start in early 2025 and be completed by late-2025.

Environmental Evaluation
Under Public Resources Code Section 21065, this action to approve a professional services agreement does not constitute a “project” within the meaning of the California Environmental Quality Act in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect change in the environment, so does not require environmental review.

As the design for the Kelly Drive and Park Drive Complete Street Improvements is finalized, the project will be subject to environmental review in keeping with the CEQA Guidelines.

Scope of Work

This project proposes balanced mult i-modal user enhancements to Kelly Drive and Park Drive Compete Street Improvements. With design and public input substantially complete, the City desires to finalize the project plans, specifications, and estimates. The project is required to meet the guidelines of the:

1. City of Carlsbad Engineering Codes, Standards, and Policies (https://www.carlsbadca.gov/departments/community-development/land-development- engineering/engineering-codes-standards-policies),

2. Mobility Element of the General Plan (https://www.carlsbadca.gov/departments/community- development/planning/general- plan)

Task 1 – Project Management
Includes project management, project meetings, invoicing, etc. The Consultant shall:

1.1 Kick Off Meeting
GHD will attend (1) Kick Off meeting with the city to discuss goals, review concepts and get direction to move forward with the update of the preferred alternatives presented in the proposal and discussions during the previous phase of the project. GHD will prepare meeting minutes following the kick off meeting and submit to the City staff within three (3) business days. This meeting is assumed to be a combination of virtual and in-person.

GHD will identify the schedule for the QA/QC process, the QA Lead, and the QC discipline leads for the Project.

GHD will provide the City with a Project specific Quality Management Plan (QMP) for the QA/QC team to follow.

At this meeting GHD and the City will go through the design revisions requested by the City in December 2022 to confirm the revisions to be made to the design. It is assumed that the design revisions finalized at this meeting will be drafted and presented to the City in task 2.2.

1.2 Team Meetings
GHD will schedule and attend regular virtual team meetings with the City and other notable stakeholders/sub consultants as needed to review design progress with City staff. It is assumed that the meetings will be held once a month for a total of 6 months. GHD will prepare a meeting summary following the meeting and submit to the City staff within three (3) business days. Should additional project time or meetings be required, additional scope and fee may be required.

1.3 Monthly Status Reports
GHD will prepare monthly status reports detailing progress and budget at the individual task level. The monthly status reports will be included with monthly invoices.

1.4 Traffic and Mobility Commission Meeting
GHD will prepare graphics and materials for presentation s for one (1) Traffic & Mobility Commission meeting to present the Final plans for public review and comment.

1.5 City Council Meeting

1.6 Quality Assurance / Quality Control (QA/QC)
GHD will provide internal review for quality assurance and quality control with a dedicated QA Lead. The time spent in this task will follow the procedures laid out in the QMP described in task 1.1.

1.7 Project Management
GHD will utilize this task to conduct other project management activities, such as value engineering and construction feasibility as needed to keep the project within schedule and budget. Project Manager and Lead Engineer will notify City staff of any issues that have the possibility of affecting the schedule or budget of the project as soon as they occur.

Task 2 – Investigations

2.1 Basis of Design Memorandum
GHD will develop a Basis of Design memorandum that highlights the standards used for the design of the project, assumptions made, and documents design decisions made by GHD and the City. This document will be updated throughout the design process with any major updates to the assumptions in the project or changes in design direction from what is discussed in the kickoff meeting or project team meetings. The Basis of design memo will be provided after the kickoff meeting and after any subsequent change. Changes will be clearly marked in the document for ease of review.

2.2 Revise Concepts
GHD will prepare revised design concepts of the entire corridor based upon finalized comments obtained during the kick-off meeting. This scope and fee are based upon the anticipated level of effort to make the plan revisions consistent with the comments received in December 2022. Should the comments received at the kickoff meeting significantly change the character or level of effort anticipated, an additional scope and fee may be required.

The design will be revised will be done in 2-D only. This submittal is assumed to include only the 2D layout plans that will include solely the main proposed features including the curb, gutter, sidewalk, edge of pavement, landscape areas, and striping in PDF format. The roundabout at Kelly Drive at Park Drive will be revised to modify the footprint to stay within the existing right of way. Design checks will also be performed on the two roundabouts at the intersection of Park Drive and Kelly Drive and the intersection of Kelly Drive and Hillside drive. GHD will provide tabular documentation of the fastest path analysis and intersection and stopping sight distance considerations. GHD will provide design check exhibits showing design vehicle AutoTURN analysis (buses to navigate without encroaching onto the truck apron and heavy trucks utilizing the truck apron.) GHD will review this updated layout plan and design check exhibits with the city and discuss any changes in the regularly scheduled team meetings described in Task 1.2

It is assumed no additional horizontal or vertical geometric changes will be required after the completion of this task. It is assumed the proposed profile will closely follow the existing roadway profile, therefore, design efforts do not include significant horizontal design considerations.

2.3 Preliminary Lighting & Photometric Analysis
GHD will prepare a conceptual lighting layout, limited to intersection safety lighting, based on city standards and photometrics analysis to meet appropriate lighting levels. GHD will use city selected LED lighting fixture or will propose a fixture if city does not currently have a standard. The conceptual lighting layout will be submitted to the city for approval as described in task 2.2.

2.4 Optimize compliance to the City of Carlsbad BMP Regulations GHD shall limit impervious surfaces to not exceed threshol ds requiring substantial changes in design as required to meet storm water regulations as outlined in Volume 5 of the City of Carlsbad BMP Design Manual.

Task 3 – Engineering Services
The following engineering tasks are expected to be provided by GHD:

3.1 Existing Conditions Review
GHD shall review and evaluate the existing conditions and plans and compile related supplemental data, such as technical reports, information/maps, topograph ic survey, the City’s General Pl an and geographic information system (GIS) inventory/database. The Consultant shall also establish an understanding of the City’s existing and proposed conditions utilizing previously completed survey and studies.

3.2 Drainage Study Updates
GHD will update the existing drainage report to comply with City of Carlsbad design standards and the County of San Diego Hydrology Manual. GHD will address permanent, post-construction water quality requirements by ensuring the proposed improvements and associated documents incorporate water quality elements to comply with Volume 5 of the newly updated City of Carlsbad BMP Design Manual. The project scope shall include a drainage report of which shall include storm water design with hydraulic calculations and hydrology report, water quality improvement plans, storm water quality management plan (SWQMP, E-35), a standard project requirement checklist (E-36), and a draft storm water pollution prevention plan submitted into SMARTS.

To address construction-phase water quality requirements, a draft Storm Water Pollution Prevention Plan (SWPPP) will be completed by GHD and uploaded to SMARTS. GHD assumes the following for this task:
x As a roadway reconstruction project, it is anticipated that the project will be classified as a Standard Project and will incorporate USEPA Green Streets Guidance. x An E-34 Stormwater Standards Questionnaire and E-36 Standard Project Requirement Checklist will be completed to document this approach.

3.3 Surveying Services
The City will provide project survey information for the Consultant’s consideration. The Consultant may consider additional surveying to confirm and/or enhance the existing survey to prepare detailed construction plans for the project improvements. All surveys shall be based on City of Carlsbad standards and delivered in an AutoCAD format using NAD '83 horizontal and NGVD '29 vertical datum, including ASCII point files of all survey ties made.

An existing base map of the site shall be provided to the City in .dwg and .pdf format upon completion of the survey services.

Alta Land Surveying will update supplemental ground topography, locate edge conditions, tie ins and additional shot points from Park Drive from Neblina Drive to Kelly Drive and the entire length of Kelly Drive from Park Drive to El Camino Real. Provide a Cad base file and a sheeted drawing with 1-foot contours and spot elevations.

3.4 Utility Coordination and Relocation
GHD shall review existing utility information and coordinate any relocation with agencies (e.g., SDGE, AT&T, Spectrum, Crowncastle, etc.) to avoid conflicts for proposed improvements. GHD will utilize the existing coordination done and minimize conflicts to the best extent possible when conducting the updates to the design.

3.6 Engineering Design Services – 100% PS&E
The Consultant shall perform engineering design services to provide multi-modal enhancements to Kelly Drive and Park Drive.

This scope of work assumes the 3-D geometrics previously prepared will need to be completely re-done.

Construction documents and plan requirements are outlined in the City of Carlsbad standards, the Mobility Element of the General Plan, and Sustainable Mobility Plan. The design shall include traffic control and address accessibility during all phases of construction.

The City will provide a specification template to the Consultant. The City’s specifications are currently based on the “Greenbook” and the City of Carlsb ad standards. The Consultant shall edit the technical specifications as needed to meet project needs. The format of the design submittals shall be as follows:

The 90% submittal plans shall be submitted with scalable digital files. Complete set of specifications and cost estimate covering all aspects of the Project shall be submitted with the 90% design drawings.

The plans will include the following plan sheets. Should additional sheets be required additional scope and fee may be needed. As a cost savings to the city, GHD has removed the cross sections sheets from the package and will instead utilize the plan, profiles, and typical sections to detail the construction of the corridors.

Structural Scope to Include:

Assumptions
x Civil will provide updated alignment and profile showing TOW and BOW elevations. x Assumes no changes in existing wall design will be required and existing calculations and geotechnical will be sufficient to proceed to construction.
x Assumes no horizontal or vertical changes will be required at this phase of the project and the comments received will primarily be drafting focused.
x Major redesign work not accounted for.
x No modifications required to culvert or other structural components outside of retaining wall along Park Dr. x Assuming preliminary and 100% submittals with drawings, calculations, and specifications.

3.8 Engineering Design Services – Final Submittal for Bid Package (PS&E) Final Submittal for Bid Package - plans shall be submitted with scalable digital files. The submittal shall be complete set of plans, specifications and cost estimate ready for bidding purposes. GHD will modify the 100% plans based on review comments from the City. It is assumed that no additional sheets will be added for the Final Submittal for Bid Package.

3.9 Engineering Design Services – Lighting & Electrical 100% and Bid Package (PS&E) Electrical services will include:

7 Conclusions

1. Loma Laguna has one egress to exit in case of fire

2. Agua Hedionda Lagoon Ecology Reserve has no
control for cleaning up brush to prevent a fire

3. Although no one is allowed in the reserve, homeless people have been found inside the reserve.

4. When questioned at the Traffic and Mobility mtg,
staff had NOT brought up the Kelly/Park Traffic
Circle and had not spoken with the Fire Marshal.

5. Please insure that there is no traffic circle at Kelly/Park Drive for the safety of the Loma
Laguna residents
