Background
On January 4, 2018, the Carlsbad Public Financing Authority (Authority) entered into an 'agreement with JC Management, LLC, for Golf Course Management and Operations of The Crossings. On September 6, 2022, the two entities executed a five-year extension to that agreement. JC Management has employed Tate Stull as the General Manager of The Crossings throughout the two terms of the referenced agreement. The Crossings Steering Committee consists of four staff (i.e., Deputy City Manager -Administrative Services, Finance Director, Parks & Recreation Director, and Parks Services Manager) and three JC Management representatives (Chief Operating Officer, Corporate Director of Golf, and General Manager).
Discussion
On April 26, 2024, JC Management advised staff that Mr. Stull had submitted his two-week •resignation notice, due to accepting a position at a private golf course. Staff thanked Mr. Stull for his commendable service at The Crossings and wished him well in his future endeavors.
According to the maintenance and operations agreement, The Executive Director of the Carlsbad Public Financing Authority has the right to approve the individual who JC Management intends to hire to fill the position of General Manager of The Crossings. For the short term, JC Management has assigned Mr. Eric Jeska, its Corporate Director of Golf Operations, as the Interim General Manager of The Crossings. Mr. Jeska has successfully served as the Acting General Manager of The Crossings during two medical leaves by Mr. Stull since the inception of the agreement.
For the long term, JC Management has posted a recruitment to fill the General Manager position and anticipates conducting interviews of the candidates with the highest ranked applications in approximately three weeks. JC Management will then advise staff of the candidate recommended for the position, and afford the Executive Director an opportunity to complete a review and provide an approval or denial.

Next Steps
Staff will continue to coordinate with Mr. Jeska on the short term operational needs of The Crossings. Staff will also stay in contact with JC Management regarding the recruitment for a long term General Manager.
