1. Adopt a resolution appointing Michael Bryan to the Carlsbad Tourism Business Improvement District Advisory Board.
2. Adopt a resolution appointing Valerie Castillon to the Carlsbad Tourism Business Improvement District Advisory Board.
Executive Summary
The City Council is being asked to appoint two members to the Carlsbad Tourism Business Improvement District Advisory Board, which makes recommendations to the City Council on expenditures for the programs and activities of the business improvement districts, to make recommendations for their annual budget to be approved by the City Council, and to provide end-of-year financial reports of their operations as required by the City Council.
The CTBID Advisory Board consists of seven members who must be confirmed by the City Council and normally serve two-year terms unless the member is from one of the three largest hotels in the city, and those members hold a permanent seat with no term limit.
Explanation & Analysis
Advisory Board Member Patrick Sarte, representing Omni La Costa Resort & Spa, resigned on March 25, 2024, leaving an unscheduled vacancy on the Advisory Board with no term end date.
Advisory Board Member Samantha Beszeditz, representing Grand Pacific Resorts, resigned on March 25, 2024, leaving an unscheduled vacancy on the Advisory Board with no term end date.
The following are the names of the members and the hotels they represent to be appointed to serve on the Advisory Board:
• Michael Bryan, Omni La Costa Resort & Spa
• Valerie Castillon, Grand Pacific Resorts
Exhibit 3 contains the applications of the applicants.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before December 31 of each year the legislative body shall prepare a Local Appointments List, which Oct. 22, 2024

contains the appointive terms of Board and Commission members that will expire in the next calendar year. The name of the incumbent appointee, the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office accepts applications (available on the city’s website and in the City Clerk’s Office) for any upcoming vacancies.

This action has no financial impact.
Next Steps
Following the appointment of two members to the CTBID Advisory Board, the City Clerk’s Office will update the CTBID Advisory Board’s roster and coordinate the oaths of office and the filing of the appointees’ statement of economic interest, ethics training certificate, and sexual harassment prevention training.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment.
