Adopt a resolution approving three new job classifications, PD/FD HQ Custodian I, PD/FD HQ Custodian II, and PD/FD HQ Custodian Aide, and revisions to the Carlsbad City Employees’ Association and Part-Time Salary Schedules.
Executive Summary
The Human Resources Department works with city departments throughout the year to ensure job classifications reflect current duties and qualifications. Job classifications may be added, revised, or eliminated to align with operational changes or changes to service delivery.
The strict background checks required to safeguard highly sensitive and confidential information in the Police Department’s offices make it difficult to hire custodial staff at Police & Fire Headquarters.
Staff recommend:
• Approving three new classifications:
o Police and Fire Headquarters Custodian I
o Police and Fire Headquarters Custodian II
o Police and Fire Headquarters Custodian Aide (Part-Time) • Revising the Carlsbad City Employees’ Association Schedule and Part-Time Salary Schedule to reflect the new classifications.
Under Section 3 of the city’s Personnel Rules, before any job classification becomes effective, it must first be approved by a resolution of the City Council at a public meeting.
Carlsbad Municipal Code Section 2.44.020 – Personnel officer requires any changes to the Carlsbad City Employees’ Association Salary Schedule to be approved by a resolution of the City Council at a public meeting.

The Police Department maintains high standards of screening for staff assigned to work at the Police & Fire Headquarters. This includes a comprehensive background check with a deep verification of employment history and a visit to the employee's home to conduct interviews with family and neighbors. The rigorous background check has made recruiting custodial staff to work at this facility very challenging.
Within the past six years, only three custodians have volunteered to participate in the background process. During this time, three approved custodians retired, leaving only two authorized staff available to service the 55,027 square feet building, which is open 24 hours a day, 7 days a week.
To ensure the department has adequate custodial coverage for the Police & Fire Headquarters, staff are recommending providing an incentive for current or prospective staff to agree to the rigorous background screening required by the Police Department. The recommendation is for the city to create three new job classifications for custodial staff and apply a 10% increase in salary over the standard custodial pay scales.
These custodial employees have access to areas with highly sensitive and confidential information in the Police Department, often with minimal to no supervision, and it is important to ensure the integrity and reliability of employees with this access. Given the critical nature of this responsibility, staff are recommending the new classifications, which are to be listed in the Carlsbad City Employees’ Association Schedule and Part-Time Salary Schedule as:
• PD/FD HQ Custodian I
• PD/FD HQ Custodian II
• PD/FD HQ Aide (Part-Time)
The recommended changes will not increase custodial staff but rather will allow an adjustment in how current staff are classified to maintain the required staffing levels to effectively service the Police & Fire Headquarters.
Fiscal Analysis
The total cost of the proposed adjustments is $18,000 a year.
No additional appropriations are being requested in the fiscal year 2024-25 budget to fund the proposed adjustments because the costs will be covered under the current Public Works Departmental budget.
Next Steps
Staff will finalize the job classifications and amend the Carlsbad City Employees’ Association Schedule and Part-Time Salary Schedule to show the three classifications.
Environmental Evaluation
The proposed action is not a “project” as defined by California Environmental Quality Act Section 21065 and CEQA Guidelines Section 15378(b)(2) and (5) and does not require environmental review under CEQA Guidelines Section 15060(c)(3) as it is a government organizational or administrative activity that will not result in direct or indirect physical changes in the environment.

EREAS, the City Council of the City of Carlsbad , California (“City Council”) has determined the need to create a PD/FD HQ Custodian I classification; and WHEREAS, the City Council has determined the need to create a PD/FD HQ Custodian II classification; and
WHEREAS, the City Council has determined the need to create a PD/FD HQ Custodian Aide classification; and
WHEREAS, the City Council has determined the need to revise the Carlsbad City Employee Association (CCEA) Salary Schedule to include the PD/FD HQ Custodian I and PD/FD HQ Custodian II classifications; and
WHEREAS, the City Council has determined the need to revise the Part-Time Salary Schedule to include the PD/FD HQ Custodian Aide classification.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2.
