CITY CLERK'S OFF/CE
I am writing to formally protest all proposed water rate increases scheduled to take effect on July 1, 2025, January 1, 2026, and January 1, 2027, as outlined in the Proposition 218 notice for the upcoming public hearing on April 22, 2025. As a concerned ratepayer and resident of Carlsbad, I urge the City Council to reject these increases and explore alternative solutions to address the Carlsbad Municipal Water District's financial needs without placing an undue burden on our community .
My opposition to these rate hikes stems from several key concerns. First, the cost of living in Carlsbad is already high, and additional water rate increases will further strain household budgets, particularly for families and fixed-income residents who rely on affordable utilities. In prior discussions, I've highlighted how these increases compound over time, making it harder for ratepayers to plan financially . The proposed schedule spanning multiple years-feels like a relentless escalation rather than a thoughtful, sustainable approach.
Second, I question the necessity of these increases given Carlsbad's leadership in water conservation and infrastructure investments, such as desalination and recycled water programs. While I understand the rising costs of imported water and aging infrastructure, the city should prioritize efficiency and seek state or federal funding to offset these expenses rather than passing them directly onto ratepayers. Previous conversations have underscored that Proposition 218 requires rates to reflect the actual cost of service, yet the justification for these specific increases remains unclear to many of us in the community.
Finally, the cumulative impact of these hikes-effective July 1, 2025, January 1, 2026, and January 1, 2027- threatens to disproportionately affect small businesses and low-income households, potentially driving economic hardship in an already challenging climate. I am very concerned about the proposed water rate increase and strongly object to an increase in the rates that have already increased almost 500% over the past few years. I believe it is time you pushed back on these onerous demands coming out of Sacramento that have ignored the ever increasing cost of living in California.
State Government Has:
• Failed to follow good water management practices (Inexcusable lack of preparation for the LA fires) • Deconstructed dams
• Failed to build infrastructure for water storage and reservoirs that taxpayers voted for in 2014. • Failed to support the farmers' water requirements (whose vegetables feed the nation). • Allowed water to flow back into the Pacific Ocean to save the smelt (a bait fish). • Mismanaged the state budget (pension deficits; unaccounted expenditures for homelessness, which has gotten worse).
• Failed to follow federal law, because of personal grievances, thus depriving institutions of federal funds. • Subsidized health care and education for illegal aliens (people who do not pay taxes). • Provided water waivers for certain corporations, in particular, The "Wonderful" Company, who make generous campaign contributions.
As our elected city council members, your responsibility is to serve your constituents, not to capitulate to Sacramento's poor policies. I strongly oppose ANY increases in water rates. Let Sacramento tighten its belt.

These fees include proposed water delivery fees, proposed water use fees and proposed recycled water delivery fees.
The proposed increases are too high and are not sustainable and the accellated rate at which you have been raising costs.

This rate increase is beyond ridiculous, especially in these uncertain economic times.
It's an egregious misuse of power to increase financial hardship for those of us who don't know if we'll even have a job or are on tenuous fixed incomes.
You need to radically correct this type of financial exploitation. It's an economic burden we do not need to carry.
The truth is that you do not need any rate increase; what you need to do is LOWER your water rates.
I'm referring to all of this:
1. water delivery
2. water use tiers
3. for all specified dates: 7 /1/25, 1/1/26, 1/1/27
Do the right thing by NOT increasing ANY water rates.

Good morning. Thank you for your email received April 18, 2025. Your email was referred to me for response. Your protest has been provided to the City Clerk's office in advance of the public hearing. Per State law, you may submit a written, signed letter for it to be considered a fully valid rate protest. This may be submitted to the Office of the City Clerk by the close of the public hearing on April 22, 2025. The address is 1200 Carlsbad Village Drive, Carlsbad, CA 92008.
To learn more about why the rate increases are recommended, I can direct you to the cost of service studies. There are actually two - one for potable and recycled water and one for wastewater. The studies identify current and future revenue needs and allocate costs across different customer types and usages of the utility systems. The studies can be found here: www.carlsbadca.gov/rates in the More Information box on the left. You could start with Section 1.6 - Project Findings and Recommendations.
Another option for understanding the rate increases is the recording of the presentation to City Council from Feb. 11, 2025. Here is a link. Just click on Item 8. https://carlsbadca.new.swagit.com/videos/334642 I hope that helps.
Respectfully,
Shoshana

Please accept this email as a formal protest against the water rate increase. Not only are the rate increases egregiously high, the lack of response from our area's council representative and the difficulty in finding information detailing why the rates are necessary wreaks of intentional lack of transparency that is highly concerning and is duly noted for use during the next city elections.

I am submitting this letter as a rate payer and homeowner (address below) to PROTEST the proposed water rate increase in 7/1/2025 and 1/1/2027.
I am specifically protesting the increased rate for 1. Delivery Charges, 2. Usage Charges, 3.
Water Authority Pass Through, 4. Recycles water delivery rates and wastewater rates for the dates above. My concerns with all the proposed rate increases are that these rates are unreasonably high and provided at an unfair cost. We are not given details regarding the delivery charges from the Metropolitan Water and San Diego County Water Authorities. The delivery cost and Metropolitan Water District charges are not explained or investigated as to how they apply to our area. Since the city of Carlsbad has its own water desalination plant, many of these charges should not be applied to its residents.
This email is sent as part of the "opt-in" exhaustion of administrative remedies established by Assembly Bill 2257, codified in Government Code Section 53759.1. If the proposed rates are adopted, there is a 120-day statute of limitations for challenging the proposed portable water, recycled water and wastewater rates in court.
This is my vote AGAINST the proposed water rate increase.

I am writing to formally protest all proposed water rate increases scheduled to take effect on July 1, 2025, January 1, 2026, and January 1, 2027, as outlined in the Proposition 218 notice for the upcoming public hearing on April 22, 2025. As a concerned ratepayer and resident of Carlsbad, I urge the City Council to reject these increases and explore alternative solutions to address the Carlsbad Municipal Water District's financial needs without placing an undue burden on our community.
My opposition to these rate hikes stems from several key concerns. First, the cost of living in Carlsbad is already high, and additional water rate increases will further strain household budgets, particularly for families and fixed-income residents who rely on affordable utilities. In prior discussions, I've highlighted how these increases compound over time, making it harder for ratepayers to plan financially. The proposed schedule- spanning multiple years-feels like a relentless escalation rather than a thoughtful, sustainable approach.
I've previously expressed concern that such increases could discourage water conservation efforts if residents feel penalized despite their diligence. Instead of rate hikes, I encourage the city to incentivize conservation and invest in long-term, cost-saving solutions.
Under Proposition 218, I exercise my right as a property owner to submit this written protest against all proposed water rate increases. I respectfully request that the City Council consider the community's voice and reject these plans at the April 22, 2025, hearing. Let's work together toward a fairer, more equitable approach to managing our water resources.

Over the years, Carlsbad homeowners have made a sincere and effective effort in reducing water use in our City and have been "rewarded" with increased water bills. This does not make any sense. Many of us have made significant investments and improvements in outdoor landscape and irrigation systems and indoor water reducing appliances in an effort to reduce costs. Why are we paying more for water than ever before?
Please assign a few current City staff employees with the ability to uncover fraud, waste, or mismanagement of funds to investigate where the San Diego County Water Authority has been spending our City's ratepayers' money and report their findings to the City's residents.

We strongly protest the proposed water rate increase for the City of Carlsbad. The increasing financial burdens placed on residents are becoming overwhelming due to gross government mismanagement and limiting resources. Government spending, fees and taxes continue to skyrocket with a decrease in basic services placing bigger financial burdens on the people.
I understand water supply issues are mostly at the state level, but there needs to be push back against bad policy. The state should have built more reservoirs and should open the aqueduct. They need to stop catering to radical environmental groups that are more interested in political activism than the environment. Many of their actions are counter productive.

I Thomas Rudden am writing this letter to express my unwavering disagreement and disgust with the proposed water rate increases and sewage bond increases. When the desalination plant was to be built a city wide vote took place to approve and to give the citizens of Carlsbad a lock on rates not to exceed. I am a retiree and on a fixed income, please do not kill the tier one rates; if anything raise the tier two and three rates. Why should families that have paid attention to conservation be penalized. And if so will the city provide a financial compensation for water catchment vessels? In these inflated and uncertain times it is not good time to gouge the responsible voters of Carlsbad.

Dear City Clerk and Members of the Carlsbad City Council,

APR 2 1 2025
CITY OF CARLSBAD
CITY CLERK'S OFFICE

RE: Protest Against Proposed Increase in Water Rates
RECEIVED
APR 2 1 2025
CITY OF CARLSBAD
CITY CLERK'S OFFICE
This letter is to protest the proposed increase in the City of Carlsbad rate increases in Water Rates. I urge the City Council to vote no on the rate increase as it is currently proposed.
While rate increases may be necessary, the proposed rate increases disproportionately fall upon smaller households and those who make efforts to conserve water usage. It especially falls upon seniors who are living on a fixed income and have downsized their residences.
Proposed Change in Usage Rate Tiers from Three to Two
Currently, the hishest rate applies for use of 18 units or over (Tier 3 users). The proposal is to lower the rate for Tier 3 users so that they would be billed at the medium rate. • For Tier 1 users - the new per unit rate is 56% hisher - Increases to $6.24 from $4.00 • For Tier 3 users - the new per unit rate is 14% lower - decreases from $7 .69 to $6.64 Why lower the rate for the larger users at the expense of those who conserve or use less water? Proposed Wastewater Rate Increase
A 50.3% Increase is proposed for slnsle family residences (SFR) by 1/1/27. The rate would increase from $51.74 to $77.77. This increase has a disproportionate effect on small households and those with much lower usage.
Rates for other customers in Carlsbad are tied to water usage -why is that not the same for residential use? Here a single resident of a condo pays the same as a 6-person household living on an acre.
I would like to see Carlsbad follow the lead of San Diego and other cities which tie the sewer charge all or in part to water consumption as this is a more representative of the actual usage of the system.
Thank you for your consideration of my input.
Sincerely,
~vj~

I am writing to protest the proposed rate increase for water services. As a resident of Carlsbad, I believe that access to affordable water is essential for our community's well being.
The proposed increase would place an additional financial burden on families and local businesses, many of whom are already facing economic challenges. It is vital that water remains accessible to all residents, and raising rates could disproportionately affect those with lower incomes.
I urge the Carlsbad Water District to consider alternative solutions. The rate study cited in the Notice of Proposed Rate Increases stated the SDCWA Board of Directors approved in July 2024 increasing wholesale water costs by 14% for 2025. The rate hikes shown on the Notice of Proposed Rate Increases are much higher being passed on to the customer. My own bill calculations show a 36% increase by the end of 2025 and within one additional year(Jan 2027) a 49% increase compared to current rates. In general, I am using less water and paying more. The business webinar recording on March 11, 2025 stated that programs such as Pure Water Oceanside and Pure Water San Diego are making the SDCWA sell less water, so prices per acre-foot go up to the other communities. This makes us pay more while other communities are reducing their reliance on the SDCWA.
Thank you for considering the concerns of your residents. I am opposed to this rate increase for water services.
Sincerely,

I strongly oppose the rate increases for water. Not only do they come at a time of economic uncertainty for our country, but the amount of increase is insane. How are families supposed to afford the basics? Another huge problem is the flat rate increases. There is no incentive to conserve because it will make no difference in cost. We need to reward efforts to conserve to save this precious resource. These increases are a slap in the face to ratepayers. It's sounds like you are trying to get families to pay for your gross mismanagement and poor decisions.
Sincerely,

Dear City Clerk,
I am submitting this letter as a rate payer and homeowner as a PROTEST against the proposed water rate increase in 7 /1/25, 1/1/26 and 1/1/27.
Not only does the increase not align at all with inflation, but the math calculation doesn't add up. The waste removal service increase was equally egregious and this City Council fiscal irresponsibility must stop.
This email is part of the process for the "opt-in" exhaustion of administrative remedies established by Assembly Bill 2257, codified in Government Code Section 53759.1. If the proposed rates are adopted, there is a 120 day statute of limitations for challenging the proposed potable water, recycled water and wastewater rates in court.
This is my vote AGAINST the proposed increase.
