Question: Regarding enterprise funds, could you go into more detail? I followed June 16, 2026

Answer: The golf course has been, and ever since the onset of the COVID-19 pandemic, performing at an exceptionally high level. Each year we have seen revenues higher than their actual expenses, and what that means is we are growing the reserve in the Crossings Golf Course fund.

There is a practice each year to try to take 10% of the projected golf course revenues and set that aside. The golf course is reaching the age of 17 or 18 years, so we know that in maybe another five to 10 years additional investments could be needed. Over the last four or five years, the reserve has increased from about $4 million to $11 million, so it is performing at a very high level. Our Parks & Recreation Director and I (the Finance Director) sit together on a monthly steering committee working with the firm that manages the golf course operations to review their operations and financial performance just to make sure that they are staying the course, and they have met and exceeded expectations.

The simplest way to understand enterprise funds is to compare them to private businesses. Enterprise funds are separate and apart from the General Fund because the primary intent of an enterprise fund is to sustain its own operations with its own respective revenues. That is very different from the General Fund, where the majority of revenue is from general tax dollars.

Question: It would be nice to see a pie chart broken down by department for expenditures. Additionally, I would like to see how the Police Department’s total number of full-time equivalent staff compares to other similar cities.

Response: In our comprehensive report that we rolled out to the City Council in March 2025, and then March 2026, we have a comparison of police departments within the region. Carlsbad has consistently been around 6th or 7th in the region and in terms of per capita officers to residents, so we are on the lower end of most agencies within the county currently.

Comment: Carlsbad has a long record of working to protect and valuing public access to coast. When the California Coastal Commission ordered access to be open on the Levy property, the next day, it was open. Lagoon access is a different story. The gate was open, but the trail is impassable.

I was surprised to hear that city has sided with Levy to block lagoon access. I would recommend the city rethink that position.

Response: The city does not comment on pending litigation. The courts view parties that do that very disfavorably. The city has not sided with Mr.

The city was named as a real party of interest in the lawsuit, and the city has responded on its own behalf, and not on behalf of Mr. Levy or the Commission. The city's position is that it has not accepted that trail easement, which is why you have not seen any work done on that trail at this point.

Comment: When the Habitat Management Plan was adopted 20 years ago, it included the requirement to do a wildlife movement study. That study has been done and was posted. It included recommendations to improve connectivity and wildlife movement. Some of those are expensive and nothing has happened on those. Some of them are very low cost, including doing a better job of removing sediment and vegetation, particularly at the entrances to storm drains that are often used for movement, particularly under roads. I was very pleased to learn yesterday that staff is considering $5 million for stormwater maintenance. I understand you're in the process of updating the stormwater maintenance program, so it's critical to make sure that with this update that those essential changes to protect wildlife are really incorporated into that plan.

Response: The city has been looking at the recommendations from that study. A lot of the recommendations evaluated were the lower cost measures, which involve a lot of clearing drains or other areas, and once you've cleared them, debris comes back, so it's an ongoing maintenance issue.

We are continuing to look at this and we'll be involved with the drainage master plan as it is developed.

Question: When I notice issues with traffic lights, who can I contact? For instance, sometimes trying to turn left from Alga Road onto El Fuerte Street, I have to wait three times for the left turn to be green.

Answer: We encourage people to contact us with concerns like this. If it seems like something is not operating right, please contact us. We have an app, CarlsbadConnects, that you can use to contact us. You can also call the Transportation team and we really appreciate the feedback. If we don’t hear that something is not working, we don’t always know it needs to be fixed. I’ll let my team know about this issue, it could be detection not working, we will look into this.

Post-
workshop
follow-up:

After the workshop, city Transportation staff visited this intersection and inspected the signal. Staff reset detection cards and cleaned cameras at the intersection the following day and confirmed after the work that signal detection was working correctly.

ORT OF LIBRARY STAFF BUDGET RECOMMENDATIONS FOR FISCAL YEAR 2026-27 On Ja
n. 28, 2026, the Library Board of Trustees received a presentation summarizing city direction on preparation of the fiscal year 2026-27 budget. At the April 22, 2026 meeting, the Library Board of Trustees received an update on the resulting library budget submission. At the May 27, 2026 meeting, staff shared City Council direction following the preliminary budget presentation on May 19, 2026.

Pursuant to Carlsbad Municipal Code Section 2.16.060, the Library Board of Trustees “…may make recommendations to the city council and advise the city council in matters pertaining to…the amounts of monies required to operate the library.” At this meeting, by proper motion and vote, the Library Board of Trustees determined that it supports staff’s budget submission.
