Special Meeting
CALL TO ORDER: 5:30 p.m.
ROLL CALL: Blackburn, Bhat-Patel, Burkholder, Shin.
Absent: Acosta.
City Manager Geoff Patnoe welcomed the attendees to the Fall 2026 Citizens Academy and shared background information on the Academy.
City Manager Patnoe introduced the City Council. They each provided opening comments and expressed their support for the residents’ participation in the Academy.
City Manager Patnoe gave a presentation on the role of the City Manager’s office and Carlsbad City Government.
City Attorney Cindie McMahon gave a presentation on the role of the City Attorney and Legal Foundations of Government.
City Manager Patnoe called a recess at 6:40 p.m.
Director of Constituent & Clerk Services Faviola Medina reconvened the meeting at 6:50 p.m.
Director of Constituent & Clerk Services Medina provided an overview of the services and resources offered by the Clerk Services department.
Intergovernmental Affairs Director Jason Haber gave an overview of the city’s legislative advocacy program and intergovernmental affairs.
Communication & Engagement Director Amy Ventetuolo provided an overview of the Communication & Engagement Department and thanked the residents for attending the Academy.
Community Relations Manager Stacy Brandt provided program reminders regarding Session 2 to be held the following week.
