I am interested in serving on the Agricultural Conversion Mitigation Fee Committee and the Environmental Sustainability Commission because I care deeply about preserving and enhancing the natural environment that makes Carlsbad such an exceptional place to live. I value the City’s beaches, lagoons, open spaces, wildlife habitat, and other natural resources, and I would welcome the opportunity to contribute to their thoughtful stewardship for future generations. As an attorney with the California State University, I have experience with environmental and land-use matters, including CEQA, and understand the importance of carefully evaluating environmental impacts, competing interests, regulatory requirements, and long-term consequences when making public decisions. My professional experience has also given me considerable experience analyzing complex issues, working collaboratively with diverse stakeholders, and providing objective, practical advice to public agencies.

Please describe your educational background

Please describe relevant experience
I cannot know whether I am the “best fit” without knowing the backgrounds and qualifications of others who are willing to serve. I can, however, explain why I believe I would bring relevant experience, sound judgment, and a genuine commitment to the work of these bodies. I am an attorney with the California State University and have substantial experience advising a large public institution on complex legal and policy matters. My work requires me to evaluate competing interests, understand and apply regulatory requirements, work collaboratively with individuals holding different perspectives, and provide objective, practical advice. I also have experience with environmental and land-use matters, including CEQA, which would be particularly relevant to the Agricultural Conversion Mitigation Fee Committee and Environmental Sustainability Commission. Beyond my professional background, I have a strong personal interest in conservation, wildlife, open space, and the natural environment.

Please describe your current or past community involvement My volunteer experiences have exposed me to a wide range of community needs and reinforced the importance of contributing one's time and skills where they can be useful. My service has included bicycle safety education through the Beach Cities Health District and Beach Cities Cycling Club, boating skills and safety training with the Girl Scouts, guidance to probationers in the Orange County Volunteers in Probation program, service as a volunteer settlement officer for the Los Angeles Superior Court, sponsorship of a Girls, Inc. extern, volunteering with a therapeutic riding program, and participation in Ballona Creek cleanup events. These experiences have allowed me to work with people of different ages, backgrounds, abilities, and circumstances and have broadened my understanding of the many ways a community can support its members.

I serve as an attorney to the California State University Risk Management Authority and to the CSU Auxiliary Organizations Risk Management Alliance. In those roles, I provide advice to the executive boards and directors on governance issues, risk assessment, and litigation management. I also served as an informal advisor to board of directors of the PV Bike Chicks cycling club,

Additional information or comments
I moved from Hermosa Beach to Carlsbad in October of 2025 and I am looking for ways to support my new community. I plan to be here for a long time and would be honored to serve this beautiful city.

I am a 30-year resident of Carlsbad. I raised my children here. Our family loves Carlsbad, and we can't imagine a better place to raise a family. I now have the capacity to give back to my community, and serving on a committee makes the most of my experience as an environmental and land use attorney. A committee position would afford the opportunity to contribute to and shape future land use decisions that are essential to maintaining the balance between growth and economic development, on one hand, and preservation of the natural environment, on the other. The agricultural mitigation committee is of particular interest because I have extensive experience working on mitigation projects. The Buena Vista Lagoon committee is important to me because I live right next to the lagoon and follow continuing plans to improve it. The planning commission would provide the greatest opportunity to be a part of the City's land use planning for the future.

Please describe your educational background
BA in Philosophy, Occidental College; MA in Philosophy, Univ of North Carolina, Chapel Hill; JD with specialization in public policy, UCLA.

Please describe relevant experience
I have 25 years experience as an environmental and land use attorney. I specialize in environmental permitting for infrastructure and public works projects under state and federal regulations, including the Endangered Species Act and Clean Water Act. I have extensive experience in the planning, acquisition, and approval of compensatory mitigation projects in California including a 300+-acre managed marsh and a 500-acre wetlands and riparian mitigation. Prior to my legal career, I worked in conservation education at the San Diego Wild Animal Park (Safari Park) and a private organization. In these positions, I managed staff and provided public presentations about the natural world.

Please describe your current or past community involvement I have participated in numerous trail maintenance projects and community events support with Parks & Recreation with my children.

I am interested in serving on this particular advisory committee because I would like to support and participate in our City's effort to provide a beautiful and functional community for its citizens. The Ag conversion mitigation fee is a useful and ethical fundraising tool that both dissuades the conversion of open space land to developments, but also makes the most of those developments by providing funding for other initiatives around the city. With my construction budgeting background, I'd like to help make sure funds are used wisely and any projects budgeted for appropriately.

Please describe your educational background
I graduated from Cal Poly San Luis Obispo with a bachelors degree in Construction Management.

Please describe relevant experience
I spent the last 11 years working for a large commercial construction company in San Diego, and am now about to acquire my own General B General contracting license (I have never contracted with the city of Carlsbad). My understanding is that this citizen committee meets to help determine where the Agricultural conversion fee money will be spent. My expertise in construction projects, timelines, logistics required for them, and their budgets would be very beneficial input for the committee. In addition to my construction background, I am a frequent user of Carlsbad's outdoor spaces. I am very familiar with the city and can offer a thoughtful perspective on the allocation of the funds.

Please describe your current or past community involvement I am starting my community involvement journey here in Carlsbad. I have previously volunteered at various housing shelters in Oceanside and Vista, and I participate each year in Ionis's surf away SMA event (this year being held at Oceanside pier). Giving back to and participating in the community in which you live is a foundational belief of mine. Since my wife and I moved to Carlsbad 2 years ago, we have decided that this is the place we will put down our roots. Applying to join this committee is my first attempt at making good on that commitment!

I have never held a role on any boards, commissions, or committees. I did lead a few committees at my former employer, for employee training and community involvement.
