E
xplanation & Analysis
On March 10, 2026, the City Council authorized the formation of the Ad Hoc City Council Veterans Memorial Park Veterans Recognition Subcommittee and appointed Council Members Burkholder and Shin to serve on the subcommittee. The subcommittee’s purpose is to gather input from veterans, nonprofit veteran organizations, and community members on concepts to honor and recognize veterans at the future Veterans Memorial Park.

The subcommittee held its first meeting and received a staff report on June 30, 2026 (Exhibit 1).

At the meeting, staff provided an overview of the community engagement on the overall park, the community engagement specific to the veterans memorial plaza, and the elements of the plaza which were included in the City Council approved plans and specifications to honor and recognize veterans at Veterans Memorial Park. Staff also presented an overview of the public outreach and selection of the public art for the park, and the public outreach for this subcommittee. Lastly, staff presented an overview of additional memorial and honorific recognition opportunities, including the city’s existing Memorial Program and City Council Policy No 48 on Naming Rights, as well as the results of a survey of Southern California entities’ veterans recognition programs for the subcommittee’s consideration. The subcommittee then received input and suggestions during public testimony and gave staff direction on further pursuing additional opportunities for veterans recognition elements within the park.

Item #1 Page 1 of 19
The subcommittee held its second meeting and received a staff report on July 29, 2026 (Exhibit 2). Staff presented a summary of the subcommittee’s first meeting and presented conceptual renderings of the donation-supported veterans recognition elements, and other opportunities for veterans recognition elements requested by the subcommittee. The subcommittee then received additional input and suggestions during public testimony and again gave staff direction on pursuing additional opportunities for veterans recognition elements within the park.

Veterans Recognition Elements Currently Proposed
This staff report summarize the outcomes of the prior two subcommittee meetings and provide a summary table of the proposed additional opportunities for veterans recognition elements within the park. The subcommittee is being asked to vote to accept these proposed elements, donation amounts, and estimated construction costs presented by staff as its recommendations to the City Council. The subcommittee’s recommendations will then be considered by the City Council at a future City Council meeting.

Item #1 Page 2 of 19
Donation-Supported Elements
During the July 29, 2026 meeting, the subcommittee inquired about the content and formatting of the donation-supported veterans recognition elements within the park. Staff noted that the content of these elements could include imagery of military dog tags, medals/commendations, and the paying of respect to gold star families and prisoners of war.

Staff additionally advised that the city’s existing memorial program includes content and formatting parameters for its [5” x 8”] bronze plaques (Exhibit 4), and indicated further research was being conducted on the content and formatting parameters of other agencies’ donation-supported veterans recognition elements. Staff completed that research - and a survey of other agencies’ donation amounts for like veterans recognition elements - and applied that data. As a result, staff are proposing the following donation-supported veterans recognition elements at Veterans Memorial Park be added to the city’s Memorial Program:

Bricks/Pavers (installed in ground)
Brick/Paver Size Content/Formatting Donation Amount
6” x 6” 2 lines, Utopia std. font, upper/lower case $150 6” x 12” 4 lines, Utopia std. font, upper/lower case $250 12” x 12” 4 lines expanded, Utopia std. font, upper/lower case $350 P
laques/Tiles (mounted on walls)
Plaque/Tile Size Content/Formatting Donation Amount
5” x 8” 5 lines, Utopia std. font, upper/lower case $250 8” x 8” 8 lines, Utopia std. font, upper/lower case, imagery $450 12” x 8” 12 lines, Utopia std. font, upper/lower case, imagery $650 I
n response to public input received at the July 29, 2026 meeting, the subcommittee expressed interest in the further vetting of hanging donation-supported streetlight banners in front of the park and along prominent streets in the vicinity of the park. Staff acknowledged that the subcommittee’s initiative was to focus on veterans recognition elements within the park itself, but the concept of banners outside the park could be considered as part of a future CIP.

Public Art Components Previously Approved
The table below provides a summary of the public art components previously approved by the City Council as part of the entitlement process for Veterans Memorial Park. The elements listed in Table 1 will be in addition to the components listed in the table below.

Subject: Comment for Ad-Hoc Veterans Memorial Park Recognition Sub Committee, Sept 30, 2026 Dear Councilmembers Burkholder and Shin:

My parents moved our family from Virginia to Carlsbad decades ago when my father was stationed at Camp Pendleton just prior to leaving for his last tour of duty overseas.

After years of living in military
housing, they bought their first home – which turned out to be their last home – in Carlsbad. Although my father passed two years ago on July 5, my mother continues to live in their home. They love Carlsbad.

What a great gesture it would be to our veteran’s, active-duty military and their families for the city of Carlsbad to offer a banner program at the Veterans Memorial Park to honor the service and sacrifice of Carlsbad’s sons and daughters.

Having just driven across the country, I can attest to the number of small towns which have adopted these banner programs. What a tribute it is to see the faces and names of those willing to serve their community by serving our country in the military.

While this banner program would cost the city nothing, it would certainly demonstrate the gratitude we have for these men and women and their families, who gave so much for our liberty and protection.

Please support the Armed Forces Street Banner program as part of the package for the Veterans Memorial Park
Thank you for your attention to this matter.

God Bless America.

Kelly Le Berthon

Another reminder is that Queer NaƟon is dedicated to the belief that they are as important to America…as are Veterans. Thus, every sentence and every idea that Patriots are currently using to promote these endeavors will be uƟlized by Queer NaƟon when they demand the construcƟon of Queer Park.

Expect anƟ-Pentagon demonstraƟons at Veterans Park on a regular basis.

Because of the inevitability of the above predicƟons, I sƟll support the simple name/re- name to Central Park. For me,
I am content with the federal holiday known as Veterans Day.

City Clerk is requested to widely distribute these comments of mine.

To our Carlsbad City Council members and City Staff, I fully support the Diane Lech’s initiative to create an Armed Forces military banner program for Carlsbad. And I appreciate other supporters of this worthy cause, including Kelly Le Berthon, the creator of Carlsbad USA250, and others. This initiative is a moving tribute to those who selflessly have and will serve our wonderful country. And this initiative reflects very well on our citizens of Carlsbad.

I am a retired United States Marine Colonel, having served 30 years, including in the Pentagon, where I shepherded the Pentagon’s crisis response on 9/11; as well as Battalion and Regimental command spanning several contingencies and 56 countries.

To our civic leaders, who also serve us selflessly, thank you for putting forth this Patriotic initiative, and thank you, for your service.

Please feel free to contact me if you desire.

Subject: Ad-Hoc committee on Veterans Park comments
I’m submitting the following comments on the elements in the park. But first I’d like to thank the city for committing to this park to honor veterans, many of whom have lived in Carlsbad for many years.

I submit the following:
- add an element which honors POW/MIAs with a flag and their story. - instead of a plaque honoring the Merchant Marine, add a more significant tribute to them. They are a critical part of the Naval forces, operating all the supply support ships (USNS) that sail with all the fleet, providing food, fuel, and stores, replenishing the fleet at sea, which is a critical aspect of the fleet’s ability to operate at sea worldwide.

Sincerely,

My suggestion for your consideration is at the peak of the park or path there be an attraction. A point that people walk or cycle to. I believe that one attraction is the infinity ring piece of art.

Either near that or in another adjacent high point perhaps to balance be an area of bronze plaques symbolizing each of the military branches (including space force) with the flag of each of the departments in formation.

Or the bronze plaques be at eye level as a memorial in granite or quartz wall with a flagpole and a large US flag centered.

Just an idea!
Excited about the completion of this park. I wish there was a shell for concerts as well nearby . That way Memorial Day , Independence Day and Veterans Day can be commemorated with concert bands, community or military bands and performances. ( like the Dorothy Pavilion or the Boston symphony she’ll)

Continue the great work and communication!!
