ITEM FOR COUNCIL CONSIDERATION
Approval of Revisions to the Compensation Schedule for Part-Time, Temporary, and Seasonal Hourly-Rated Employees.
STAFF RECOMMENDATION
Approve Revisions to the Compensation Schedule for Part-Time, Temporary, and Seasonal Hourly-Rated Employees, by adopting Resolution No. 6138, effective May 28, 2022.
Sample Motion: I move to adopt Resolution No. 6138, as read by title only, approving revisions to the Compensation Schedule for Part-Time, Temporary, and Seasonal Hourly-Rated Employees.
BACKGROUND
Hourly rated employees of the City of Carpinteria are not hired for any specified term and are considered to be "at-will" employees who are not eligible for benefits. PartTime, Temporary, and Seasonal employees are hourly rated employees in positions which are required to work less than 999 hours per fiscal year. These positions are hourly-rated non-career positions where there is no established career path.
To comply with Senate Bill 3, the California Minimum Wage Law of 2016, any positions earning below state minimum wage were adjusted in 2014,2015, 2016,2017 ,2018, 2019,2020,2021, and 2022. Beginning January 1,2022, the current minimum wage in California is $15 per hour. ln future years, California minimum wage law will require application of an annual inflation-related increase tied to the U.S. Consumer Price lndex (CPl) and not to exceed 35% in a year.
At its regular meeting of May 23,2022, Staff updated the City Council on the challenges of recruiting and hiring staff to fill Lifeguard positions and other part-time, seasonal staff.
Revisions to the Compensation Schedule for Part-Time, Temporary, and Seasonal Employees June 6,2022
Staff recommended, and Council concurred, that the Council considers increasing pay for this group of positions in order to remain competitive in the current market.
The purpose of this agenda matter is to allow the City Council an opportunity to approve revisions to the Compensation Schedule for Part-Time, Temporary, and Seasonai Hourly-Rated Employees, which, in particular, would allow for offering higher starting pay to Lifeguards and other Part-Time, Temporary, and Seasonal Hourly-Rated employees (see the attached schedule)..
DISCUsstoN
To be competitive, it is recommended that the complete compensation schedule of hourly rated positions be updated by a uniform 5% step increase effectively on May 28, 2022, the first full pay period in June 2022.
The City recruits seasonal employees (e.g. pool and beach lifeguards, swim instructors, junior lifeguards' instructors, and aqua aerobics instructors) annually between May and June. lt is a challenge to recruit during these months because the City also competes with other public agencies in the area who are hiring for similar positions.
Currently, the City of Santa Barbara is paying Pool Lifeguard, Swim lnstructor, and Junior Lifeguard lnstructor up to $21.64 per hour, and for Beach Lifeguards they are paying up to $25.60 per hour, the County of Santa Barbara is paying Pool and Beach Lifeguards up to $21.00 per hour, California State Parks is paying Lifeguard I up to $19.93 per hour, and the City of Port Hueneme is paying eooi l-itbguaids, Junior Lifeguard lnstructors, and Beach Lifeguards up to $19.8S per hour. ln addition to competing with neighboring agencies, the City is also having to compete with applicants who would normally apply but are now choosing retail or restaurant jobs that offer higher pay. Additionally, adjusting the compensation for hourly empLoyees is critical for the recruitment and retention of hourly employees and an effective and efficient workforce to serve the community.
The City's current pay for Jr. Lifeguard staff is $15.91. Pursuant the proposed revised schedule, the pay would by $20.t0
POLICY CONSISTENCY
The City has an interest in maintaining competitive salaries in order to help successfully recruit and retain employees.
FINANclAL coNsr TIONS
Budget adjustments due to the increase in the new wages are being allocated in the Fy 2022-2023 budget.

LEGAL AND RISK MANAGEMENT CONSIDERATIONS
There are no legal or risk management considerations presented in this report.
OPTIONS
The City Council could choose to make the recommended adjustment, something less, or not approve the change to the Compensation Schedule of Hourly Rated Positions. 1) Adopt and approve the attached Compensation Schedule of Hourly Rated Positions effective May 28, 2022. (staff recommendation). 2) Direct staff to modify the Compensation Schedule of Hourly Rated Positions effective May 28, 2022, in which case the matter may need to be continued to a future Council meeting.
3) The City Council could choose not to approve the Compensation Schedule of Hourly Rated Positions and direct staff as appropriate

ITEM FOR COUNCIL CONSIDERATION
Authorization for additionalwork at additional cost on the heating and air conditioning system at the Carpinteria Community Library.
STAFF RECOMMENDATION
Action ltem X _; Non-Action ltem _
Authorize an additional $15,453.00 to fund additional repairs to the HVAC system at the Carpinteria Community Library.
Sample Motion: I move to authorize an additional $15,453.00 to fund additional repairs to the HVAC system at the Carpinteria Community Library. fihis motion requires a roll call vote.)
BACKGROUND
On April 25, 2022 the City Council authorized a purchase order in the amount of $42,550.00 to repair and replace the HVAC system at the Library. At the time of the original estimate for these repairs, the system's intake and distribution ducting was assumed to be in satisfactory condition.
The authorized repairs and replacements were commenced on June 1. Upon dismantling of the HVAC system, it became apparent to the contractor that the ducting was not properly engineered, in significant disrepair and not in conformance with current energy efficiency standards. At the City's request, the HVAC service company has provided an estimate to perform a complete ducting replacement in the amount of $15,453.00.
DISCUSSION
The proposed replacement of the existing ducting is comprehensive and will remove all of the old installation. The old installation appears to be an assemblage of previous work performed at different times over the years. This is not uncommon for an older building. The old installation is in serious disrepair and has many years of dust and Appointments to the Harbor SealAdvisory Committee

dander accumulations. Comprehensive replacement is recommended in order to correct system design deficiencies, optimize the system for public health and for system energy efficiency.
POLICY CONSISTENCY
The proposed action is consistent with prior actions of the City Council that were taken to support city operation and maintenance of the community Library.
FINANCIAL CONSIDERATIONS
The proposed action is to augment the Library HVAC repairs with an additional $15,453.00 of funding in order to complete the recommended repairs. These funds are available in this fiscal year's Library Program Budget. lf approved by Council, the expense will be paid from account no.202-5s0-s761 Major Equipment.
LEGAL
The work is quoted with all payroll paid at prevailing wages.
