Levine Act Warning
Applicants and their agents before the City Council are subject to the campaign disclosure provisions detailed in Government Code Section 84308. No City Council Member may accept, solicit, or direct a contribution of more than $500 from any party for 12 months following the date a final decision is rendered by the City. No City Council Member may accept, solicit, or direct any contribution from an agent of the party during the same time frame. This prohibition commences when an item involving the entitlement has been placed on the City Council’s agenda for a public meeting, when the City Council Members knows the action is within the City Council’s jurisdiction and it is reasonably foreseeable that it will come before the City Council as a decisionmaker, or when the proceeding is before the City Council for its decision. A party to a City proceeding —which includes both applicants and agents—shall disclose on the record of the proceeding any contribution of more than $500 made to any Council Member by the applicant, or any donations made by the agent, during the preceding 12 months. No party to a City proceeding, or agent, shall make a contribution to a Council Member during the proceeding and for 12 months following the date a final decision is rendered by the City. Prior to rendering a decision on a City proceeding, any Council Member who received contribution of more than $500 within the preceding 12 months from any party, or who received any donations from an agent, to a proceeding shall disclose that fact on the record of the proceeding, and shall be disqualified from participating in the proceeding. However, if any Council Member receives a contribution that otherwise would require disqualification, and returns the contribution within 30 days of knowing about the contribution and the relevant proceeding, the Council Member shall be permitted to participate in the proceeding. If you believe that these provisions apply to you or a Council Member, please inform the City Clerk at the earliest possible opportunity. Failure to do so may affect the City’s ability to process your application.

BACKGROUND / DISCUSSION
The City Council of Carpinteria serves as the trustee of the City's public funds and is authorized to make investment decisions in accordance with the Prudent Investor Standard. The Prudent Investor Standard of the California Government Code Section 53600.3 states:

POLICY CONSISTENCY
The City is in compliance with the adopted Statement of Safekeeping and Investment of Public Funds.

FINANCIAL CONSIDERATIONS
Cash Statement: On July 31, 2025, the City held cash and cash investments as shown in Table 1 below.

Table 1
Investments:

Changes in the market value of treasury securities are inversely proportional to changes in interest rates demanded in the open market (i.e., when rates rise, market values fall, when rates fall, market values rise).
changes in market rates is a function of its days to maturity and coupon rate. Securities with longer maturities and/or lower coupon rates are more sensitive to changes in market interest rates. As a security matures, changes in its value become less sensitive to market rate fluctuations.

As of July 31, 2025, the portfolio was 2.15 years, the
average coupon rate was 2.9%, the average yield to maturity was 4.05%, the par value was $9,500,000, and the market value was $9,434,657.85.

The City does not intend, nor does it have any foreseeable need, to sell its securities. to hold all securities to maturity, and securities so
held are redeemed at par value, resulting in no net market gain or loss. investments and cash activity for the month.

Cash and Investment Beginning of the Month $ 15,559,674.88 Cash Receipts (7,154,540.08)
Cash Disbursements 4,723,744.85

crashes so all roadway users can safely arrive at their destination. OTS uses Federal Highway Safety Program funds to provide grants that help state, county, and local agencies implement highway safety plans. OTS does not directly fund non-profit organizations; however, such entities are eligible for funding through a local agency grant host.

In 2022, MOVE Santa Barbara County requested the City serve as the local agency grant host for an OTS Pedestrian and Bicycle Safety Program grant, resulting in a successful grant application for $65,784 in awarded funding. The grant funded activities such as safety fairs, educational presentations, safety gear distribution, program material development, and community bike rides. The grant concluded successfully in September 2024.

In December 2024, the California Office of Traffic Safety (OTS) announced the return of federal grant opportunities for local agencies and non-profit organizations. The federal grant opportunities, similar to those in 2022, were in the following traffic safety programs:

Alcohol Impaired Driving
Distracted Driving
Drug-Impaired Driving
Emergency Medical Services
Motorcycle Safety
Occupant Protection
Pedestrian and Bicycle Safety
Police Traffic Services
Public Relations, Advertising, and Marketing Program
Roadway Safety and Traffic Records
In January 2025, MOVE Santa Barbara County contacted the Public Works Department requesting the City to partner as the local agency grant host for the new round of funding. In consultation with the City, MOVE Santa Barbara County selected the Pedestrian and Bicycle Safety Program because the Program aligns with its work and is The objectives of the
Pedestrian and Bicycle Safety Program1 include:

1. Reduce the number of persons killed in traffic crashes.

2. Reduce the number of persons injured in traffic crashes.

3. Reduce the number of pedestrians killed in traffic crashes.

4. Reduce the number of pedestrians injured in traffic crashes.

5. Reduce the number of pedestrians killed under age 15 in traffic crashes.

6. Reduce the number of pedestrians injured under age 15 in traffic crashes.

7. Reduce the number of pedestrians killed over age 65 in traffic crashes.

8. Reduce the number of pedestrians injured over age 65 in traffic crashes. 1 Per National Highway Traffic Safety Administration (NHTSA).

Increase bicycle helmet usage.

MOVE Santa Barbara County submitted a grant application for the amount of $30,500, and, on June 4th, 2025, received notice from the Office of Traffic Safety (OTS) that the application had been approved.

The purpose of this agenda matter is for the City Council to adopt Resolution No. 6418, authorizing the City Manager to execute a Grant Agreement with OTS for the Pedestrian and Bicycle Safety Program on behalf of MOVE Santa Barbara County; and approve a budget appropriation in the amount of $30,500 for Fiscal Year 2025-26 Budget.

DISCUSSION
Pursuant to OTS grant requirements for federal funds, the governing body of the local agency grant host (i.e., City) must adopt a resolution to execute the Grant Agreement.

The proposed Resolution No. 6418 (Attachment A) would serve that purpose.

The proposed Grant Agreement, shown as Exhibit 1 to Resolution No. 6418, was prepared by OTS, and provides detail the tasks MOVE Santa Barbara County will perform. In general, MOVE Santa Barbara County will perform the following tasks in accordance with the Grant Agreement:

1. Public outreach of various means and methods

2. Furnish and disseminate bicycle safety gear

3. Safety surveys

4. Bicycle safety training
The Pedestrian and Bicycle Safety Program funds are processed on a reimbursement basis. Expenses incurred from the proposed tasks are eligible for reimbursement.

POLICY CONSISTENCY
The recommendation may be found consistent with the following objectives and policies of the General Plan and Local Coastal Plan:

Circulation Element
Objective C-7: Build demand for alternative transportation use by increasing ease, effectiveness, and social acceptability, and through foresighted planning.

FINANCIAL CONSIDERATIONS
Approval would result in a matching $30,500 revenue and expense increase to the General Fund for Fiscal Year 2025-26 Budget. The expense increase would be applied to Expense Account No. 101-401-5201 (Professional Services), and the revenue increase to Revenue Account No. 101-401-4360 (State Grant).

LEGAL AND RISK MANAGEMENT CONSIDERATIONS
Pursuant to OTS grant requirements for federal funds, a resolution is required to be adopted by the City Council in order for the City to execute the Grant Agreement with the California Office of Traffic Safety on behalf of a non-profit organization.

OPTIONS

1. Adopt Resolution No. 6418, authorizing the City Manager to execute a Grant Agreement with the California Office of Traffic Safety for the Pedestrian and Bicycle Safety Program; and approve a budget appropriation in the amount of $30,500 to the General Fund for Fiscal Year 2025-26 Budget. (Staff recommendation)

2. Decline to approve the Grant Agreement and direct staff as determined appropriate.

COUNCIL AGENDA STAFF REPORT

ITEM FOR COUNCIL CONSIDERATION
2025 Annual Report on Services and Issues Related to Homelessness in Carpinteria

STAFF RECOMMENDATION
Receive and file the 2025 Annual Report on services and issues related to homelessness in Carpinteria.

Sample Motion: I move to receive and file the 2025 Annual Report on services and issues related to homelessness in Carpinteria.

BACKGROUND
Local response to the ongoing national crisis of homelessness continues to be a service area priority throughout Santa Barbara County, including Carpinteria. Each year, City and County staff provide the Council with an annual report summarizing local efforts to respond to homelessness-related matters within Carpinteria as well as broader efforts for the south coast region. The report also includes findings from the most recent Point in Time Count, conducted each January. Jett Black-Maertz, Homelessness Assistance Program Manager for the County of Santa Barbara, assists with this presentation to the City Council.

The City provides services to people experiencing homelessness through collaboration with the County of Santa Barbara, non-government organizations providing homelessness services in the region, and local community-based volunteers and organizations. City staff routinely evaluates information to determine trends and issues related to homelessness services as well as to evaluate the effectiveness and efficiency of those services. Information is gathered from daily logs of City programs, including inspections of parks, open spaces, and public facilities such as the Veterans Hall and public restroom buildings; public right-of-way maintenance; code compliance contacts for issues such as smoking in public; and citations and arrests by law enforcement (includes -Summerland Fire Protection District also
monitors the number and type of contacts with people that are believed to be homeless, including the number of transports by ambulance.

The purpose of this annual report is to provide the City Council with a comprehensive overview of local conditions, service trends, and collaborative efforts related to homelessness in Carpinteria.

DISCUSSION
Service Request Statistics
As noted above, service requests related to homelessness matters are logged and tracked by City staff, local law enforcement, and fire safety personnel. This information is used to monitor trends over time and to help inform allocation of resources and services.

Local data and issues concerning people experiencing homelessness in Carpinteria are reviewed and discussed at weekly and monthly meetings among City, County, and service agency staff. Acute and chronic issues are also discussed along with strategies for providing assistance to service-resistant individuals.

Compliance officers logged 30 homelessness-related contacts and law enforcement logged 433 calls for service reported as homelessness-related matters during the past 2024-25 fiscal year (down from 53 contacts and 538 calls in the prior year, respectively).

Of those service calls, 190 police reports were filed and 129 arrests were made (compared to 257 reports and 195 arrests in FY 23/24). Public Works staff reports having cleaned up and removed 53
Abandoned Personal Property policies, during the past fiscal year (up from 32 cleanups in the prior year). Most of these encampments were located along the Carpinteria Creek bike path, near the railroad tracks, or in the Carpinteria Bluffs preserve, where they continue to be a recurring presence. Included in these cleanup statistics are also several downtown.

Despite the downward trend in the number of reported contacts and calls for service, the above-reported statistics still reflect an apparent disparity in how homelessness-related service requests are reported and the scope of the issue. On the one hand, Code Compliance staff logged a modest number of contacts and Public Works logged a moderately larger number of requests for cleanups of encampments or abandoned items; meanwhile, law enforcement continued to log a significant number of calls, police reports and arrests. While law enforcement is likely called when individuals are concerned for the safety of people or property, many of the calls to law enforcement involve recurring contacts with a small number of individuals that are resistant to receiving services, and that reestablish encampments in or around the same area repeatedly.

In an effort to better log, track and respond to service requests for homelessness-related matters and to help in identifying individuals that may benefit from heightened efforts to redirect them to available services, City staff has recently reorganized the assigned Homelessness Annual Report

central point of contact (i.e., Code Compliance). From there, Code Compliance staff can distribute and assign the request(s) to the proper staff for response and resolution (e.g., Public Works for encampment clean-ups, etc.). City staff will also continue to work in collaboration with law enforcement to provide support in responding to such service requests, including but not limited to, for calls outside of City work hours.

Annual Point in Time Count
The County of Santa Barbara Community Services Department, Housing and Community Development Division, annually reports the results of its Point in Time (PIT) Count of persons experiencing homelessness. This year, the PIT Count was conducted on January 22, 2025 by the Santa Maria/Santa Barbara County Continuum of Care (CoC) and the preliminary findings were released in June 20, 2025. The PIT Count is mandated by the federal Department of Housing and Urban Development (HUD) and serves as a snapshot of homelessness in the county on a single night. County staff in the Housing and Community Development Division and CoC Board Members provided oversight of the PIT Count working with the assistance of Santa Barbara Alliance for Community Transformation (SB ACT) 1 and hundreds of volunteers. The County of Santa Barbara serves as the lead agency and Administrative Entity for the CoC.

This year, 2,436 persons were counted countywide, representing a 14.96% increase in the number of persons experiencing homelessness compared to the 2024 PIT Count. The count included 1,478 persons experiencing unsheltered homelessness and 958 persons living in emergency shelters or transitional housing. In Carpinteria, 58 persons experiencing homelessness were counted, up from 42 persons in 2024. Compared to past years, this year again, like in 2024, showed a higher concentration of people in vehicles at 51 (some of which were located just outside city limits). The remaining 7 were counted as unsheltered (not in vehicles or shelters).

Figure 1, below, summarizes the countywide trend over the past four years.

1 SB ACT creates collaboratives around social issues in SB County following the Stanford Collective Impact model of partnership.* In each of its collaboratives, SB ACT acts as the "backbone organization" that keeps the collaborative moving toward its common agenda. In this way, SB ACT is not a service provider but rather a neutral convener that provides coordination and infrastructure for each of its collaboratives.

Key insights
The number of people living sheltered increased by 61% since 2022.

The number of people living unsheltered decreased by 25% from 2022.

People living in their vehicles increased 42% since 2022.

Overall, the people counted on the night of the PIT has increased 24% over the past 4 counts.

Lunch Program and Carp Connect
Each week, a group of community volunteers, and local businesses and organizations, work together to provide weekly lunches and provisions to individuals experiencing homelessness in Carpinteria. The weekly hot lunch program was formed as a means to gather local homeless persons to one area at a specific day and time where services could be offered. Currently, the lunch program offers services from a County Drug and Alcohol Specialist, County Behavioral Wellness, Good Samaritan (the regional homeless services entity), City Net, and New Beginnings, among others. According to counts provided by the lunch program organizers, over 1,350 guests were served during the 2024-25 fiscal year, up from 1,100 guests the previous year.

Running concurrently with the weekly lunch program, this site also serves Carp Connect, which is one of several Coordinated Entry System access points throughout Santa Barbara County. The coordinated entry system is intended to ensure that all persons experiencing a housing crisis have fair and equal access, and are quickly identified, unsheltered

Safe Parking Program
in October 2022 when the City Council adopted Resolution No. 6171, establishing administrative procedures for a two-year Safe Parking Pilot Program, and authorized the City Manager, on behalf of the City, to enter into an operating agreement with New Beginnings Counseling Center. Under the Pilot Program, a maximum cap of six vehicles per night were served.

According to the monthly monitoring reports submitted to the City by New Beginnings, all spaces were consistently occupied and New Beginnings maintains a list of approximately 33 individuals waiting for an opportunity to participate in the Safe Parking Program. Yearto-date totals show that 35 individuals (17 vehicles) have been assisted by the Safe Parking Pilot Program this past year, with 13 of those individuals having been transitioned into permanent housing.

Citing the success of the pilot program, the Council voted in April 2025 to expand the program cap from six vehicles to 12 vehicles, and voted in June 2025 to extend the Agreement with New Beginnings to continue operating the Safe Parking Program for an additional two years (through June 2027).

Regional Efforts
Projects, programs, and services completed in the region over the last year include but are not limited to:

Encampment Response:

Resolved 102 encampments, 100 people entering shelter, and 64 people obtaining housing.
151 individuals connected to services in the first 10 months of the California Encampment Resolution Funding (CERF) round 3 grant program.2 2 The CERF program provides grants to local jurisdictions to help people living in encampments transition to housing and services. Funds are used to support housing and support services. Santa Barbara County has been awarded CERF grants in 3 rounds: $2.5M to resolve encampments along the transit corridor; $6M to deploy a specialized outreach team to address encampments in waterways, including riverbeds, creeks and beaches; and most recently, $8M to resolve vehicular encampments. Two New Interim Housing Facilities:
359 people served, including 275 experiencing chronic homelessness. 56 people have achieved permanent housing.

Permanent Housing:

Buena Tierra opened its doors to permanently house 60 households in August 2024.

Additional Services:

Hedges House of Hope, which operates a 45-bed emergency shelter, has recently added new kitchen facilities.
o It is now providing lunch and dinner for residents at local interim housing facilities about 330 meals per day.
o Provides culinary jobs skills training to residents.

POLICY CONSISTENCY
collaborative approach to providing homeless services, as described above, is intended to be a cost effective and efficient means for the City to address an important community service need. People living on the streets of Carpinteria require services that result in increased public costs for law enforcement, emergency medical and hospital services, and present health and safety issues for the individual experiencing homelessness and the general public. Providing emergency services to people experiencing homelessness, although important, generally does not result in lasting changes for the homeless person or address the public health & safety and quality of life issues caused by homelessness that are of concern to the community.

The response model being followed by the City through its partnerships with Good Samaritan and other partnering agencies is intended to reduce reliance on first responders, which often results in arrest, transportation, jail and/or hospitalization, and to prioritize housing and related support services that can lead people that have been chronically homeless to reunification with family and/or getting established in permanent housing. This cost-effective approach to addressing homelessness was first discussed in detail in 2006 as a part of the Santa Barbara County Ten Year Plan to End Chronic Homelessness, which referenced various national studies on the subject. Following recent case law and guidance from the state and federal government (see legal discussion below for more detail), the City has made some recent refinements to its approach to allow City responders greater flexibility in how to respond to reports of illegal practices continues to reflect an emphasis on connecting unhoused individuals with available services and sheltering resources.

The City Housing Element includes a number of policies aimed at addressing special needs housing, which includes transitional3 and supportive4 housing that can meet the transitional and supportive housing as a residential use subject to those restrictions that apply to other residential uses of the same type in the same zone district. This regulatory approach ensures that development proposals for transitional and supportive housing will be treated the same as other residential proposals.

FINANCIAL CONSIDERATIONS
The City of Carpinteria currently expends tens of thousands of dollars annually responding to issues related to homelessness and to address health and safety needs of people experiencing homelessness. Law enforcement, public works street maintenance, parks maintenance, code compliance, and management programs of the City are all impacted by demands for service created by homelessness. These expenses are difficult to track but, ultimately, result in increased public costs for services.

LEGAL AND RISK MANAGEMENT CONSIDERATIONS
In California and at the federal level, a growing body of case law and executive orders (EO) are influencing how cities and counties manage competing interests of public health and safety and providing assistance to people living on streets and in other public places, itors
these cases and EO, and advises City staff accordingly.

For example, in October 2024, the City updated its Administrative Policy for the Enforcement of No Camping Regulations (CMC chapters 8.20 and 12.24) to reflect the overturning Johnson v. City of Grants Pass and
-1-24.
additional changes to address homelessness-related issues and directs federal agencies to reprioritize how federal grants and funding are allocated to homelessness-related 3 Transitional housing may be designated for a homeless individual or family transitioning to permanent housing. This housing can take several forms, including group housing or multi-family units, and may include supportive services to gain necessary life skills in support of independent living. The length of stay is predetermined with a six-month minimum.
4 Supportive housing is a place for permanent residence unlike temporary emergency shelters and transitional housing where services are provided to the occupants either at the residence or off-site. The types of support services that may be provided include mental health care, vocational and employment services, substance abuse treatment, child care and independent living skills training. The residents of supportive housing are disabled or include populations such as families with children, elderly persons, and young adults aging out of the foster care system, individuals exiting from institutional settings, veterans or homeless people. There is no limit on the length of stay.

for follow-up guidance from
federal agencies like Housing and Urban Development (HUD) and Health and Human Services (HHS), and will advise and assist the City in implementing any additional changes to affected City regulations or policies. The City Attorne at the City Council meeting to provide additional details about the recent EO.

Finally 2024-2031 Housing Element update, the City has
state housing laws concerning interim/transitional and supportive housing, and emergency shelters. Initiation of these Zoning Code updates is targeted for later this fiscal year and is intended to help streamline the permitting process for these important types of special needs housing.
